The Promo-LEX Observation Mission for the parliamentary elections of February 24, 2019 notes that of the total of 505 incidents reported by Promo-LEX observers in the period between 14:00 and 19:00, this press release includes 245 incidents processed by the Mission over the specified time frame:

Restricted access or obstruction of free observation in the polling station – 9 cases.

  • PS 33/8 Chisinau, Durlesti. The Mayor of Durlesti approached the EBPS members, loudly and aggressively criticizing the EBPS members for the fact that observers were positioned too close to the voting booths.
  • PS 10/22 Balti, Balti. At 12:10, the Promo-LEX observer was denied data on the number of voters participating in the elections separately in the national and single member constituencies. The reason invoked was that EBPS members collect general data, not at constituency level.
  • PS 10/16, Balti, Balti. At 12:30, it was reported that EBPS members cannot provide information to the Promo-LEX observer on the number of voters, participating in the elections separately in the national and single member constituencies. The position of EBPS members was not substantiated.
  • PS 10/18, Balti, Balti. At 12:20 PM, the Promo-LEX observer was denied data on the number of voters participating in the elections separately in the national and single member constituencies. The president announced that the data would be provided after the vote counting.
  • PS 10/5, Balti, Balti. At 9:30, Promo-LEX observer was refused data on the number of voters participating in the elections separately in the national and single member constituencies.
  • PS 10/5, Balti, Balti. At 13:27, Promo-LEX observer was refused data on the number of voters participating in the elections separately in the national and single member constituencies.
  • PS 22/10 Ialoveni, Rasvet. Promo-LEX observer entered the PS together with a person, whom no one paid attention to, the person monitored the activity of the observers and at some point, involved at in the discussion between observers and EBPS members, displaying aggressive behavior. The person was asked to leave the polling station, when leaving the PS, she discussed with a PDM member.
  • PS 19/16, Ivancea, Crihana. EBPS members did not allow the OSCE observer to take pictures in the polling station. The EBPS president was late to reacted as the OSCE representative had already left.
  • PS 35/4 Causeni, Causeni. The large number of voters present in the PS hindered the observing process. Observers were told to stay in a particular place in the polling station.

Lack of the necessary materials in the polling station. At least one of the following materials is missing: electoral rolls, ballot papers, round stamps with electoral office number, stamps marked “Voted”, “canceled”, special stamp “Elections 24.02.2019”, seals for ballot boxes – 1 case.

  • PS 18/23, Orhei, Isacova. At 15:30, it was found that the ballot stamp had disappeared from a voting booth. The EBPS president states that she has promptly drawn up a statement of fact. At 16:42, the stamp was found.

Acts of violence or intimidation of voters or other people – 6 cases.

  • PS 32/13 Chisinau, Budesti. A drunk person entered the PS, he was aggressive to the EBPS members and voters. Soon, he was removed from the PS.
  • PS 42/38 Cantemir, Raicu. There was a conflict between the EBPS members. A member of the EBPS (appointed by the PSRM) named Grigore Tudos, did not allow the EBPS president to see the electoral rolls with the number of people who voted, necessary for the report to the CEC that was to be made at 12.00. The rest of the EBPS members involved.
  • PS 10/15, Balti, Balti. At 14:20 a drunk person entered the PS, shouting that he wanted to vote for The EBPS president asked him to calm down, allowing him to vote. After voting, he put the ballot papers into his pocket, intending to leave the PS. The EBPS president banned it. After that, the voter left, then came back and asked to be returned the ballots, claiming that he needed them as proof. The police were called.
  • PS 18/43 Orhei, Mana. At 14:38, there were altercations between voters and representatives of the PPS due to the fact that the latter were campaigning near the PS.
  • PS 28/2, Chisinau, Riscani. One of the candidates from the constituency no. 28 (unidentified by the observer) vandalized the banner of A. Slusari, the candidate of ACUM Bloc. As a result, a verbal conflict broke out, after which Mr. Slusari called the police and the candidate, who had caused the conflict left.
  • PS 10/13, Balti, Balti. At 8:39, given that a PS intended for the Transnistrian region is located in the vicinity of this PS, voters from Transnistria came to vote. They made a fuss, aggressively talking with the EBPS members, and asked to vote in the PS 10/13 as there were no queues in it, while their PS was very crowded with big queues.

