The Promo-LEX Observation Mission (OM) for the Presidential Elections and Republican Constitutional Referendum on October 20 (November 3), 2024, notes 917 alerts reported by Promo-LEX observers until 7:00 PM, of which 222 confirmed incidents are included in this release.

Incidents related to the failure to maintain order in the polling station and within a 100-meter radius.

Presence of advertising materials, displays, and electoral panels within the polling station vicinity (100 meters from the polling location) – 2 cases. It is essential to emphasize that the responsibility for the removal of such advertising materials rests with the Local Public Administration (APL). This measure is designed to safeguard voters from external influences while they exercise their right to vote.

  1. PS 01/026 Chișinău, Botanica. At 16:00, within a 100-meter radius of the polling station, a sign displaying the message “I vote against [name of an electoral competitor]” was observed. The PEB president promptly removed the material.
  2. PS 33/01 Taraclia. On an informational board within a 100-meter radius of the polling station, an electoral poster promoting a presidential candidate was observed.

Electoral agitation or negative campaigning (PR) within the 100-meter radius and/or inside the polling station (PS) aimed at influencing voter choices – 6 cases. Electoral agitation or the dissemination of negative information (negative PR) is strictly prohibited on election day, both within the polling station and within a 100-meter radius, to prevent undue influence on voters’ decisions.

  1. PS 25/53 Orhei, Pelivan. At 13:05, an intoxicated voter arrived to cast his vote but was denied as his official residence is registered in Dubăsari. The voter argued with PEB members, insisting, “I live in Moldova and can vote wherever I want,” and claimed that a particular candidate was blocking his right to vote. The PEB president clarified the situation, and the voter eventually left.
  2. PS 11/022 Cimișlia, Grădiște. At 12:54, a Promo-LEX observer reported that several voters, after casting their votes, remained within a 100-meter radius of the polling station and were engaging in electoral agitation in favor of a presidential candidate. The PEB president was notified.
  3. PS 32/21 Ștefan Vodă, Purcari. A representative of an electoral competitor was seen wearing a lanyard matching the color of their party (without additional markings).
  4. PS 19/24 Glodeni, Fundurii Noi. On the table of an electoral competitor’s representative was a notebook matching the color of the party, with the party’s symbol printed on the pages.
  5. PS 15/012 Dubăsari, Oxentea. Before receiving his ballot, a voter loudly proclaimed the name of a candidate he believed others should vote for, repeating it twice. The PEB president issued a formal warning to the voter.
  6. PS 12/002 Criuleni. A female voter remained inside the polling station for approximately two hours after casting her vote, wandering the corridors and interacting with other voters. The PEB members did not respond to her prolonged presence.

Unauthorized presence within polling stations or within a 100-meter radius – 9 Cases.  This restriction aims to maintain the integrity and transparency of the electoral process, preventing undue influence.

  1. PS 21/23 Ialoveni, Horodca. Outside the polling station, within 100 meters, a group of three individuals was observed interacting with voters before and after they cast their votes. The PEB president identified them as the local mayor and local council members. When a Promo-LEX observer approached to inquire about the discussions, the conversations were halted, and shortly thereafter, the individuals left the area.
  2. PS 29/35 Soroca, Iarova. An unauthorized individual inside the polling station claimed to be a representative of an electoral competitor without providing proper identification. The PEB president stated that the station had not confirmed this individual as a representative. The person in question also accompanied the mobile ballot box during voting.
  3. PS 36/31 ATU Gagauzia, Baurci. Between 14:38 and 14:48, a group of at least four voters who had already voted stopped near the polling station entrance, with one individual making several phone calls that the group appeared to discuss collectively. After about ten minutes, they left the vicinity.
  4. PS 01/301 Chișinău, Trușeni. Starting around 14:00, for approximately 50–60 minutes, two individuals were observed repeatedly inspecting the area near the polling station, often walking behind a blue Volkswagen vehicle (license plate CNG 149). Police were notified, and the individuals eventually left.
  5. PS 29/014 Soroca, Bădiceni. According to discussions with the CECE II president, a Promo-LEX observer learned that during mobile voting at the Psychiatric and Neurological Boarding School in Bădiceni, the director’s wife, who represented the same electoral competitor as her husband, was in an adjacent room, managing the flow of voters.
  6. PS 25/04 Orhei. At 16:00, an unauthorized individual was reported monitoring the voting process inside the station for approximately 20–30 minutes, even making remarks to the SAIS Elections operators. The PEB president spoke with the individual, who was still present at the time of the report.
  7. PS 38/170, Warsaw, Poland. At 12:27, the PEB president was seen speaking outside the embassy with an unauthorized individual filming near the building. The interaction led to a disagreement, with the PEB president asking the person to stop filming. The individual paused only briefly before resuming, prompting the president to call the police. In discussions with the unauthorized individual, who identified himself as a Polish citizen, and the police, it was revealed that the individual claimed affiliation with Moldovan national observers, sharing messages on his phone as proof. Another voter informed the PEB president of similar cases in other countries, suggesting that these individuals may be streaming live for a person in Moscow in exchange for cryptocurrency.
  8. PS 29/46 Soroca, Racovăț. At 17:10, an unauthorized person entered the polling station, seeking a specific individual while interacting with a representative of an electoral competitor. The PEB members did not react.
  9. PS 11/44 Cimișlia, Topala. At 17:45, an unidentified individual was spotted inside the polling station without visible accreditation. When asked, the person claimed to have left their ID at home and alleged to be a representative of an electoral competitor, but provided no further documentation. The PEB members did not intervene.

Violations of ballot secrecy (photographing marked ballots, displaying the marked ballots; improper placement of ballots that allows visibility of voter choices) – 81 cases. Voters are prohibited from taking photos of their marked ballots, showing their ballots, and placing ballots in the ballot box in a manner that makes their voting choices visible.

