Misiunea de Observare Promo-LEX a alegerilor locale generale și parlamentare noi din 20 octombrie 2019 constată că până la ora 8.30 Misiunea a recepționat 56 de rapoarte de incidente de la observatori, prezentul comunicat incluzând 26 de incidente prelucrate de echipa centrală a Misiunii Promo-LEX la ora respectivă:

Deschiderea secțiilor de votare:

Misiunea Promo-LEX de observare a alegerilor locale generale și parlamentare noi din 20 octombrie 2019 constată,

Deschiderea cu întârziere a secției de votare – 1 caz.

• SV 1/148 Chișinău, Centru. Deschiderea secției de votare la 07:45 din cauza întârzierii președintelui BESV.

Prezența materialelor de publicitate, afișaje, panouri electorale din raza secției de votare (100 metri de la localul secției) – 9 cazuri.

• SV 18/67, Florești, Varvareuca. De pe panouri nu a fost lichidată publicitatea electorală.
• SV 18/5, Florești. Pe o clădire din apropierea SV, este afișat un panou cu un candidat.
• SV 1/308, Chișinău, Colonița. Observatorul a raportat că în raza a 100 de metri la SV este amplasat un billboard cu 2 candidați.
• SV 1/249 Chișinău, Râșcani. În raza a 100 metri sunt amplasate 3 billboard-uri cu același candidatul. Sunt amplasate la distanța de 15m, 50m și 70 m.
• SV 1/262 Chișinău, Durlești. La distanța de 40 m de la SV sunt amplasate 2 billboarduri cu 2 candidați.
• SV 1/27, Chișinău, Băcioi. La o distanță de aproximativ 60 m de la SV sunt amplasate două billboard-uri cu 2 candidați.
• SV 1/289, Chișinău, Budești. La o distanță de 30 de metri de la SV, pe panoul informativ sunt amplasate afișe electorale care promovează un candidat.
• SV 16/1, Edineț. La 50-60m se află panouri cu un candidat. Președintele a fost anunțat și a delegat o persoană ca să elimine publicitatea electorală.
• SV 1/266 Chișinău, Durlești. La distanța de 50 de metri de la SV este amplasat billboard cu un candidat.

Urnele de vot nu au fost sigilate potrivit procedurilor legale/ ruperea/ deteriorarea sau absența sigiliilor pe urnele de vot – 3 cazuri.

• SV 01/176, Chișinău, Ciocana. La ora 07:26 nu erau amplasate sigiliile la urna mobila.
• SV 1/10, Chișinău, Botanica. Toate 3 urne staționare din SV au fost sigilate doar cu câte 2 sigilii.
• SV 1/260, Chișinău, Cricova. În cadrul SV sunt amplasate 3 urne de vot și sunt sigilate cu câte 2 sigilii.

Întreruperea procesului de filmare la operațiile de deschidere a SV – 7 cazuri.

• SV 27/50, Rîșcani, Vasileuți. În procesul pregătirii SV, camera video nu a fost posibil de pornit. Operatorii nu au reușit să o conecteze. Președintele BESV a comunicat că va întocmi un act de constatare.
• SV 28/35, Sîngerei, Cubolta. La operațiile de deschidere a secției de votare echipamentul pentru înregistrare video nu a funcționa. A fost făcut act de constatare a faptului dat.
• SV 7/45 Cahul, Lebedenco. Camera a fost conectată la timp, însă ea nu înregistrează.
• SV 7/4, Cahul. Defecțiune tehnică a camerei video. Aceasta funcționează cu întreruperi, 2-3 minute apoi se deconectează.
• SV 28/35, Sîngerei, Cubolta. La pregătirea deschiderii SV, camera de înregistrare video nu funcționa. Nu era spațiu de stocare a informației.
• SV 23/32 Nisporeni, Seliște. Camera video a funcționat doar la numărarea buletinelor de vot înainte de deschiderea secției. La procesul de sigilare a urnelor camera video era deconectată.
• SV 34/31 Telenești, Nucăreni. Nu funcționează camera video încă, de la pregătirea deschiderii SV. Urmează să se întocmească actul de constatare.