Rumors, attempts or real cases of material or financial rewards offered to voters in the perimeter and / or near the polling station to influence the voters’ choice – 27 cases.

  • PS 48/008 Transnistria, Anenii Noi. Having exercised his voting right, a voter who was among those who had been transported to the PS in an organized manner, returned to the PS and asked for $ 20. According to the voter, those who voted for the independent candidate Melnic Viorel were given the reward.
  • PS 48/013 Transnistria, Causeni.  A voter said that those who voted for the candidate Melnic were offered a reward of 400 lei.
  • PS 48/017 Transnistria, Hagimus. At least 3 voters said that the vote for the PDM candidate is rewarded by $ 20.
  • PS 40/4 Cimislia, Cimislia. After voting, a citizen informed the observers that “at the gate to the kindergarten, people are paid”. The STO informed that there were representatives of the PPS and the PDM on the territory of that kindergarten.
  • PS 9/22, Balti. At 10.20, the voters informed the EBPS members and the people present in the polling station that money was given by the representatives of the PDM, PSRM, PPS near the PS (at a distance of 50 m from the PS). The amount given was between 50 and 100 lei. The president of the EBPS said he would not act because it happened at a distance of 50 m from the PS.
  • PS 49/11 Russia, Moscow
  • PS 50/63 Portugal, Setubal
  • PS 13/11, Rezina, Rezina. At 13:15, at a distance of about 50 m from the PS, PDM representatives gave out bags with unidentified content (photos of the PDM candidate in the SMC, the picture with 3 roses and other electoral materials).
  • PS 14/3, Telenesti, Telenesti. At 12:45, voters entering the PS said the PDM representatives in a bus situated near the PS gave monetary rewards to voters.
  • PS 15/58 Calarasi, Sipoteni. At 13:40, in a car with registration numbers CKI731 stationed near the PS, a woman made the list of those who voted for the PPS, and she was giving out party leaflets that seemingly contained money.
  • PS 18/4, Orhei, Orhei. At 11:50, PPS representatives were distributing scarves, handbags, and other electoral material in front of the PS.
  • PS 14/23, Telenesti, Codrul Nou. At around 12:27, a group of PPS activists (wearing appropriate logos) offered hot drinks (tea, coffee) to voters. They were at a distance of 100 m from the PS.
  • PS 10/38, Balti, Octeabriscoe. At 13:44, a white Wolkswagen T4 with the logo of the PPS was spotted, its driver was taking out of the car foodstuffs, taking them to the church behind the PS. After voting, the citizens went to the church, approached the bus, spent some time there, and then left with foodstuffs.
  • PS 12/9, Singerei, Lipovanca. At 9:40, a voter informed the observer that his ID card was photographed by PPS members during a trip to The man was promised to receive some cards therefore, they needed his picture. On the evening of today, he should meet the PPS member, in a certain place, to take his cards at the amount of 1000 MDL, provided he would vote for the PPS.
  • PS 21/16 Criuleni, Cosernita. At 13.30, rumors were heard that outside the polling station, PPS representatives gave out 500 lei to those who voted for the PPS. The EBPS president went out to see it, but they had left.
  • PS 35/12 Causeni, Coscalia. There is a WolksWagen stationed behind the PS (photos at the LTO), where money is given for voting the PDM.
  • PS 35/4 Causeni, Causeni. There were rumors that a woman was paying 100 MDL for a PDM vote. The police involved, the woman was taken to the PS, filed a statement, after which she returned to her activity.
  • PS 30/15 Chisinau, Ciocana. A voter announced that within a 100m of the PS, there is a bus that offers cash rewards to voters supporting the PPS. The president said he would not intervene because it was not in the perimeter of the PS.  The amount is not known. The bus is not visible.
  • PS 30/23 Chisinau, Ciocana. A blue car of the PDM was identified, it distributed bags with the PDM symbol to the voters.
  • PS 30/22 Chisinau, Ciocana. A blue car of the PDM was identified, it distributed bags with the PDM symbol to the voters.
  • PS 21/30 Criuleni, Magdaceşti – Sud. At 10.00, a person entered the PS and announced that there was a person campaigning at the station, the person had a list and gave something to the voters. The station is about 20-30 m from the PS.