  1. PS 29/014 Soroca, Bădiceni: A voter at the Bădiceni Soroca polling station, located within the Psychoneurological Boarding School, assisted several voters in reaching the voting booth and did not limit his involvement to just that. The voter even stamped the ballots on behalf of other voters. The PEB members warned him that this was illegal, but he continued to interfere.
  1. PS 01/184 Chișinău, Ciocana: Around 12:55, a female voter was observed photographing her ballot. The PEB president was immediately alerted and requested the voter to delete the photographs from her phone’s gallery, including from the recycle bin. She complied and deleted the photographs from both locations. The PEB president prepared a report on the incident, which was signed by all office members. The police were called.
  2. PS 01/101 Chișinău, Buiucani: At 13:11, a female voter took a photograph of her ballot after voting. The PEB members noticed, warned her, and insisted that she delete the photo. The photo was deleted.
  3. PS 18/62 Florești, Temeleuți: A voter was caught photographing his ballot with the “Voted” stamp applied. Upon intervention by the PEB president, the photo was deleted.
  4. PS 01/284 Chișinău, Ciorescu: At 13:35, a female voter was observed photographing her ballot. The photo was deleted.
  5. PS 01/298 Chișinău, Trușeni: A female voter attempted to take a photo of her ballot but was unsuccessful because she was seen in time by an observer.
  6. PS 07/055 Cahul, Slobozia Mare: A voter was caught taking a photo of his ballot, and the PEB president informed the police about the incident. The photo was deleted from the phone.
  7. PS 01/184 Chișinău, Ciocana: At 13:55, a PEB member alerted the office secretary that a voter had photographed their ballot. Before leaving the polling station, the secretary asked the voter to show what they had photographed and delete the photos. The PEB president was discussing another incident with the police, who were documenting a similar situation that occurred an hour earlier. The voter deleted the photographs. The PEB president prepared a report, which was signed by all office members. Law enforcement left with both voters who had photographed their ballots at 12:55 and 13:55.
  8. PS 01/160 Chișinău, Ciocana: A female voter was seen with her phone and was told to put it in her pocket. From the remarks of the PEB members, it was understood that the voter managed to photograph her ballot. The voter left quickly, and the photo was not deleted.
  9. PS 09/032 Călărași, Răciula: A voter, who was a representative of an electoral competitor in the first round of elections, photographed his ballot after voting. The PEB president notified the police. The police took over the case.
  10. PS 01/251 Chișinău, Codru: At 14:20, a voter photographed his ballot. The PEB president was notified and requested the photo to be deleted. Since the voter refused, the police were called. Ultimately, the photo was deleted.
  11. PS 36/13 UTAG, Ceadîr-Lunga: At 12:53, a female voter voting for the first time was accompanied by another female voter who photographed her ballot. The PEB members notified the police.
  12. PS 22/25 Leova, Cupcui: At 13:50, a voter filmed his ballot with the stamp already applied. When the PEB president noticed and requested to see the last photo from the gallery, he deleted the video.
  13. PS 25/69 Orhei, Seliște: At 13:41, a voter was caught photographing his ballot. The incident was reported by the PEB secretary, and along with the president of the PEB, they requested police intervention. The photo was deleted.
  14. PS 14/007 Drochia: A voter was observed photographing his ballot after applying the stamp. The PEB members reacted immediately and called the police.
  15. PS 01/164 Chișinău, Ciocana: At 14:50, a voter photographed his marked ballot. The president of the PEB did not notice this violation.
  16. PS 14/043 Drochia, Șuri: A citizen photographed his ballot inside the polling station. The PEB president reacted by detaining the voter and explaining that his action was illegal. The photos were deleted.
  17. PS 36/59 ATUG, Dezghingea: At 13:59, a voter photographed his ballot. The voter was observed by the president of the PEB, who insisted that the photo be deleted, and the voter complied.
  18. PS 28/51 Sîngerei, Pepeni: At 14:47, a PEB member observed a voter photographing his ballot and informed the president of the PEB, who called the police.
  19. PS 25/12 Orhei: At 14:40, a voter photographed his ballot in the polling station. The PEB president was informed and subsequently deleted the photo from the voter’s phone.
  20. PS 37/29 Rezina: At 13:25, a female voter photographed her ballot in the voting booth after casting her vote. The voter was observed by the PEB members, and the PEB president called the police to the scene, intending to transport the voter to the police station for sanctioning.
  21. PS 37/28 Rezina: At 15:20, a female voter photographed her already voted ballot in the voting booth. A PEB member noticed this and informed the PEB president. The photo was deleted.
  22. PS 01/117 Chișinău, Centru: At 15:05, a voter exited the voting booth, opened his phone, and photographed/attempted to photograph his ballot. A PEB member immediately intervened, stopping him and instructing him to delete the photo if he had taken it. Later, the PEB president discussed the matter with the police officer, who confirmed that it was a violation. However, the PEB president informed the observers that, according to the voter, he was unaware that photographing was prohibited. The phone was checked, and no photo was found, so the voter was allowed to leave.
  23. PS 36/39 UTAG, Cazaclia: At 15:18, a voter photographed his ballot after applying the “Voted” stamp. Upon intervention by the PEB president, the photo was deleted.
  24. PS 01/121 Chișinău, Centru: (2 cases) At 14:30 and 15:10, two voters photographed their ballots. In both cases, the photos were deleted at the request of the PEB members.
  25. PS 01/270 Chișinău, Vatra: At 15:50, a voter in the voting booth photographed his ballot after applying the stamp. At the request of the PEB members, the voter deleted the photo and then left the polling station.
  26. PS 01/271 Chișinău, Băcioi: At 15:30, a female voter photographed her ballot. A PEB member intervened, requesting to see her phone gallery to verify if she had successfully taken the photo. She was asked to delete the photo, complied, and apologized.
  27. PS 01/173 Chișinău, Ciocana: At 15:25, a female voter photographed her ballot. The PEB president, alerted by a Promo-LEX observer, requested the photo be deleted, and the voter complied.
  28. PS 07/05 Cahul: The video camera in the polling station filmed the entire room. The PEB president explained that the tripod was faulty and could not be positioned differently.
  29. PS 28/03 Sîngerei: At 15:47, a voter was observed attempting to photograph his ballot. The PEB members did not react to this situation.
  30. PS 37/29 Stânga Nistrului, Rezina: At 15:00, a voter was seen posing with his ballot after voting. The PEB president requested police intervention, which resulted in a fine for the voter for the offense committed.
  31. PS 12/017 Criuleni, Dubăsarii Vechi: A female voter photographed her ballot. The PEB members warned her, and she immediately deleted the photo.
  32. PS 20/15 Hîncești, Caracui: At 16:40, a voter photographed his ballot. The PEB members reacted immediately and requested him to delete the photo. The voter complied.
  33. PS 38/60 Federal Republic of Germany, Munich: A voter photographed his ballot while in the voting booth. At the request of the PEB members, he deleted the photo.
  34. PS 38/123 Republic of Italy, Bologna: Around 11:40, while in the voting booth, a voter took a photo of his ballot showing his vote. None of the PEB members warned the voter, and he left the polling station.
  35. PS 38/99 Republic of Italy, Milan: A voter attempted to photograph his ballot. When the PEB members and president noticed, the voter reacted angrily. After discussions with the members, the PEB president canceled the ballot, and the voter was issued a new one.
  36. PS 38/31 French Republic, Paris: Three cases of voters photographing their ballots in the voting booths were observed. The PEB members did not react.
  37. PS 38/56 Federal Republic of Germany: A voter photographed his ballot inside the polling station. At the insistence of a PEB member, the voter deleted the photo.
  38. PS 38/179 Romania, Bucharest: At 13:26, a voter was observed photographing his ballot. The PEB president was informed and intervened, explaining to the voter that he was not allowed to photograph the ballot. The voter deleted the photo in the presence of the PEB president.
  39. PS 38/123 Republic of Italy, Bologna: During the process of receiving his ballot, a voter photographed the supplemental list. The PEB members did not notice and did not warn the individual to delete the photo.
  40. PS 38/228 Republic of Turkey, Istanbul: A voter who had just cast his vote and was exiting the voting booth was questioned about his actions of photographing the ballot. He confirmed the act, and the PEB president warned him to delete the photo. The voter complied with the PEB president’s instructions and left the polling station.
  41. PS 38/123 Republic of Italy, Bologna: While in the voting booth, a voter photographed his ballot. The PEB members did not notice this incident, and the voter left the polling station with the photo of the ballot on his phone.
  42. PS 38/228 Republic of Turkey, Istanbul: A voter photographed his ballot while in the voting booth. Upon notification to the PEB president, the voter deleted the photo.