Prezența nejustificată a persoanelor neautorizate în incinta secției de votare sau în raza de 100 m – 1 caz.

• SV 1/111 Chișinău, Buiucani. Prezența a 2 persoane în SV care nu dispuneau de documente de acreditare/înregistrare.

Buletinele de vot nerepartizate membrilor BESV nu sunt păstrate în loc sigur în incinta secției de votare – 1 caz.

• SV 26/02 Rezina. Buletinele de vot nu sunt păstrate într-un loc sigur din incinta SV. Sunt păstrate la loc vizibil unde poate avea acces orice alegător.

Deficiențe în listele electorale (discrepanțe dintre adrese; alegători decedați; semnături în locul altor persoane) – 3 cazuri.

• SV 1/56, Chișinău, Botanica. Un alegător conform SIAS Alegeri era arondat la o altă SV, dar conform listelor electorale era în SV 1/56.
• SV 1/142, Chișinău, Centru. La 07:23 un alegator a fost introdus de operatorii SIAS, dar nu a fost găsit pe listele electorale și nu i s-a oferit dreptul la vot
• SV 1/298 Chișinău, Grătiești. Un alegător a constatat greșeala în listele electorale. Data nașterii din lista electorală nu coincidea cu data nașterii din buletinul de identitate.

Altele – 1 caz

• SV 7/43, Cahul, Iujnoe. Între orele 06:45 și 07:10 a fost deconectată lumina. Membrii BESV au deschis SV utilizând lanterne. Problema a fost remediată de către angajații Union Fenosa.

The Promo-LEX Observation Mission for the general local and new parliamentary elections of October 20, 2019 informs that by 8.30 a.m., the Mission received from observers 56 incident reports, this press release including 26 incidents processed by the central team of the Promo-LEX Mission.

Opening of polling stations

The Promo-LEX OM for the general local elections and the new parliamentary elections of October 20, 2019, finds:

Delayed opening of the polling station – 1 case.

• PS 1/148 Chisinau, Center Dist. The PS opened at 7:45 due to the late arrival of the PEB president.

Presence of advertising materials, posters, electoral displays within the precinct (100 meters from the polling station) – 9 cases.

• PS 18/67, Floresti, Varvareuca. Electoral advertising on the displays has not been removed.
• PS 18/5, Floresti. A candidate’s poster is stuck on a building in close proximity to the PS.
• PS 1/308, Chisinau, Coloniata. The observer reported that a billboard with 2 candidates is placed within 100 meters of the PS.
• PS 1/249 Chisinau, Rascani Dist. There are 3 billboards of the same candidate within 100 m of the PS. They are located at a distance of 15 m, 50 m and 70 m.
• PS 1/262 Chisinau, Durlesti. There are 2 billboards displaying 2 candidates at a distance of 40 m from the PS.
• PS 1/27, Chisinau, Bacioi. There are 2 billboards displaying 2 candidates at a distance of about 60 m from the PS.
• PS 1/289, Chisinau, Budesti. There are electoral posters promoting a candidate located at a distance of 30 meters from PS.
• PS 16/1, Edinet. There are panels of a candidate at a distance of 50-60 m from the PS. The PEB president was informed of the fact and a person was delegated to remove the advertising.
• PS 1/266 Chisinau, Durlesti. A billboard displaying a candidate is located at a distance of 50 meters from PS.

Ballot boxes have not been sealed in compliance with the legal procedures / broken / deteriorated or complete absence of seals on the ballot boxes – 3 cases.