Unjustified group voting (2 and more people in the voting booths) – 24 cases.

  • PS 48/018 Transnistria, Stefan Voda. Two citizens voted unjustifiably in the same voting booth.
  • PS 33/11 Chisinau, Durlesti. Two women entered the voting booth to vote together. They did not react to the remarks and voted together.
  • PS 8/42, Floreşsti, Prajila. At about 8.19, two elderly persons entered the voting booth, they were not visually impaired. One of the voters explained to the other how to vote. The EBPS president made a remark and one of the voters went to another voting booth.
  • PS 8/22, Floresti, Cunicea. At about 8.08, 2 people entered the voting booth. A voter asked the second to explain the voting procedure. The other voter just explained it without giving him any indication of who to vote for. The EBPS president made a remark and the other person left the voting booth.
  • PS 8/2, Floresti. At 9:51, a husband and wife entered the same voting booth. The wife insisted on being in the voting booth while her husband voted. The president of the EBPS showed her the regulation stating that they have no right to do so, after which the voter’s wife returned to the other voting booth.
  • PS 8/39, Floresti, Lunga. At 13.08, two people, who are not relatives, entered the voting booth and consulted on whom to vote for. The EBPS president intervened only after an observer made a remark.
  • PS 9/33, Balti. At 10.13, there were two people in the voting booth. None of them had sight problems.  The EBPS president did not intervene in this incident and none of the EBPS members or observers told them that it was forbidden.
  • PS 9/11, Balti. At 10.03, two people entered the voting booth, although they were not visually impaired. The EBPS president did not react to this incident.
  • PS 9/34 Balti. At 10.23, a husband and wife entered the same voting booth. They stayed for about a minute and consulted on how to vote. After the EBPS president made a remark, they went to separate booths.
  • PS 9/26, Balti. At 11.14, a husband and wife entered the same voting booth. The husband told his wife whom to vote for. The president of the EBPS made a remark, but the man ignored it. They voted and left.
  • PS 9/32, Balti. At 11.14, two people entered the voting booth and consulted on whom to vote. The president of the EBPS made a remark, after which the voters went to separate booths.
  • PS 9/1, Balti. At 11.24, a husband and wife, without any visual impairments, entered the same voting booth. They were telling each other who to vote for. The president of the EBPS made a remark, but nothing happened. The voters exercised their voting rights together and left.
  • PS 9/26, Balti. At 11.34, it was noticed how another voter intervened in the voting booth next to him, and told the other voter whom to vote for. The EBPS president made a remark and the first voter withdrew to his voting booth.
  • PS 9/33, Balti. At 13.47, the wife entered the voting booth and took her husband’s ballots and voted for him. The EBPS president said that it was a violation of the regulation, but the voter did not pay any attention. The ballots were not canceled and no minutes were drawn up.
  • PS 50/82 Sweden, Stockholm
  • PS 10/35 Balti, Octeabriscoe. At 13:23, two people voted in the same voting booth. The president of the EBPS did not notice this and did not take any action in this respect.
  • PS 10/3, Balti, Balti. At 14:30, two people (husband and wife) joined together in the voting booth. The EBRPS members, including the president, did not consider the situation serious, making jokes about people who voted together.
  • PS 14/38, Telenesti, Negureni. At 11:43, two people went to a voting booth. One of these gave indications on whom to vote for. The EBPS members and president intervened and they separated and voted individually.
  • PS 15/59, Calarasi, Sipoteni. At 11:20, two people entered the voting booth together. The EBPS vice-president asked one of them to leave the booth, but they did not comply.
  • PS 15/58 Calarasi, Sipoteni. At 12:58, unjustified voting of 2 people was reported in the same voting booth.
  • PS 26/24, Chisinau, Center. At 11:38, two people entered the same voting booth. The president reacted and prohibited group voting.
  • PS 27/8, Chisinau, Buiucani. At 15:05, two people, husband and wife, entered the voting booth. Both were observed by EBPS members.
  • PS 27/16, Chisinau, Buiucani. At around 14:50, several voters were noticed, approaching adjoining voting booths, they claimed various degrees of kinship and disability of the voters. Those who approached the booths, gave indications on how to vote. The president reprimanded them, but without any result.
  • PS 28/16, Chisinau, Riscani. At 2:15, a voter approached a woman in the voting booth and told her how to vote, and then the same was done with respect to another woman. When the president of the EBPS reprimanded him, the man reasoned that they were relatives and the old lady was ill.