  43. PS 38/160 United Kingdom of Great Britain and Northern Ireland, Northampton: Five cases of ballot photography were observed; in four instances, PEB members intervened to delete the photos. In the last case, at 12:25, no one noticed the situation.
  44. PS 38/49 Federal Republic of Germany: A voter photographed his ballot, and despite the observations from the PEB president, the voter refused to delete the photo.
  45. PS 38/87 Republic of Italy, Rome: A female voter was caught photographing her ballot while in the voting booth. She was warned not to take photos and instructed to delete the picture. The voter complied and deleted the photo before leaving the polling station.
  46. PS 38/56 Federal Republic of Germany, Bremen: An STO observed a voter photographing his ballot in the booth. At the insistence of a PEB member, the voter deleted the photo.
  47. PS 38/123 Republic of Italy, Bologna: A voter, while in the voting booth, photographed his ballot. A PEB member noticed this and requested the deletion of the photo from the voter’s phone. The voter complied and left the polling station.
  48. PS 38/179 Romania, Bucharest: At 14:55, in the polling station, one of the voters was observed photographing his ballot in the voting booth. The PEB president was informed and intervened, explaining to the voter that he was not allowed to photograph his ballot. The voter deleted the photo in the presence of the PEB president.
  49. PS 38/168 Kingdom of the Netherlands, The Hague: An STO observed a voter taking a photo of his ballot and also writing something on the ballot with a pen/pencil. The PEB members did not notice this moment to warn him.
  50. PS 38/228 Republic of Turkey, Istanbul: An STO observed a voter photographing his ballot, reported it to the PEB president, who then requested the deletion of the photo.
  51. PS 38/49 Federal Republic of Germany, Frankfurt: An STO reported that a voter attempted to record a video of her voting in the booth, and upon being observed by the PEB members, she deleted the video, stating that she did not know it was prohibited.
  52. PS 38/228 Republic of Turkey, Istanbul: A voter photographed his ballot, and a member of the polling station self-reported the incident and requested the deletion of the photo. The voter complied.
  53. PS 38/181 Romania, Iași: At 16:30, while in the voting booth, a voter filmed the moment when his relative in the adjacent booth voted and then filmed his own ballot. An observer reported this to the PEB secretary, who reacted immediately. The voter was stopped at the exit of the station and asked to delete the video, which he did.
  54. PS 38/68 Federal Republic of Germany, Hanover: An STO observed a voter photographing his ballot in the voting booth. The PEB members noticed the violation, and the voter complied with the request to delete the photo.
  55. PS 38/123 Republic of Italy, Bologna: At 15:32, an STO reported a voter photographing his ballot in the voting booth. The PEB members requested the voter to delete the photo from his phone, which he complied with.
  56. PS 16/20 Edineț, Brătușeni: A voter, while in the voting booth and after applying the “Voted” stamp, photographed his ballot. Although the PEB members and president noticed, they did not take any action.
  57. PS 28/03 Sîngerei: At 16:38, a voter photographed his ballot. The PEB president intervened and deleted the photos.
  58. PS 01/207 Chișinău, Rîșcani: A female voter photographed her ballot. A female PEB member observed this and, after the voter exited the booth, checked her phone. A conflict arose between the voter and the PEB member. The PEB president and secretary explained to the observing member that she had no right to demand the voter show her phone. The PEB member insisted on viewing the gallery to check if the ballot had been photographed. Ultimately, the voter showed the phone’s gallery, and no photo of the ballot was found.
  59. PS 01/144 Chișinău, Centru: A female voter photographed her minor daughter applying the “Voted” stamp in the voting booth. The PEB president requested the deletion of the photo in her presence. The voter complied.
  60. PS 01/097 Chișinău, Buiucani: Around 16:36, a voter over 40 years old was caught by PEB members photographing his ballot. They warned him that he risked a fine for violating the secrecy of the vote. The voter deleted the photo and explained that he was unaware of the rule.
  61. PS 01/064 Chișinău, Botanica: At 17:10, a female voter attempted to take a photo of her ballot and was observed by a PEB member. The PEB president called the police officer, who prepared an official report.
  62. PS 02/30 Bălți: At 16:20, an elderly voter photographed his ballot, and the PEB president noticed the incident. The voter justified his actions as accidental. The PEB president requested that he hand over his phone to delete the photo. After this incident, the voter cast his vote.
  63. PS 01/231 Chișinău, Rîșcani: At 16:41, a PEB member observed a voter taking a picture of his ballot. They requested the voter to delete the photo and warned that he could be penalized for violating the secrecy of the vote. Ultimately, the voter complied and deleted the photo.
  64. PS 01/172 Chișinău, Ciocana: At 16:55, a voter approached PEB members with a marked ballot, wanting to ensure where to submit it. He commented that he did this to show others the choice he made. The PEB members redirected him to the ballot box where he needed to place his ballot.
  65. PS 30/16 Strășeni, Cojușna: At 16:49, a voter photographed his ballot after applying the “Voted” stamp. PEB members noticed this and politely requested that he delete the photo. The photo was deleted without any conflict.
  66. PS 09/042 Călărași, Novaci: Around 16:00, a voter was caught trying to photograph his ballot but was unsuccessful as PEB members noticed him. He became agitated but only gave up after the PEB president informed him that if he violated the secrecy of the vote, the ballot would be considered invalid.
  67. PS 01/271 Chișinău, Băcioi: At 17:18, a voter photographed his ballot after applying the “Voted” stamp. A PEB member warned him that this was not allowed and that he risked a fine of 1500 lei. The voter was indignant, but the PEB president intervened for clarification. In the end, the voter complied and deleted the photo but left feeling dissatisfied.
  68. PS 14/003 Drochia: After voting, a female voter demonstratively tore her ballot, claiming she had confused the candidate. She approached the president and requested another ballot, stating that she accidentally voted for the wrong candidate. She was given another ballot. When she voted a second time, she photographed the ballot in the voting booth. Observers noticed this and alerted the PEB president. The president asked to see the phone, but the voter refused and hurriedly exited the polling station. The president reported the incident to the police, who followed the voter out of the polling station.
  69. PS 21/24 Ialoveni, Malcoci: At 16:40, a voter was observed photographing his ballot, which already had the stamp applied. Another observer notified the PEB president, who requested that the photo be deleted. Ultimately, the photo was deleted.
  70. PS 20/29 Hîncești, Cotul Morii Sărăteni: At 17:37, a voter voted and photographed his ballot. The PEB president asked him to delete the photo, but he refused. The president did not react further and allowed the voter to leave without deleting the photo.
  71. PS 01/160 Chișinău, Ciocana: A voter photographed his ballot, which was noticed by a PEB member. Upon the member’s request to delete the photo, the voter complied and continued to cast his vote.
  72. PS 37/21 Stânga Nistrului, Doroțcaia: At 17:00, a voter was caught photographing his ballot after applying the “Voted” stamp. The PEB president immediately reacted by reporting the case to the police. The voter was detained, and the case was taken over by the police.
  73. PS 38/160 United Kingdom of Great Britain and Northern Ireland, Northampton: A voter photographed his ballot in the booth. PEB members did not notice this moment.
  74. PS 38/123 Republic of Italy, Bologna: At 16:05 and 16:11, two voters photographed their ballots in the voting booth, and PEB members requested that they delete the photos from their phones. They complied.
  75. PS 38/6 Kingdom of Belgium, Brussels: At 16:28, the PEB president noticed that a voter had photographed his ballot. After the voter placed his ballot in the box, the president requested that the photo be deleted from his phone. The individual deleted the photo from both the main album and the recently deleted album.
  76. PS 38/174 Republic of Portugal, Portimao: At 10:59, a voter photographed his ballot in the voting booth. When PEB members requested him to delete the photo, he did not comply and left the polling station.
  77. PS 38/120 Republic of Italy, Parma: At 16:35, a voter photographed her ballot. The PEB president explained to the voter that photographing the ballot is strictly prohibited.
  78. PS 18/7 Florești, Ghindești: Throughout the day, a representative of an electoral competitor in the polling station noted down the names of individuals who had voted. The PEB president reported this to the CEC and called the police, who confiscated the notebook with notes.
  79. PS 38/31 French Republic, Paris: A voter photographed his ballot. This was witnessed by PEB members, who warned him that photographing the ballot was prohibited and instructed him to delete the photo.
  80. PS 38/125 Republic of Italy, Reggio Emilia: A voter photographed his ballots. Following the observation made by the PEB president, the voter deleted the photos.   