• PS 01/176, Chisinau, Ciocana Dist. At 07:26, there were no seals on the mobile ballot box.
• PS 1/10, Chisinau, Botanica Dist. All 3 stationary ballot boxes in the PS were secured with only 2 seals.
• PS 1/260, Chisinau, Cricova. There are 3 stationary ballot boxes in the PS all of them being secured with 2 seals.

Interruption of the shooting process at the opening of the PS – 7 cases.

• PS 27/50, Riscani, Vasileuti. The camcorder could not be turned on to shoot the preparation of the PS. The operators failed to connect it. The President of the PEB announced that he would draw up a statement of fact.
• PS 28/35, Singerei, Cubolta. At the opening of the polling station the equipment for video recording did not work. A statement of fact was drawn up.
• PS 7/45 Cahul, Lebedenco. The camcorder was connected on time, but it did not record anything.
• PS 7/4, Cahul. Technical malfunction of the camcorder. It works for 2-3 minutes then disconnects.
• PS 28/35, Singerei, Cubolta. When preparing for the opening of the PS, the video recording camera did not work. It did not have sufficient storage space.
• PS 23/32 Nisporeni, Seliste. The camcorder was on only during the counting of ballot papers before the opening of the PS. However, it was disconnected during the process of sealing the ballot boxes.
• PS 34/31 Telenesti, Nucareni. The camcorder has not been working since the preparation of the PS for opening. A statement of fact is to be drawn up.

Unjustifiable presence of unauthorized persons within the PS or within 100 m of the PS – 1 case.

• PS 1/111 Chisinau, Buiucani Dist. There are 2 persons in the PS that have no accreditation / registration documents.

Undistributed ballot papers are not kept in a safe place inside the polling station – 1 case.

• PS 26/02 Rezina. Ballot papers are not kept in a safe place within the PS. They are stored in a visible place within the reach of any voter.

Deficiencies in the voters’ lists (discrepancies between addresses; deceased voters on the list; signatures affixed by other people) – 3 cases.

• PS 1/56, Chisinau, Botanica Dist. According to SIAS Elections System, a voter was assigned to another PS, however he was on the voters’ lists of the PS 1/56.
• PS 1/142, Chisinau, Center Dist. At 07:23, SIAS operators introduced into the system the data of a voter, they could not find the voter on the lists and he was denied the right to vote.
• PS 1/298 Chisinau, Gratiesti. One voter found a mistake in the voters’ lists. The date of birth on the list did not coincide with the date of birth on the identity card.

Other – 1 case

• PS 7/43, Cahul, Iujnoe. The light was disconnected in the period between 06:45 and 07:10. PEB members opened the PS using flash lights. The problem was remedied by the employees of Union

Открытие избирательных участков:

Миссия Promo-LEX по наблюдению за всеобщими местными и новыми парламентскими выборами от 20 октября 2019 года констатирует,

Открытие избирательных участков с опозданием – 1 случай.

• ИУ 1/148 Кишинев, Чентру. Открытие избирательного участка в 07:45 из-за опоздания председателя УИБ.

Наличие рекламных материалов, предвыборных афиш, панно вблизи избирательного участка  (100 метров от помещения участков) – 9 случаев.

• ИУ 18/67, Флорешты, Варвареука. С информационных панно не была удалена предвыборная реклама. .
• ИУ 18/5, Флорешты. На одном из зданий вблизи ИУ вывешено панно одного из кандидатов.
• ИУ 1/308, Кишинев, Колоница. Наблюдатель сообщил, что в радиусе 100 метров от ИУ два рекламных щита 2-х кандидатов.
• ИУ 1/249 Кишинев, Рышкань. В радиусе 100 метров вывешены 3 рекламных щита тех же кандидатов. Размещены на расстоянии 15 м, 50 м и 70 м.
• ИУ 1/262 Кишинев, Дурлешты. На расстоянии 40 м от ИУ размещены 2 рекламных щита 2-х кандидатов.
• ИУ 1/27, Кишинев, Бачой. На расстоянии примерно 60 м от ИУ размещены два рекламных щита 2-х кандидатов.
• ИУ 1/289, Кишинев, Будешты. На расстоянии 30 метров от ИУ, на информационном панно вывешены предвыборные афиши, продвигающие одного из кандидатов.
• ИУ 16/1, Единцы. На расстоянии 50-60 м вывешены панно одного из кандидатов. Председателю сообщили об этом, и он направил одного человека убрать предвыборную рекламу.
• ИУ 1/266 Кишинев, Дурлешты. На расстоянии 50 метров от ИУ размещен рекламный щит одного из кандидатов.