Unjustified presence of unauthorized persons within the polling station – 14 cases.

  • PS 33/7 Chisinau, Durlesti. A representative of the PDM (the conclusion that it is from PDM was made by the STO based on his frequent conversations with the PDM observer), without being identified, is sitting in the PS and giving something that cannot be identified to voters, some of whom are intoxicated.
  • PS 40/11 Cimislia, Dimitrovca. Candidate Domnica Manole, representing ACUM Bloc, entered the PS for 10-15 min, arguing that she wishes to see how the electoral process takes place. The President of the EBPS made an observation and she left.
  • PS 40/3 Cimislia, Cimislia. A person, who campaigned outside the PS for the PPS, entered the PS, waiting for the EBPS members with the mobile box for 2 minutes, and went out with them.
  • PS 40/31 Cimislia, Iordanovca. The independent candidate Gheorghe Railean (who is also the mayor of Cimislia) entered unjustifiably the PS for a few minutes. He left the PS on his own initiative.
  • PS 40/6 Cimislia, Cimislia. Candidate Cirlan Victoria from the PPS, entered the PS 3 times. She was dissatisfied with the fact that the team, accompanying the mobile box, had left without a PPS representative. The EBPS president was not in the room (he left with the mobile ballot box), but the vice-president reacted, warning the lady that she had to leave the PS.
  • PS 9/9, Balti. At 15:30, an unauthorized person entered the premises of the PS. This is the second entry of the same person – a representative of the PPS- into the PS. He entered the PS to talk to the observers. The EBPS president made a remark claiming he was not allowed to enter the PS and he left.
  • PS 14/16 Telenesti, Chitcani Vechi. At 12:50, a representative of the PSRM came into the PS, wearing the party symbol, he had his meal in the PS. This incident was seen by the representatives of ACUM Bloc (Maria Ciobanu and Marandici), who told the Promo-LEX observer that they did not take action. EBPS President resolved the situation by 13:05.
  • PS 15/2, Calarasi, Calarasi. At 12:07, the PDM candidate in the SMC no. 15, Nicolae Ciubuc, entered the PS and discussed with the observers, asking about their political affiliation and other things motivating that all of us “are ours”.
  • PS 16/42, Ungheni, Buzduganii de Sus. At 12:28, the mayor of the village entered the PS and asked about the voting process (how many people voted, about the political affiliation of the observers, etc.). He spent about 4-5 minutes in the PS. Subsequently, at 16.10, the same person came to the PS in Valea Mare, Calaraşi, where he revolted about the fact that EBPS members allowed the mayor of Valea Mare to enter and leave the PS without any interdictions.
  • PS 18/12, Orhei, Orhei. At 12:16, an unauthorized person, who did not intend to vote was in the PS, refusing to leave the PS at the request of the EBPS members and the president, saying he was a regular citizen and had the right to see how the voting was going on. The president of the EBPS called the police, the latter urged the “citizen” to leave the PS to avoid disturbing the voting process.
  • PS 26/4, Chisinau, Buiucani. At 08:09, three unauthorized people spent in the PS about 10-15 minutes. Initially, they presented themselves as observers, but did not present their authorizations and identity papers. The president of the EBPS asked them to leave the PS.
  • PS 27/5, Chisinau, Buiucani. At around 17:00, a voter began a row, after being asked whether he would like to participate in the referendum. He spent in the polling station for more than 15 minutes. Then he approached the PD observer and talked with him. The president of the EBPS made a remark. The voter threatened to call the police.
  • PS 36/8 Stefan-Voda, Carahasani. A PDM representative entered the PS 2 times within one hour and checked the situation He was asked to leave the PS.
  • PS 22/9 Ialoveni, Bucovat. An unidentified person, a member of the PDM, was in the PS for more than one hour, having several exits / entries to the PS. The EBPS members asked her to leave the room, she resisted, the policeman intervened and made the person leave.