Unjustified group voting – 9 cases. Voting must be conducted in a secret and freely expressed manner. Group voting undermines these principles and may facilitate control over the voting process or exert undue influence on the voter.

  1. PS 07/012 Cahul: Two voters entered a voting booth, and one voted on behalf of the other, claiming that the latter could not see. A PEB member made an observation, but they did not heed it, and consequently, no further action was taken.
  2. PS 2/54 Bălți: At 13:53, two elderly female voters went to the voting booth together; however, they were informed by commission members that voting in groups was not allowed. They began to protest but eventually separated and voted in separate booths.
  3. PS 01/117 Chișinău, Centru: At 14:00, a couple of voters entered the same voting booth. The PEB member supervising the hall was not paying attention and was alerted to the situation by a Promo-LEX observer. The member immediately informed the voters that it was not permitted to vote together. Although one voter had already cast their vote, the other moved to a different booth to cast their vote.
  4. PS 31/10 Șoldănești, Cotiujenii Mari: At 14:14, two voters (husband and wife) went to the voting booth together. PEB members intervened to ensure that they voted independently, and the voters complied.
  5. PS 01/258 Chișinău, Durlești: At 14:50, there were two voters in the voting booth. The first voter cast their vote while the other voter was present in the same booth. PEB members made a note that they should vote either one at a time or in separate booths. However, they had already cast their votes.
  6. PS 01/164 Chișinău, Ciocana: Group voting was observed with two female voters (mother and daughter). The PEB president and members did not notice this situation.
  7. PS 38/201 Kingdom of Spain, Barcelona: Two incidents were observed between 10:00 and 11:00 where two or three people were in the voting booth. One case went unnoticed by the PEB members, while in the second case, they intervened late.
  8. PS 37/05 Stânga Nistrului, Gura Bîcului: At 16:45, two voters unjustifiably voted simultaneously in the same booth. They ignored the attempts by PEB members to have them vote separately.
  9. PS 36/62 ATUG, Gaidar: At 17:11, two voters, presumed to be a couple, attempted to vote together in a voting booth. After the PEB president observed this and requested that they vote in separate booths, they complied with the directive.

Incidents related to vote influencing

Rumors, attempts or even situations of material or monetary rewards offered to voters in the 100 m perimeter of the polling station to determine the voters’ vote – 2 cases. Such practices are strictly prohibited and pose a significant threat to the integrity of the electoral process.

  1. PS 37/9 Stânga Nistrului, Varnița: At 11:30, before entering the polling station, a voter who came with his mother made a phone call during which he asked the caller who he should vote for. He also discussed payment, mentioning an amount of 2,500 lei. After voting, he spoke on the phone again and boarded the local bus on route number 7, which transports passengers from the Transnistrian region.
  2. PS 38/194, 38/195, Russian Federation, Moscow: Near the polling stations, about 10 meters away, a group of volunteers dressed in white jackets distributed hot tea and invitations to two nearby cafes: Hinkalinaya, located at 15 Neghina Street, and Marxi, on Rojdestvenka Street. They also handed out flyers about the Moldovan citizen card in Russia, which offers various benefits upon activation, such as free internet or 5,000 free sound speakers. Throughout the day, cultural events took place featuring performer Iurii Bujor.

Organized transport of voters (coaches, minibuses or other transport units that would not tipically be present around) – 7 cases. Adhering to this prohibition is essential for maintaining the integrity of the electoral process.

  1. PS 37/9, Stânga Nistrului, Varnița: Voters are transported by the local public bus on route number 7. According to locals, this bus usually runs hourly. However, on the day of the second round of voting, the bus operates every 7-10 minutes. There are rumors around the polling station that voters are being brought in an organized manner, including those from large enterprises in Tiraspol. Groups of workers gather centrally at their workplaces.
  2. PS 37/4, Stânga Nistrului, Calfa: At 13:15, a gray Toyota car with registration number T 833 OC was observed. Six elderly voters got out of the car, while the driver remained inside. After exiting the polling station, the voters posed for a group photograph.
  3. PS 10/015, Căușeni, Chircăiești: Around 13:00, a conflict occurred outside the polling station. The conflict arose because the president of the polling station identified a person who had been bringing voters to the polling station multiple times in a car. The police were called for clarification.
  4. PS 37/18, 37/19, Stânga Nistrului, Cocieri: Near the mentioned polling stations, a group of 12 runners was observed arriving in an organized manner. After voting, they gathered together to make a phone call. The entire group then proceeded in an organized manner to a Gazel minibus with route plate “Dubăsari – Molovata Nouă.” Shortly after, it was discovered that the minibus driver was at the police station.
  5. PS 37/9, Stânga Nistrului, Varnița: At around 15:20, organized transportation of voters continued with the local public bus on route number 7, operating every 3-5 minutes. According to some rumors, the bus service on election day is extraordinary, coming from the factories in Tiraspol. Employees from these factories may have been compelled to present themselves for voting.
  6. PS 37/09, Stânga Nistrului, Varnița: At 16:50, a Volkswagen Sharan vehicle with registration number A 950 HE was observed making its third trip, bringing in 4-5 voters each time.
  7. PS 38/194, Russian Federation, Moscow: At the Kotelniki bus station, located approximately 26 km from polling stations 38/194 and 38/195, Moldovan citizens are being brought in an organized manner by buses. This location is near the Kotelniki metro station, which is on the same line as the metro station where the polling stations are located. Within one hour, passengers were disembarked and embarked on four white buses with registration numbers: T349CK reg73, M675BE799, T970CA reg73.

Incidents of intimidation or acts of violence involving voters, PEB members, observers, media, or other persons – 8 cases. Intimidation can take various forms, ranging from verbal threats to physical violence, and can significantly impact participants in the electoral process.