Урны для голосования не были опломбированы согласно законодательным процедурам/срыв/повреждение или отсутствие пломб на урнах для голосования – 3 случая.

• ИУ 01/176, Кишинев, Чокана. В 07:26 переносная урна не была опломбирована.
• ИУ 1/10, Кишинев, Ботаника. Все 3 стационарные урны на ИУ опломбированы только 2-мя пломбами.
• ИУ 1/260, Кишинев, Крикова. На ИУ размещены 3 урны для голосования, каждая из которых опломбирована только 2-мя пломбами.

Прерывание процесса видеосъемки во время операций по открытию ИУ – 7 случаев.

• ИУ 27/50, Рышканы, Василеуць. В процессе подготовки ИУ, видеокамеру не смогли включить. Операторы не успели её подключить. Председатель УИБ сообщил, что составит констатирующий акт.
• ИУ 28/35, Сынжерей, Куболта. В процессе подготовки ИУ к открытию, видеооборудование не работало. По данному факту был составлен констатирующий акт.
• ИУ 7/45 Кагул, Лебеденко. Камера была подключена своевременно, но она не ведет запись.
• ИУ 7/4, Кагул. Технические Техническая неисправность видеокамеры. Работает с перерывами, 2-3 минуты, затем отключается.
• ИУ 28/35, Сынжерей, Куболта. При подготовке к открытию ИУ видеокамера не работала. Не было места для хранения информации.
• ИУ 23/32 Ниспорены, Селиште. Видеокамера работала только при подсчете бюллетеней до открытия участка. При процессе опломбирование урн для голосования видеокамера была отключена.
• ИУ 34/31 Теленешты, Нукэрень. Видеокамера не работает с момента подготовки ИУ к открытию. Должен быть составлен констатирующий акт.

Необоснованное присутствие неуполномоченных лиц в помещении избирательного участка или в радиусе 100 м – 1 случай.

• ИУ 1/111 Кишинев, Буюкань. Присутствие 2-х человек на ИУ, у которых не было документов об аккредитации/регистрации.

Избирательные бюллетени, нераспределенные членам УИБ не хранятся в надежном месте в помещении избирательного участка – 1 случай.

• ИУ 26/02 Резина. Избирательные бюллетени не хранятся в надежном месте в помещении ИУ. Лежат на видном месте, куда может иметь доступ любой избиратель.

Недостатки в списках избирателей (расхождения в адресах; умершие избиратели; подписи вместо других лиц – 3 случая.

• ИУ 1/56, Кишинев, Ботаника. Один из избирателей согласно ГАИС Выборы был отнесен к одному ИУ, а согласно спискам избирателей к ИУ 1/56.
• ИУ 1/142, Кишинев, Чентру. В 07:23 один из избирателей был внесен операторами в ГАИС, но не был обнаружен в списках избирателей, и ему не разрешили проголосовать.
• ИУ 1/298 Кишинев, Гратиешты. Один из избирателей обнаружил ошибку в списках избирателей. Дата рождения в списках не соответствовала дате рождения в удостоверении личности.

Другие – 1 случай

• ИУ 7/43, Кагул, Южное. В интервале 06:45 и 07:10 было отключено электричество. Члены УИБ открыли ИУ, использую фонарики. Проблема была устранена работниками Union Fenosa.
