1. Civic monitoring of political finances and support for the uniform application of the relevant legal framework in Moldova

 

The project purpose is to increase the transparency of political parties’ / election candidates’ financing by supporting a robust and independent civil society oversight mechanism and cooperative efforts with the Central Electoral Commission, political parties, police, Prosecutor office and other relevant stakeholders engaged in the implementation of political financing reform. 2. Promoting human rights in Transnistria Project goal is to promote human rights in Moldova’s Transnistria region.

Project envisages free legal aid and assistance, strategic litigation, documentation of cases, human rights monitoring, and elaboration of thematic reports on human rights, information dissemination, promotion of policy and legislation changes, as well as human rights advocacy and lobby efforts, on national and international level (UPR).

3. Promoting the observance of the high-risk groups for infection rights in Moldova The main goal of the project is to ensure HRGI’ rights protection in Moldova.

Project envisages the following activities: Promoting the adoption and implementation of recommendations of the Monitoring Report; developing an evaluation methodology for the process of internal assessment of the Instruction implementation; conducting the evaluation of the Instruction implementation; Developing and training a network of lawyers and paralegals to work with cases related to HRGI; Legal assistance and strategic litigation; Evaluation of the judicial practice on cases involving HRGI.

Main activities are: Drafting and lobbying a Guideline on conducting documentation in cases of gender based violence, including medical, psychological and forensic examination;

Creating a pilot Interdisciplinary Assistance and Rehabilitation Mechanism for victims of gender based violence;

Providing two sub-grants to establish Emergency Centres for victims of gender based violence;

Monitoring and evaluation of the implementation of the national legislation on combating gender based violence and lobbying the amendments to legislation;

Drafting a Guideline and training Multidisciplinary Teams on how to address cases of domestic violence;

Awareness raising Campaigns;

Organizing 6 trainings workshops for professional groups on how to address cases of gender based violence.

6. 2016-2017 Core Support for Human Rights Program Project goal is to support Promo-LEX Human Rights Program.

Promo-LEX will address human rights violations in Moldova and Transnistrian region. Program activities will focus on combating torture and inhuman or degrading treatment; promoting liberty and security of person; and combating domestic violence in Moldova.

Program includes such activities as free legal aid and assistance, strategic litigation, documentation of cases, monitoring, as well as human rights advocacy efforts.

Fighting political corruption in the Republic of Moldova by improving political parties’ funding regulations and civic oversight The project purpose was to contribute to the improvement of the political parties’ funding regulations and oversight. 2. The practice of electoral disputes resolution in Moldova – mechanism for strengthening and enforcement of citizens’ electoral rights?!” The project goal was to improve the system of electoral disputes resolution in Moldova and ensure the protection of electoral rights.

The project goal was achieved through the following objectives:

Objective 1: Analysis of the practice of electoral disputes resolution based on the decisions adopted by the courts and CEC during the 2014 parliamentary elections and 2015 local elections in Moldova;
Objective 2: Raising public awareness and informing the relevant stakeholders on the results of the study on electoral disputes resolution in Moldova.

3. Active citizenship through participation at the community level

 

The goal of the project was to raise awareness on the importance of active citizenship education by engaging young people in social life of their communities, thus helping to educate a new generation of active and responsible citizens.

The following outputs were attained by the end of the project:

Output 1 A public debate generated in the society on the role of active citizenship education through the analysis of the opportunities & challenges of young people’s involvement in our society;

Output 2 Awareness raised among young people on the opportunities and tools that are available and allow them to participate in the decision making process at the local/regional level;

Output 3 A network of 12 initiative groups formed by young volunteers engaged in monitoring of the decision making process at the local/regional level.

4. “Consolidating the efforts of civil society organizations in fighting

political corruption in the EaP countries”

 

The goal of the  was to consolidate the efforts of civil society organizations in fighting political corruption in the EaP countries.

The following outputs were attained by the end of the project:

–  A comprehensive comparative study on this issues aggregated by Promo-LEX (in the process of aggregation of the contribution of national experts);

–  Three informational and advocacy workshops realized in the EaP countries on the key topic of political parties and election campaign funding;

–  A 5 days summer camp held in Moldova for 25 participants from EaP countries on the topic of monitoring political parties’ finances and combatting political corruption;

–  A study visit organized for 5 experts from EaP countries in Tbilisi with focus on Georgian experience in monitoring political parties and election campaign funding.

6. Fostering Free and Democratic Presidential Elections The project goal was to foster free, fair and transparent elections during October 30, 2016 Presidential Elections in Moldova (contribution to the general budget of the 2016 Presidential Election Observation Mission).