  1. PS 16/022, Edineț, Brânzeni: Observers from MIRAD (three individuals) monitoring the elections at the Temporary Placement Center for Persons with Disabilities encountered a conflict with the institution’s staff. The employees argued that individuals with special needs could not come to the designated voting area and that the mobile ballot box needed to be brought to their rooms. However, the MIRAD observers vehemently opposed this, insisting that voting must occur only in the designated hall. At the time of the Promo-LEX observer’s departure, the disagreements were still ongoing.
  2. PS 10/11, Căușeni, Baccealia: A voter arrived at the polling station to cast her vote but without any identification document. Consequently, she requested that members of the electoral bureau and the Promo-LEX observer send someone to her home to retrieve her ID. After being denied, the woman assaulted the observer, claiming he was part of a corrupt organization and threatened to file a complaint about the incident.
  3. PS 13/002, Dondușeni: At 12:20, a sick voter entered the polling station accompanied by her son. Unfamiliar with the voting procedure, she asked her son for help, who explained the process without approaching the voting booth. However, another voter nearby reacted aggressively, shouting that the son was stamping the ballot on her behalf. After exiting the booth, the voter’s condition worsened, and she collapsed unconscious. Medical assistance was rendered. The president of the electoral bureau intervened to manage the situation, but the voter who instigated the conflict left in dissatisfaction and reported the incident to the Dondușeni Police Inspectorate. Both the president and the secretary of the electoral bureau were summoned to the police for questioning regarding the case.
  4. PS 29/014, Soroca, Bădiceni: The Promo-LEX observer heard from three sources a rumor that at polling station 29/14, a representative of an electoral competitor, who is also the director of the Psychoneurological Boarding School, instructed the institution’s staff to photograph the ballots for verification, warning that failure to comply would result in their not being allowed to return to work. This rumor originated from discussions with another electoral competitor’s representative at the electoral bureau, a voter, and a conversation with the president of the electoral commission.
  5. PS 01/103, Chișinău, Buiucani: A voter registered in the polling station’s area was not found on the official list and was therefore unable to vote, leading her to argue with the electoral officials. She stated her intention to file a complaint with the police regarding this matter.
  6. PS 01/023, Chișinău, Botanica: At 15:30, a voter became confrontational with electoral officials because they did not allow another voter (who was not assigned to that polling station) to exercise her right to vote. Although the president of the electoral bureau requested police intervention, the upset voters shouted that a citizen’s voting rights were being violated and announced their intention to file a complaint regarding the situation.
  7. PS 38/153, United Kingdom of Great Britain and Northern Ireland, London: A representative of an electoral competitor intervened in managing the crowd of voters waiting outside to cast their votes, which led to a conflict between him and those in line. The president of the electoral bureau stepped in and resolved the situation, advising the electoral competitor’s representative not to give directions to voters. He complied and remained outside the polling station, monitoring the voters in line.
  8. PS 01/040, Chișinău, Botanica: At 17:05, a voter who had already voted at 11:00 returned to the polling station. The president of the electoral bureau informed her that she had already voted and had signed the list, but she denied this and began to shout. The president called the police, who took her away. The incident lasted approximately 2 minutes.

Incidents related to the organization of voting process

Ballot boxes were not sealed according to legal procedures/ broken/ damaged or missing seals on ballot boxes – 6 cases. According to existing legislation, ballot boxes must be secured with four seals to ensure the integrity of the electoral process.

  1. PS 10/11, Căușeni, Baccealia: The stationary ballot boxes were sealed with only three seals each. The president of the electoral bureau explained that they had not received the required number of seals.
  2. PS 09/27, Călărași, Onițcani: At 13:08, when the mobile team observers arrived at the polling station, the mobile ballot box was not sealed. Upon noticing the observer’s intention to take a photograph, the president of the electoral bureau quickly sealed the box.
  3. PS 25/18, Orhei, Biești: One of the stationary ballot boxes was sealed with only three seals. The president of the electoral bureau stated that they had not received enough seals.
  4. PS 06/36, Briceni, Șirăuți: The stationary ballot boxes were sealed with only three seals each.
  5. PS 02/58, Bălți: The stationary ballot boxes were sealed with only two seals each. The president of the electoral bureau mentioned that they had not received sufficient seals for the two stationary boxes.
  6. PS 22/11, Leova, Băiuș: The stationary ballot box was sealed with only two seals. The president of the electoral bureau justified this by stating that they had been instructed to do so.

Interruption of the filming process for electoral operations throughout the voting day – 10 cases. Any disruption in filming can raise suspicions and undermine public confidence in the integrity of the elections.

  1. PS 01/187, Chișinău, Ciocana: At 13:14, it was observed that the video camera was turned off. Attempts were made to connect it to a power outlet. By 13:20, the PEB president announced that the camera was functioning again.
  2. PS 20/16, Hîncești, Călmățui: At 13:31, it was noted that the video camera was not recording (it was connected but not in recording mode). PEB members claimed they had turned it on and were recording since the morning. After further checks, they activated the video recording of the voting process.
  3. PS 2/33, Bălți: At 11:55, it was discovered that the video camera was not recording the voting process. The PEB president was informed and stated that the memory was full. By 14:17, the recording of the voting had not resumed because a spare memory stick could not be found.
  4. PS 01/204, Chișinău, Rîșcani: Between 14:30 and 14:50, the video camera was removed from its stand by the operator due to a lack of memory. It was connected to a laptop to free up space.
  5. PS 25/26, Orhei, Ciocîlteni: The video camera was not filming or recording the voting process due to a malfunction that occurred in the morning. The PEB president informed the higher electoral authorities about this situation.
  6. PS 18/52, Florești, Putinești: At 15:05, when the mobile team observers arrived at the polling station, they found that the video camera was disconnected. In discussions with the PEB members, it was revealed that they had intentionally disconnected the camera to keep it functional during the vote counting process. Upon leaving the polling station at 16:10, the camera remained disconnected.
  7. PS 07/053, Cahul, Pelinei: At 09:33, the video camera in the polling station ceased functioning for three minutes. PEB members noticed this and restarted it immediately.
  8. PS 36/34, ATUG, Beșalma: Due to technical issues caused by the SD card being overloaded, video recording stopped. The PEB president requested technical support from the Central Electoral Commission. Upon the arrival of specialists, operators of the SAIS “Elections” were given instructions to resolve the video recording issues. These instructions included transferring the video material to another medium, formatting the original medium, and resuming filming. The PEB president drafted an explanatory note detailing the period of the camera’s downtime, which was between 13:26 and 17:12.
  9. PS 16/4, Edineț: At 17:44, the operation of the SAIS “Elections” was suspended, causing voters inside the polling station to wait. The president of the PEB reported technical issues. The problem was resolved by 17:48, and the voting process resumed.
  10. PS 38/184, România, Brașov: At 18:00, the police entered and announced a bomb threat. All voters and PEB members were evacuated, and the electoral process was halted. Police are currently conducting checks.

Unjustified Interruption/Suspension of Voting in the Polling Station – 2 Cases. It is important to note that any interruption of the voting process must be justified, documented by the president of the polling station, and communicated to the competent authorities.

  1. PS 01/177, Chișinău, Ciocana: Between 13:35 and 13:39, the SAIS system was not functioning, and voters were required to wait for the issue to be resolved.
  2. PS 01/001, Chișinău, Botanica: Between 17:30 and 17:31, there was a power outage. The polling station was closed during this period, but the video recording continued to operate. The president of the PEB contacted the CEC to report the incident.

Deficiencies in the operation of SAIS Elections (suspension of operation; situations when SAIS Elections indicates that the voter voted, and he claims that he did not vote) – 33 cases. When SAIS Elections becomes non-functional, it can lead to disruptions in the voter registration process for individuals who arrive to cast their votes. The system also plays a crucial role in preventing multiple voting.

