About Grants Program

The Promo-LEX Association is a non-governmental, apolitical and non-profit organization that has been operating throughout the territory of the Republic of Moldova since 2002. The mission of the Promo-LEX Association is to contribute to the development of democracy in the Republic of Moldova, including the Transnistrian region, by promoting and defending human rights, monitoring democratic processes and consolidating civil society.

The Promo-LEX Association manages its own programs and projects, as well as provides support for projects carried out by other non-governmental organizations, promoting democratic principles and values. The grants come from the financial sources obtained by the Promo-LEX Association from its primary donors within its own projects/programs. The general purpose of the Grants Program is to support the mission of the Promo-LEX Association and to contribute to the promotion of democratic values.

Funding priority areas:

  • Defense of human rights;
  • Support for human rights defenders;
  • Promotion of the rule of law;
  • Promotion of democratic values and principles
  • Promotion of access to information, freedom of expression and independent media;
  • Promotion of freedom of association and assembly;
  • Promotion of equality and non-discrimination;
  • Promotion of free and fair elections;
  • Promotion of decision-making transparency and open governing;
  • Education and raising citizens’ electoral awareness;
  • Education and civic involvement of citizens;
  • Consolidation of democratic political processes;
  • Consolidation of civil society.

This Guide outlines the general rules and requirements applicable within the Grants Program of the Promo-LEX Association. For each separate grant competition, the Promo-LEX Association will provide terms of reference that include specific rules and requirements (e.g.: funding priorities, grant value, grant duration, specific eligibility criteria, geographic area, application procedure, etc.).

Who can benefit from grants?

Promo-LEX Association offers grants only to non-governmental, apolitical and non-profit organizations, which may include civic organizations, foundations, associations, independent media and other similar organizations.

The Promo-LEX Association does not provide grants to individuals, government organizations/institutions, public authorities, public or private institutions, political parties, religious or charitable organizations.

The Promo-LEX Association does not finance:

  • Individual/group scholarships;
  • Requests for humanitarian aid;
  • Technical or scientific research projects;
  • Sports competitions;
  • Festive activities;
  • Medical or rehabilitation services;
  • Social services;
  • Capital constructions, renovations;
  • Political activities;
  • Commercial activities, start-ups or business incubators, etc.

The Promo-LEX Association does not provide grants to individuals, governmental organizations/institutions, unions, public authorities, public or private institutions, political parties, commercial, religious, ecological, cultural, charitable or sports organizations.

The value of the grant will be established based on the financial sources available for each individual grant competition.

The duration of the grant can vary from 2 to 12 months and will be established within each grant competition.

The geographical area for the eligibility of grant applicants and project implementation will be established for each individual grant competition.

Grant awarding procedure

The Promo-LEX Association offers funding through (public) grant competition or through a closed grant awarding procedure.

Grant competitions are publicly announced on the website of the Promo-LEX Association www.promolex.md under the “GRANTS” heading, the “Grant Competition” subheading. Additionally, announcements are published and distributed through the Association’s social pages and other specialized online portals.

Grant competitions are open to all applicants who meet the eligibility criteria mentioned above and indicated in the terms of reference for each individual grant competition.

As for closed grant awarding procedure, the Promo-LEX Association invites one or more non-governmental organizations to apply for a grant in a closed competition.

Grant application

Grant applications (applications for funding) submitted for examination to the Promo-LEX Association (regardless of the procedure) must include the following documents:

  • Grant application (standard form, Doc format)
  • Budget (standard form, Excel format)
  • Financial questionnaire (standard form, Doc format)
  • Annexes (the list of annexes will be specified for each individual grant competition)

 

Incomplete files or files submitted after the deadline announced in the terms of reference for each individual grant competition will not be examined.

Grant applications can be submitted in Romanian, Russian or English (depending on the grant competition).

Applications must be typed.

Evaluation and approval of Grant Applications

Having received the grant application, a manager from the Promo-LEX Association shall check if the application file meets the requirements, stipulated in the terms of reference. If the grant application requires additions and/or clarifications, the person in charge will request them in writing (by means of an e-mail). The grant applicant has to submit the missing information under the conditions and within the deadline specified in the application. Failure to comply with these conditions will lead to the removal of the application file from the evaluation process (this fact will be communicated through An electronic message).

Grant applications that meet the requirements specified in the terms of reference, are examined by an Evaluation Committee based on the following criteria:

 

  • Relevance of the project for the priorities of the Grant competition;
  • The strategy for achieving the objectives is adequate and realistic;
  • Social impact of the project;
  • Innovative character of the project;
  • Sustainability of the project;
  • The budget clearly reflects project activities and is reasonable in terms of cost-effectiveness;
  • Applicant’s expertise and relevant experience;
  • Applicant’s capacity to manage the grant;

 

The list of evaluation criteria can be adjusted/completed depending on the specifics of the grant competition. For each grant competition, evaluation criteria will be established and indicated in the terms of reference.

Evaluation results and grant decisions are communicated to all grant applicants (via an email or a public post), regardless of the decision.

Based on the decision of the Evaluation Commission, the Promo-LEX Association may instruct grant applicants to complete/adjust the grant application and submit additional information regarding the grant application or organization. Also, the Promo-LEX Association can make monitoring visits to preselected grant applicants. During the visits, the organization’s capacities to manage grants will be evaluated. Failure to comply with these conditions will lead to the removal of the grant application from the granting process.

For each grant given, the Promo-LEX Association will sign a Grant Agreement with the organization requesting funding. The Grant Agreement will include details about the project, the manner of grant administration and the responsibilities for carrying out the project, etc.

The duration of the procedure for evaluating the grant application and signing the grant agreement may vary, depending on the specifics of the Grant Competition (on average from 0.5 to 3 months).