Electoral campaign or adverse campaigning at the entrance to the PS or inside the PS to influence the voters’ choice – 14 cases

  • PS 9/26, Balti. At 11.06, two voters had an argument about their election choices. The president of the EBPS reprimanded them and the voters calmed down.
  • PS 9/7, Balti. At 12.16, a voter received the ballot papers and told the EBPS members that he had these ballots to vote for the PN. The EBPS president did not react to this incident.
  • PS 9/1, Balti. A voter entered with a bag having the PPS symbol, exercised his right to vote and left. The President of the EBPS did not intervene in this situation.
  • PS 9/26, Balti. A voter wearing a scarf with the PPS symbol walked into the polling station at 7.23. He was told to vote in another polling station and left. The president of the EBPS did not react.
  • PS 9/11, Balti. At 13.47, a voter campaigned in the polling station, saying who he would vote for the PN. The president of the EBPS explained that he was not allowed to do electoral campaigning inside the PS.
  • PS 49/07 Israel, Tel Aviv
  • PS 12/1 Singerei, Singerei. In the period between 10:30 and 11:00, unknown people brought leaflets from the PSRM into the PS. The EBPS president was informed.
  • PS 12/3 Singerei, Singerei. At 10:55, unknown people brought flyers of the PSRM into the PS. The president of the EBPS collected and threw them away.
  • PS 15/45, Calarasi, Coseni. At 11:30, a EBPS member, leaving the PS, indicated to the voter where to put the voting stamp. The EBPS president was not notified of the incident.
  • PS 18/6, Orhei, Orhei. At 11:30, a citizen entered the polling station, having no intent to exercise his right to vote, and urged the voters to vote for “DA and PAS”. The EBPS president intervened and insisted that he leave the PS.
  • PS 15/58, Calarasi, Sipoteni. At 11:45, the PPS observer stood at a distance of less than one meter from the voting booth, despite the observations of the EBPS president and other observers, he discussed and contacted voters.
  • PS 18/15, Orhei, Orhei. At 12:48, the PPS observer entered the voting booth with a voter claiming he wanted to help him. Finally, the observer told the voter the exact place where to apply the stamp. The EBPS president did not notice this moment.
  • PS 31/22 Chisinau, Riscani. At 11:45, a man entered the premises of the polling station and started to make electoral agitation, the man was a representative of the PSRM.
  • PS 30/16 Chisinau, Ciocana. The PPS Observer was alluding to the voters to vote for the party. The EBPS members and president did not comment.

Organized transportation of voters (buses, minibuses, or other transport units that normally would not be in the area of the PS) – 23 cases

