„Din totalul de 101 acţiuni care rămâneau restante pentru perioada anului 2012 şi trimestrul I, 2013, doar 44 au fost realizate sau 43%. Astfel, putem afirma că realizarea Planului de Acțiuni privind implementarea Strategiei de Reformă în Sectorul Justiţiei se desfăşoară foarte lent. Cu referire la acţiunile care urmau a fi implementate în trimestrul II, 2013, situaţia este și mai gravă. Din 31 de acţiuni, au fost realizate doar şase sau 19%”, a explicat Olesea Stamate, director al Asociaţiei pentru Guvernare Eficientă şi Responsabilă.
Potrivit lui Pavel Postica, director de program la Asociația Promo-LEX, o dinamică pozitivă s-a înregistrat pe componenta de monitorizare a ședințelor de judecată și a calității actului judecătoresc. „Dacă este să vorbim despre anumite tendințe, comparativ cu primul raport, cu titlul pozitiv putem spune că, dacă în primul trimestru din totalul ședințelor monitorizate doar 77 au fost desfășurate în cadrul sălilor de ședință, atunci în trimestrul doi această cifră a crescut de aproape trei ori. La fel am înregistrat o majorare cu aproximativ 12% în ceea ce privește înregistrarea audio a ședințelor de judecată. Dacă în primul trimestru au fost înregistrate doar 145, adică un pic sub 50%, la moment aceasta a crescut la 179 de cazuri din 300 monitorizate”, a menționat Pavel Postica.
Principalele recomandări incluse în raport se referă la necesitatea consolidării instituției Grupului de lucru, completarea Regulamentului cu privire la funcţionarea grupurilor de lucru cu prevederi care să oblige secretariatul acestor grupuri să publice procesele-verbale ale şedinţelor, agendele, dar și alte produse inclusiv corespondența pe pagina web a Ministerului Justiției, în decursul unui termen rezonabil de la desfăşurarea acestora.
Raportul a fost elaborat în cadrul proiectului „Monitorizarea reformei sectorului justiției pentru sporirea responsabilității Guvernului”, implementat de către Asociația Promo-LEX și Asociația pentru Guvernare Eficientă și Responsabilă, realizat cu sprijinul financiar al Uniunii Europene.

[:en]Implementation measures of the Justice Sector Reform Strategy is very slow. This is one of the conclusions of monitoring report of the implementation of that strategy, developed by the Promo-LEX Association for Effective and Responsible Governance (AGER).
„Of the total of 101 remained actions for the period of 2012 and first quarter of 2013, only 44 were completed , which is 43%. Thus, we can affirm that the implementation of the Action Plan on Justice Sector Reform Strategy is proceeding very slowly. With regard to the actions that were to be implemented in the second quarter of 2013, the situation is even worse. According to Pavel Postica, program director at Promo-LEX, a positive trend has been recorded on the monitoring component of hearings and the quality of the judiciary. „If we talk about certain trends, compared with the first report with positive title, we can say that if in the first quarter of the total monitored only 77 meetings were held in the meeting rooms, then in the second quarter this figure increased almost three times. So, we recorded an increase of about 12% in terms of the audio recording of court proceedings. The main recommendations included in the report refer to the need of strengthening the institution of the Working Group, supplementing the regulation on the functioning of the working groups with provisions that would require the secretariat of these groups to publish minutes of meetings, agendas, and other products including correspondence on website of the Ministry of Justice, within a reasonable time of their conduct.