  1. PS 01/177 Chișinău, Ciocana. Between 13:35 and 13:39, the SAIS system was not operational.
  2. PS 02/44 Bălți. Upon the arrival of the observers from the mobile team at the polling station, it was noted that by 13:30, 30 voters had cast their ballots on the supplementary lists. Despite having residence permits within the jurisdiction of the respective polling station, these voters were not found in the SAIS Elections system associated with this polling station.
  3. PS 02/44 Bălți. From the opening of the polling station, there was a 10-minute period during which connection to the SAIS Elections system was not possible. As a result, voters present at that time chose to defer their voting, stating they would return later. However, by 13:40, they had not yet returned.
  4. PS 25/80 Orhei, Vatici. From 12:35, the connection to the SAIS Elections system was interrupted and could not be restored for at least 30 minutes. Voters were recorded on paper, with the intention of entering their information into the system once the connection was reestablished.
  5. PS 37/13 Căușeni, Copanca. For approximately 10 minutes, the computer of one operator ceased functioning, after which the issue was resolved.
  6. PS 38/163 United Kingdom, Manchester. At 11:15, a voter reported being marked as having already voted in the SAIS Elections system, despite not having cast a ballot. The incident occurred within the polling station. Evidence supporting the voter’s claims was presented and uploaded to the web platform. Ultimately, the voter was permitted to cast their ballot after a report was generated in accordance with the instructions from the Central Electoral Commission (CEC).
  7. PS 37/13 Căușeni, Fîrlădeni. From 13:30, for at least half an hour, the SAIS Elections system was not operational. The cause of the issue was not identified, and the president of the PEB collaborated with the relevant authorities to resolve the matter. As of 14:40, the problem had still not been rectified.
  8. PS 37/03 Stânga Nistrului, Anenii Noi. During verification in the SAIS Elections system, a voter was indicated as having voted at PS 1/249. Upon checking this information with the president of polling station No. 1/249, it was confirmed that this voter had not voted. The individual in question had cast her ballot.
  9. PS 36/32, ATUG, Baurci. At 13:10, one of the operators of the SAIS Elections system experienced a loss of internet connection. The issue was subsequently resolved. Another operator of the SAIS Elections system continued to register voters normally, and the voting process was not interrupted.
  10. PS 37/01 Stânga Nistrului, Chișinău. Between 15:00 and 15:25, the operators were unable to connect to the SAIS system. Although assistance from the CEC was requested, the issue persisted, with sporadic functionality.
  11. PS 24/06 Ocnița, Otaci. Between 15:22 and 15:30, the SAIS Elections system was not operational, during which time voters were registered on paper. Starting from 15:30, the information system began to operate normally.
  12. PS 01/014 Chișinău, Botanica. Between 14:50 and 15:20, one of the operators could not connect to the SAIS system, resulting in a queue forming. To manage the flow of voters, individuals were registered on paper.
  13. PS 01/169 Chișinău, Ciocana. Between 15:20 and 15:50, the operators were unable to connect to the SAIS system, leading to the formation of a queue. To manage the flow of voters, individuals were registered on paper.
  14. PS 01/017 Chișinău, Botanica. Between 15:08 and 15:35, one operator could not connect to the SAIS system. The PEB president made several calls, resulting in a technician arriving to restore the network connection. Meanwhile, the president advised voters to approach only the operator connected to the SAIS system.
  15. PS 37/14, Stânga Nistrului. Starting around 14:00, the voting process at the polling station was halted due to operational issues with the SAIS Elections system. Consequently, lines of voters formed. After approximately one hour, the voting process resumed, with voters being registered on paper. By around 15:20, the SAIS Elections system began to function normally.
  16. PS 28/21, Sîngerei, Chișcăreni. At 14:54, it was reported that the operators of the SAIS Elections system lacked an internet connection. They attempted to restore connectivity through various means, including changing the internet service provider and using mobile internet. The connection was only restored at 15:34. During this interval, operators continued to register voters manually on paper.
  17. PS 12/29 Criuleni, Miclești. Around 16:15, the SAIS Elections system was not operational for a period of 5 minutes. During this time, one voter cast their ballot, but their information was recorded on a sheet of paper that was subsequently lost by the operators. Following the restoration of the SAIS Elections system, efforts were made to identify the voter who had voted within those 5 minutes using the main electoral lists. As a result, an incorrect IDNP was identified and recorded in the SAIS Elections system, which belonged to a voter from the diaspora who had informed that they had voted in Miclești. After verification, a report was completed to document the error, and the voter from the diaspora was ensured their right to vote.
  18. PS 36/38, ATUG, Carbalia. Between 14:32 and 15:37, one of the operators of the SAIS Elections system faced connection difficulties and received error notifications. Throughout the day, all connectivity issues were encountered only with this specific operator of the SAIS Elections system.
  19. PS 30/06, Strășeni. At 14:00, during verification by the operator of the SAIS Elections system, a citizen was recorded without a registered residence, despite their home address being associated with the respective PEB. The secretary of the PEB registered them on the supplementary list.
  20. PS 02/43, Bălți. Between 15:40 and 16:25, one of the operators of the SAIS Elections system encountered connectivity issues.
  21. PS 38/179, Romania, Bucharest. At 13:35, deficiencies were observed in the functioning of the SAIS Elections system. The system indicated that the voter had already voted, while the voter claimed they had not cast a ballot. The PEB president intervened and resolved the issue by contacting the PEB president to which the voter was assigned, who confirmed that the voter had not voted. The voter was permitted to cast their ballot.
  22. PS 38/39, French Republic, Bordeaux. At 14:00, a voter arriving to vote was indicated by the SAIS Elections system as having already voted in the Kingdom of Belgium at 09:52. The PEB president reported the incident to the CEC, who permitted the citizen to vote, specifying that it was a database error.
  23. PS 38/170, Republic of Poland, Warsaw. Between 14:00 and 14:15, the PEB members were notified that the SAIS Elections system was not operational. The PEB president attempted to resolve the situation by communicating with authorized personnel via phone. Meanwhile, several individuals gathered in line to vote. At the time of reporting, the issue had not been resolved.
  24. PS 38/171, Portuguese Republic, Lisbon. Connectivity issues with the SAIS Elections system were noted. Since approximately 14:10, one of the operators reported a lack of connection with the SAIS Elections system. This operator was subsequently required to write down the passport details of voters on paper and in a document on the computer. As of this moment, reconnection had not occurred.
  25. PS 38/47, Federal Republic of Germany, Berlin. The operating team recorded a cessation of the SAIS Elections system for 30 minutes, between 14:05 and 14:35. Operators continued to register individuals in person.
  26. PS 38/56, Federal Republic of Germany, Bremen. Beginning at 15:42, the SAIS Elections system was not operational (web pages would not open), nor was there internet connectivity on the operators’ computers. Voter registration was conducted manually, using a Word document.
  27. PS 18/64, Florești, Trifănești. For 20 minutes, one of the operators’ computers could not connect to the SAIS Elections system. The voter turnout was not intensive, and this deficiency did not hinder voters from casting their ballots.
  28. PS 36/38, ATUG, Carbalia. At 13:50, deficiencies were observed in the functioning of the SAIS Elections system. Connectivity fluctuated, appearing and disappearing intermittently. During the reconciliation of the number of voters who had cast their ballots from both the main lists and the supplementary list recorded on paper, a discrepancy of one voter was identified in comparison to the data from the SAIS Elections system.
  29. PS 30/06, Strășeni. At 14:00, during verification by the operator of the SAIS Elections system, a citizen was recorded without a registered residence, despite their home address being associated with the respective PEB. The PEB secretary included this individual in the supplementary list.
  30. PS 24/13 Ocnița, Calarașovca. A voter who acquired citizenship of the Republic of Moldova on October 28, 2024, was not found in the SAIS Elections system (IDNP unidentified). Following communication with the relevant electoral authorities, the voter was permitted to cast their ballot and was included in the supplementary electoral lists.
  31. PS 37/12 Stânga Nistrului, Chircăiești. Between 14:30 and 16:25, the SAIS Elections system was non-functional. During this timeframe, for approximately one hour, voters were redirected to another polling station (specifically, the one in Hagimus). After one hour, the voting process resumed, with voters being registered on paper. The functionality of the SAIS Elections system was restored around 16:25.
  32. PS 37/11 Stânga Nistrului, Căușeni. From 16:40 to 16:44, there was no internet connection, rendering the SAIS Elections system non-functional. The issue was temporarily resolved by connecting to mobile internet, while technicians from Moldtelecom were informed to identify the cause of the deficiency. The voting process was not affected.
  33. PS 38/114, Italian Republic, Verona. At 13:50, a voter arriving at the polling station was recorded in the SAIS Elections system as having voted at polling station 12/29 in their hometown of Miclești, Criuleni. The SAIS indicated that the individual had voted an hour prior to their arrival at the polling station in Verona, which was physically impossible. The PEB president contacted the higher electoral authorities, including the PEB for station 12/29. It was determined that there was another individual with the same name in the village of Miclești, Criuleni. The president of the PEB prepared a report and allowed the voter to cast their ballot.