  • PS 48/010 Transnistria, Anenii Noi. Approx. 50 people were brought by a minibus in an organized manner.
  • PS 48/008 Transnistria, Anenii Noi. Approximately 200 people were brought to the PS to vote for Melnic Viorel, the following means of transport being involved: red MAN bus, reg. no. A 452 EB, a green bus, reg. no. MUM 823, and a white Mercedes-Benz, reg. no. T 054 HM.
  • PS 48/002 Transnistria, Chisinau. Approx. 50 people were brought to the PS in an organized manner.
  • PS 48/007 Transnistria, Chisinau. 30 people were brought to the PS in an organized manner to vote for the PSRM, as claimed by the transported persons. Means of transport involved: red bus, reg. no. VKV 389, white bus, reg. no. MUM 797 and reg. no. MUM 806.
  • PS 48/013 Transnistria, Causeni. At least 100 people were transported in an organized manner, involving the following means of transport: Mercedes-Benz Sprinter, white, reg. no. A 145 EP, white bus, reg. no. MUM 807 and T 615 AX.
  • PS 48/001 Transnistria, Chisinau. A group of about 60 people were brought in an organized way to the PS to vote. The means of transport involved is: green bus, reg. no. LRL 806, white bus, reg. no. T 695 AT.
  • PS 48/017 Transnistria, Hagimus. Several persons have been transported in an organized way to the PS, involving the following means of transport: K bus, white, reg. no. ZQD 880, white Mercedes-Benz bus, reg. no. C IA 127 and C GZ 089, white Hyundai minibus, reg. no. C NM 046, white Mercedes-Benz Sprinter minibus, reg. no. T 249 EO, A 660 BT, C 169 ET, A 490 CO and. C MS 544, red bus, reg. no. T 478 CK, white Volkswagen minibus , reg. no. T 828 HP, black Volkswagen minibus, reg. no. TMY 129.
  • PS 48/022 Transnistria, Varnita. Approx. 200 people were brought in an organized way to the PS to vote, the means of transport involved are: Mercedes-Benz, white bus, reg. no. TG AH 933, white Mercedes-Benz Sprinter minibus, reg. no. A 214 EE, T 707 CT and T 255 KE, red Mercedes-Benz minibus, reg. no. C 338 HB.
  • PS 8/1, Floresti. At 12.25, a group of 5 voters, guided by a person, were brought to the PS. These voters voted on the basis of voting right certificates and were entered on the supplementary list.  The attendant came at least 2 times with 2 different groups of people.
  • PS 10/38, Balti, Octeabriscoe. At 13:36, a minibus was spotted near the polling station, which transported the voters to the PS. The minibus was stationed in front of the polling station, and voters moved from it to the PS and vice versa. The minibus ran along the villages of Octeabriscoe and Tambula. It is assumed that the minibus belongs to the PPS on the grounds that a mobile plate with the badge of this party was installed beside it, which was hidden by the minibus driver when the STO started taking pictures of it.
  • PS 15/62, Calarasi, Tibirica. Voters are transported by a bus. About 30 people were brought.
  • PS 18/4, Orhei, Orhei. At 11:00, the PPS observer brought an elderly person to vote. The voter entered the voting booth alone.
  • PS 28/22, Chisinau, Riscani. At 12:25, the Promo-LEX observer noticed two buses, stationed 300 meters away from PS. The observer assumed they were used to transport voters. These were a white and red Mercedes with a capacity of about 30 people.
  • PS 21/19 Criuleni, Dorotcaia. At 14.00, a group of young citizens entered the PS in the company of a man. After taking the ballot papers, they approached the person and he told them where to apply the stamp. That’s how it happened for about 4 times, each time, the person came in with 2-4 young people. When the observer went out, he saw that this person was bringing people by a grey Volkswagen, reg. no. UMN524. The president of the EBPS did not react.
  • PS 35/3 Causeni, Causeni. Approximately 16 people came on a white minibus, Sprinter, with Tiraspol numbers (T 807 HH), talking about being brought by the PSRM.
  • PS 20/30 Straseni, Recea. From 8 to 12:30, a person with a 2-seat car (Volkswagen caddy, yellow and green) brought a person to vote, he came about 11 times.
  • PS 21/13 Criuleni. Coşnita – Est. At 10.00, organized transportation was offered, 3 buses and 4 minibuses of the PDM brought voters. They arrived several times and were stationed approximately 100 m away from the polling station.
  • PS 19/36 Ivancea, Molovata Noua, Roghi. A minibus with voters came in an organized way. They exercised their right to vote and left the polling station, going back to the minibus and leaving.
  • PS 19/36 Ivancea, Moldovata Noua, Roghi. Supporters of the PPS are brought by minibuses, stationed several districts away from the polling station, so that they cannot be identified by the observers. At the reporting time, about 30 newly-arrived voters were identified. The President of the EBPS is not informed of such an action. Sprinter, registration number ZUF 503.
  • PS 22/20 Ialoveni, Pirjolteni. Approximately at 12.00, two T4 cars with elderly women were seen from the window, parked 100 meters away from the polling station. Suddenly, there was a great flow of voters, then all left. This minibus had been repeatedly seen bringing many people. Other observers also noticed this and talked about it.
  • PS 22/29 Ialoveni, Tuzara. In the morning, there was a car that made about 3-4 turns, a personal car that brought 1-2 voters. There is no evidence, except that it was a grey metallic Honda.
  • PS 34/24 Anenii Noi, Gura Bicului. Organized transportation of voters from Transnistria, about 250 m from the polling station (10 transport units: reg. no. C OP 367, MUM 531, T 506 HA, T 076 EM and 3 unidentified minibuses, CKQ 032, CKQ 032, VBS 449).
  • PS 21/3 Criuleni, Criuleni – Nord. At 11.21, transportation of voters was organized (white minibus, photo sent) people leaving the polling station embarked the minibus. It is not clear whether it was organized by an electoral candidate or not, the police were not called.