The goal was achieved through the accomplishment of the following objectives:

–  To increase public trust in the electoral process by conducting long-term monitoring of the pre-election period, Short-term observation during the Election Day(s) and post-election monitoring, meant to deter electoral fraud and provide impartial and non-partisan information about the conduct of election campaign;

– To increase the transparency of the electoral processes through financial monitoring, audit and public reporting of expenditures by elections stakeholders (electoral authorities and contenders);

– To evaluate the quality of the voters’ lists and monitor the implementation of the Electronic Voters’ Registry;

– To analyze different cross-cutting issues related to the elections, such as: accessibility of the election process for the disabled people, gender mainstreaming during the elections as well as youth engagement in the elections;

– To ensure national and international awareness of the de facto situation referring to the Presidential electoral process in Moldova through periodic monitoring reports and press conferences;

– To enhance the credibility of the vote counting process by conducting Quick Count on E-Day and PVT based on the data provided at the DEC level;

– To contribute to the improvement of the national electoral legislation and practices based on the conclusions and recommendations formulated by the Election Observation Mission.

7. Supporting free and democratic direct elections of the President in Moldova through citizen election observation

 

The project goal was to increase public trust in the electoral process by conducting long-term monitoring of the pre-election period, Short-term observation during the Election Day(s), including the observation of the polling stations established abroad, and post-election monitoring, meant to deter electoral fraud and provide impartial and non-partisan information about the conduct of election campaign.

Thus project contributed to the general budget of the 2016 Presidential Election Observation Mission and focused on the observation of the elections in the polling stations established abroad.

13. Empowering civil society in Moldova and Transnistria to combat discrimination through documentation, litigation and advocacy. Overall objective of the project was to increase protection from all forms of discrimination in Moldova.

The project has been designed to address the weaknesses in the Moldovan legal and policy framework on equality, both in terms of gaps and inconsistencies in the Law on Equal Opportunities and the lack of implementation of that Law and other equality-relevant laws. The project will respond these problems by building the capacity of Moldovan civil society organizations to identify, document and publicize cases and patterns of discrimination, develop and pursue strategic litigation cases to challenge inconsistencies in the legal framework and plan and implement an advocacy campaign calling for legal and policy reform.

14. Promoting and multiplying good innovative practices in preventing and combating violence

 

Overall goal of the project is to promote and multiply good innovative practices in preventing and combating violence against women and girls.

Main activities:

Establishing and signing a partnership agreement with Police Inspectorate from  Hîncești rayon;

Organizing a one day seminar (8 hours) for police / 40 persons (Location –  v. Ciuciuleni, Hîncești rayon, Social Center “Helmut Wolf”, general scope of seminar – presentation of project goals, activities, working methodology and police involvement in project activities); Drafting and implementing the methodology for police performance assessment (meetings with LPA, Medical Centers, partners form Hîncești rayon to conduct interviews with police, local authorities, social assistants, victims of domestic violence);

Drafting the Analytical Report on good practices; Designing the concept and program of the training for WAV on CEDAW provisions; Participation at Moldova’s second Universal Periodic Review; Delivering two training sessions for WAV on CEDAW provisions; Developing an easy read guide on CEDAW provisions.

15. Coordination and facilitation services for the PoliceForShe initiative of the Civil Society Advisory Group to UN Women in Moldova in the framework of 16 Days Campaign of Activism against Gender-Based Violence Project envisaged the following activities:

Organizing 5 working meetings with the representatives of the Prevention Department of the General Division on Public Security of the General Police inspectorate of the Ministry of Internal Affairs. Meetings were aimed to plan joint activities for Campaign PoliceForShe. The overall goal of the Campaign was to promote good practices of the police positive champions and to promote innovative tools and techniques to prevent and combat violence against women.

Identification of best performing 10 police officers regarded as positive champions, and development of the 16 days’ campaign plan for police officers, including campaign messaging.

Organizing 5 workshops with the police positive champions and further networking between the police positive champions and others using innovative tools and techniques for greater EVAW results.

Design, printing and distribution of the Poster on protection mechanisms against domestic violence.

16. Preventing pitfalls in implementing Moldova’s European obligations: policy advocacy and public awareness

 

The aim of the project was to stimulate coordination of priorities in improving public sector reforms in Moldova through monitoring, assessment and acceleration of key priorities for a state of law and free economy, effective decentralization and protection of human rights.

Project envisaged producing policy briefs and monitoring reports on freedom of assembly and association, justice sector reform, process of registration of the political parties, other.