Irregularities in the electoral lists – 16 cases.

  1. PS 01/103, Chișinău, Buiucani. A voter presented themselves at polling station 1/103 to exercise their right to vote. Although their residence indicated this polling station as the correct location, they were not found on the electoral list. It was communicated to them that, in order to vote from the supplementary electoral list, a request needed to be submitted; without this request, they would not be able to vote. The voter returned to the polling station twice, yet was denied the right to vote on both occasions.
  2. PS 01/258, Chișinău, Durlești. A female voter was not listed at her polling station, despite living directly across from it. Indignant, she cast her vote from the supplementary list.
  3. PS 16/17, Edineț, Bădragii Vechi. A voter was not found on the main electoral lists but was ultimately included on the supplementary lists.
  4. PS 01/131, Chișinău, Centru. A voter did not appear on the electoral list for the polling station to which they were assigned based on their residence. The voter voted from the supplementary list.
  5. PS 02/13, Bălți. At 14:04, several voters were not found on the main electoral list, despite having their residence registration in the respective sector. The PEB president decided that these individuals would be included on the supplementary list.
  6. PS 01/080, Chișinău, Buiucani. Numerous voters (approximately 55) with residences corresponding to the polling station were not found on the main electoral lists. They exercised their right to vote and were registered on the supplementary lists.
  7. PS 29/24, Soroca, Cosăuți. At 14:55, deficiencies were reported in the electoral lists, specifically discrepancies between addresses for polling stations 29/24 and 29/23. There are two polling stations in the same commune, and the addresses were confused. Five voters arrived from polling station 29/23 and were listed at polling station 29/24. One voter from 29/24 was redirected to 29/23 because the SAIS Elections system designated their address to the other station. The PEB president and secretary took notes on these addresses to relay the information for correction ahead of the parliamentary elections.
  8. PS 01/103, Chișinău, Buiucani. A voter with the residence registration corresponding to the polling station was not found on the main list. Frustrated and indignant at the requirement to register on the supplementary list, the individual left the polling station without casting their vote.
  9. PS 07/56, Cahul, Slobozia Mare. By 16:30, at least 73 voters had voted from the supplementary lists due to discrepancies in the electoral lists, particularly regarding the assignment of certain streets that belonged to a neighboring PEB. The PEB president stated that similar deficiencies had occurred in previous years, and attempts to correct the data were not saved in the system.
  10. PS 01/104, Chișinău, Buiucani. A female voter was not found on the main list. Initially, she was indignant and did not wish to vote from the supplementary list. The president explained the reasons for the errors in the list, and ultimately, the voter decided to cast her vote.
  11. PS 01/198, Chișinău, Rîșcani. Two voters (a husband and wife) approached the polling station. One was found on the list, while the other was not, as they had recently modified their identification card and were redirected to vote at the polling station corresponding to their old address. The voter insisted on voting here, stating that, according to their residence, which was identical to that of their spouse, they were eligible to vote at this polling station. Police intervention was requested. Ultimately, the voter could not vote at this station and was required to go to the station according to their old address.
  12. PS 07/30, Cahul, Cîșlița Prut. Three voters with their residence addresses within the boundaries of the respective polling station were not found on the main electoral lists but were identified in the SAIS Elections system. They voted after being registered on the supplementary electoral lists.
  13. PS 02/52, Bălți. Between 16:30 and 17:00, one of the operators of the SAIS Elections system experienced connectivity difficulties. As only one operator was active, this led to the formation of a line of voters at the polling station.
  14. PS 01/099, Chișinău, Buiucani. Between 15:00 and 17:00, approximately 10 voters were not found on the main electoral lists, despite having residence registration near the polling station. Following consultations with the CECE, they were permitted to vote based on the supplementary lists.
  15. PS 01/258, Chișinău, Durlești. A female voter, after approaching the SAIS operators, was informed that she was not included in the main list. She stated that her husband had been able to vote at this polling station that morning, both having the same residence address, and questioned why she could not vote due to her omission from the main list. Ultimately, she was included in the supplementary list.
  16. PS 16/3, Edineț. From the start of the voting process until 15:55, discrepancies between addresses and the electoral lists were identified for four voters. Upon verification in the SAIS Elections system, it was discovered that they were either not assigned to this polling station or lacked residence registration. The PEB secretary registered the voters on the supplementary list, and all four were able to vote at this polling station.

Other – 31 cases.