Deficiencies in electoral lists (address discrepancies, deceased voters, signatures in place of other people) – 33 cases.

  • PS 45/11 Comrat, Comrat. Deceased people are on the lists. The PSRM observers made a referral to this effect.
  • PS 32/27 Chisinau, Stauceni. A voter was unable to exercise his or her voting rights because the address in the identity card differed from the address in SIAS Elections. The voter did not vote and was recommended to check on the CEC website where he has the right to vote.
  • PS 45/2 Comrat, Comrat. A voter reported that five other unknown persons are registered at his place. This incident also occurred in the previous elections. The person concerned filed a referral with the EBPS.
  • PS 9/18, Balti. At 9:56, voter was not found in the basic list and was included in the supplementary list.
  • PS 9/18, At 10.49, a voter was not on the electoral list, even if he was identified in the SIAS Elections. The president of the EBPS wrote the name of the voter in the supplementary list and the voter received the ballot paper from the President of the EBPS.
  • PS 9/26, Balti. At 11.06, it was found that the wrong address was entered in the electoral roll for 2 voters.  The EBPS president checked if there were other coincidences and corrected them.
  • PS 9/23, Balti. A voter was not on the electoral roll, although according to his / her residence / domicile, he / she is assigned to the respective polling station. The voter was enrolled in the supplementary list.
  • PS 9/34 Balti. At 11.50, a voter was not on the electoral list and was included on the supplementary list.
  • PS 9/21, Balti. At 35, two spouses were not on the list and both refused to be added to the supplementary list arguing that the list was forged.
  • PS 9/18, Balti. At 15.30, a voter found that another voter was registered at the address where he lives.
  • PS 12/52, Singerei, Prepelita. At 9:52, a voter was not found on the basic electoral list, although he is domiciled in the precinct of the PS. The person was included in the supplementary lists.
  • PS 13/31, Rezina, Solonceni. Four dead people were identified in the basic lists.
  • PS 18/4, Orhei, Orhei. At 13:20, a voter found that another voter had already signed the list instead of him. The President of the EBPS was urgently announced and the situation was solved so that the voter finally exercised the right to vote.
  • PS 26/10, Chisinau, Buiucani. A deceased person was identified in the basic lists.
  • PS 26/3, Chisinau, Buiucani. Since a voter was not on the basic lists, he was sent to another PS. Shortly afterwards, he returned, arguing that he was redirected to this PS again. Finally, the voter voted on the supplementary lists.
  • PS 26/10, Chisinau, Buiucani. At 15:30, a person who died 14 years ago was identified in the basic electoral lists.
  • PS 26/4, Chisinau, Buiucani. At 14:00, a person, who died 3 years ago, was identified in the basic lists.
  • PS 26/24, Chisinau, Center. At 15:47, a voter identified 2 foreign persons registered at his home address.
  • PS 26/19, Chisinau, Center. At 15:50, a voter identified a foreign person registered at his home address.
  • PS 26/19, Chisinau, Center. At 2:15, a voter identified a foreign person registered at his home address.
  • PS 27/8, Chisinau, Buiucani. A voter noted that a relative’s address was misspelled. The president and the EBPS members could not make any changes.