  1. PS 29/014 Soroca, Bădiceni. At the Bădiceni polling station in Soroca, a voter attempted to place their ballot in the ballot box without the “Voted” stamp applied. During this time, another voter intervened and instructed them to vote for a specific candidate. Furthermore, this accompanying voter applied the stamp to the undecided voter’s ballot themselves. At the end, the accompanying voter exclaimed, “You voted correctly.”
  1. PS 08/045 Cantemir, Țiganca. The PEB members of with the mobile ballot box did not request the voter’s identification document or any other document to confirm their identity. When asked by a voter if an ID was necessary, the PEB members replied that it was not required. Out of 13 voters whose voting process was monitored by a Promo-LEX observer, only 2 presented identification.
  2. PS 37/13 Căușeni, Copanca. Near the polling station around 12:00, a significant influx of voters (approximately 60) arrived using personal transport (3-4 individuals per vehicle). Up to 30 cars were parked near the polling station. These vehicles were checked by police upon entering the village. This situation was observed again around 13:40.
  3. Stânga Nistrului. At 12:55, a large number of vehicles were recorded on the Rezina-Rîbnita bridge, heading toward Rezina. Voters arriving at the polling station expressed their indignation at being denied free passage with their vehicles and having their documents checked for drivers and passengers, which delayed their arrival. Additionally, they voiced their disappointment regarding the lack of information about the locations of the other two polling stations compared to the previous election, considering this a deliberate action by the authorities.
  4. PS 01/204 Chișinău, Rîșcani. A voter cast their vote outside the polling station (in a car). At the request of the voter’s wife, who is in a wheelchair, a PEB member, along with two observers, facilitated the voting process. During the voting, all present turned their backs to ensure the secrecy of the ballot. The PEB president is aware that this voter requests such a procedure each time and behaved openly and amicably.
  5. PS 02/44 Bălți. A voter with a provisional identification document that did not indicate their residence registration was not allowed to vote, despite having previously voted with the same provisional document in the first round of voting.
  6. PS 04/032 Anenii Noi, Puhăceni. Around 13:25, within the polling station, a voter approached one of the voting booths and informed the PEB president that the stamp was missing. Subsequently, she removed the booth and immediately notified the local police officer.
  7. PS 36/25, ATUG, Vulcănești. At 12:45, a voter cast their vote using a photograph of their identification document. According to PEB members, they consulted and allowed the voter to proceed in this manner.
  8. PS 25/12, Orhei. At 12:45, a voter was observed being permitted to vote without presenting a voting certificate. The PEB president asked the SAIS “Elections” operators for clarification.
  9. PS 18/019 Florești, Coșernița. Outside the polling station, a representative of an electoral competitor was conversing with voters who had cast their votes. In response to the PEB president’s observation, the representative stated that they had the right to speak and were not concerned with who voted for whom.
  10. PS 01/137 Chișinău, Centru. At 15:09, it was discovered that a ballot was present in the mobile ballot box, which was located next to the stationary boxes. The PEB president prepared a report before the mobile ballot box exited the polling station.
  11. Stânga Nistrului, Rezina. At 13:50, vehicle traffic across the Rezina border was blocked in both directions, citing a bridge mine alert and the detention of a suspicious individual. Crossing the bridge was only permitted on foot. Vehicle traffic in both directions was reopened at 15:30.
  12. PS 08/027 Cantemir, Gotești. A voter assigned to polling station 8/25 voted at 8/27 without a voting certificate. They were registered on the supplementary lists.
  13. PS 28/03, Sîngerei. At 14:45, a case was reported where a complaint was filed against the PEB president by a Promo-LEX observer, alleging that the mayor of Sîngerei was engaging in electoral agitation. The Promo-LEX observer noted that the mayor merely inquired if everything was in order organizationally and whether there was heating, as he had signed an order for the heating agent to be activated in the polling station.
  14. PS 22/45 Leova, Vozneseni. A representative of an electoral competitor was recording in their agenda the names of voters who participated in the election.
  15. PS 11/008 Cimișlia. In the case of voting with the mobile ballot box at the elderly care facility, out of 28 individuals who were supposed to vote, only 14, who had identification documents, were able to do so. Both the administration and some citizens expressed their indignation, noting that in the first round, all had voted, including with copies of their documents, but now it was unclear why they could not vote.
  16. PS 37/09 Stânga Nistrului, Varnița. Around 15:00, a large queue of voters formed at the polling station. The PEB members of are attempting to manage the situation by prioritizing voters with young children and the elderly.

  18. PS 01/062 Chișinău, Botanica. A voter attempted to leave the polling station with her ballot, but PEB members noticed her as she was placing the ballot in her bag and brought her back. According to the voter, she forgot and did not realize she had exited with the ballot. The ballot was returned and placed in the ballot box.
  19. PS 38/41, Republic of France, Nice. A voter submitted two ballots into the ballot box. The incident was identified by a PEB member monitoring the ballot box. Since the ballots had already been submitted, no measures could be taken to annul the vote; however, information was recorded regarding the erroneous submission of two ballots in the name of the voter. Due to the thinness of the ballots, two stuck together, which was deemed an unintentional error.
  20. PS 38/163, United Kingdom of Great Britain and Northern Ireland, Manchester. A voter left behind her ballot in the voting booth, on which her electoral choice had already been marked for one of the candidates. The ballot was subsequently discovered by a PEB member. The PEB members drafted a report detailing the incident and the measures taken to secure the ballot left in the voting booth. They set the ballot aside for further procedural documentation.
  21. Stânga Nistrului. Following the reopening of traffic on the Rezina-Rîbnița bridge around 16:00, a significant influx of voters was observed moving both by car and on foot.
  22. Stânga Nistrului. At 17:45, traffic on the Rîbnița-Rezina bridge was once again halted in both directions due to a bomb/mining alert regarding the bridge (as reported by police representatives). A fire truck was present at the scene.
  23. PS 37/21 Stânga Nistrului, Doroțcaia. A constant and intense flow of vehicles was observed near the polling station, approximately double compared to the first round of voting, with 3-4 voters per vehicle. Police are present to maintain public order. The vehicles do not appear to be returning with different voters.
  24. PS 05/002 Basarabeasca. According to a Promo-LEX observer, at 14:54, a voter entered the polling station, and after applying the “Voted” stamp, tore his ballot and left it next to the ballot box, explaining that he did not know how to vote correctly and requesting a new ballot. The PEB president denied his request and asked him to leave the station, which he complied with. Subsequently, the PEB president called the police, who repaired the torn ballot and prepared an official report, imposing a fine on the voter for the incident.
  25. SV 01/258, Chișinău, Durlești. Around 18:16, a voter attempted to leave the polling station with the ballot in their pocket. As he was about to exit, his wife noticed and took the ballot from his pocket, bringing it to the ballot box. The members of the Polling Station Electoral Bureau (BESV) did not react.
  26. PS 36/19, ATUG, Ceadîr-Lunga. At 16:45, a voter received two ballots, one for herself and one for her mother. When the PEB president requested the return of the ballot designated for her mother, the voter ignored the request and marked both ballots with the “Voted” stamp. Despite PEB members and representatives of electoral competitors emphasizing that this was a violation and that the ballots should be annulled, the individual tore the ballots and attempted to exit the polling station. She was stopped, and the police were called. The voter was later escorted by the police.
  27. PS 28/27, Sîngerei, Copăceni. At 17:44, a ballot marked with the “Voted” stamp was found in the voting booth. A PEB member took the ballot and placed it in the ballot box without consulting other members or the PEB president. A voter expressed the opinion that the ballot should not have been placed in the box, but no formal complaint was filed regarding this matter.
  28. PS 26/12 Rezina, Cuizăuca. One of the PEB members (named Zaharia) was filling out a list of the names of voters who had attended the voting. The reason and purpose of this action were not clarified.
  29. PS 01/143 Chișinău, Centru. At 15:20, a voter did not complete her ballot by applying the stamp but instead wrote on it with a red pen. She then approached the PEB president with the ballot and a pre-filled report (including her name, surname, and IDNP) identical to that issued by the CEC, requesting that the report be prepared for the damage to the ballot. The PEB president refused this request, prompting the voter to state that she would not leave the ballot at the polling station but would take it with her. The PEB president called the police, and in the meantime (before the police arrived), a man approached the PEB president and the voter, introducing himself as the voter’s legal representative and claiming that her actions were lawful and democratic. The police explained the legal framework and the penalties for the voter’s actions. Since the voter insisted on having her verbal report prepared, the police completed a report and imposed a fine. The voter did not sign the report but left the ballot behind, which the PEB president then perforated and annulled.
  30. PS 38/181, Romania, Iași. At one of the SAIS “Elections” operators, a voter was identified as having voted at 11:23 at another polling station in Iași. The PEB president intervened, and the voter expressed outrage, claiming that his relatives in Bender had voted twice (first on the left bank of the Dniester, then crossed over and voted in Moldova on the right bank) and therefore wished to vote twice as well. The voter was informed that multiple voting is subject to legal penalties, and the individual voluntarily left the polling station.