  • PS 27/18, Chisinau, Buiucani. At 2:50, a voter found that another voter signed the lists instead of him. As a result, he filed a contestation, and then voted on the supplementary lists.
  • PS 36/36 Stefan-Voda, Talmaza. Voters, about 10, are not on the list. They appear in the list at another polling station at the other end of the village.
  • PS 31/4 Chisinau, Ciocana. A person, who died in 2005, was on the list.
  • PS 31/23 Chisinau, Riscani. A person identified in the list diseased persons registered in his apartment.
  • PS 30/4 Chisinau, Ciocana. Diseased persons detected on the lists. The EBPS president did not comment on the incident.
  • PS 30/22 Chisinau, Ciocana. Street N.M. Spataru apartment 82, there are 3 persons in the basic lists, and 21 on the supplementary list. In apartment 102, there are 10 voters on the basic lists and another 15 on the supplementary. The President was notified, and he also informed the observers of the incident.
  • PS 30/15 Chisinau, Ciocana. A man announced that the former owner of the apartment he owns is on the list.
  • PS 30/16 Chisinau, Ciocana. A homeowner found on the list three people who did not live there. In total three cases of voters with incorrect address were found.
  • PS 21/23 Criuleni, Dubasarii Vechi – West. A voter, at about 13:26, found that a person who had been deceased for many years was on the electoral lists. The EBPS president said he did not make the lists.
  • PS 19/16 Ivancea, Crihana. The data in the identity documents of 3 voters do not coincide with those in SIAS Elections. The President of the EBPS drew up a report on this incident.
  • PS 22/2 Ialoveni, Ialoveni. A suspicious case, 4 persons with temporary visa from 21.02.19-21.04.19, on Alexandru Cel Bun, 31, ap. 57 came to vote once, they were included in the supplementary list and voted.
  • PS 22/32 Ialoveni, Ulmu. A voter had his domicile according to his identity card in Ulmu, but he did not appear in the electoral lists, nor in the SIAS Elections. According to SIAS Elections System, he was domiciled in Chisinau (exact street is not known). The operators sent him to vote in another PS, the voter insisted that he had always voted in Ulmu. He finally voted on the supplementary list. No contestation was filed.
  • PS 22/2 Ialoveni, Ialoveni. Deficiencies in the electoral rolls: on str. Alexandru cel Bun, 31 ap. 57 several persons were domiciled at the same address, they voted on the supplementary list.

Deficiencies in the operation of the SIAS Elections System (suspension of operation, situations when SIAS Elections System indicates that the voter voted, and he claims not to) – 15 cases.

  • PS 33/11 Chisinau, Durlesti. There have been technical problems with SIAS Elections System (for 10-15 minutes).
  • PS 9/26 Balti. At 7.30, a computer did not work for 10-15 minutes.
  • PS 9/34, Balti. At 11.18, there was no Internet connection for about 5 minutes. The voters were asked to wait.
  • PS 9/2, Balti. At 9.40, two voters were not found in the SIAS Elections system. They wrote a contestation because they had a residence visa in Balti, but they were not in the computer. Voters were included in the supplementary list.
  • PS 9/21, Balti. At 12.32, a voter was not identified in SIAS Elections System, nor in the list. And he was introduced on the supplementary list.
  • PS 9/21, Balti. At 13.39, a husband and wife were identified in SIAS Elections, but they appeared to have no residence visa. The voters were enlisted on the supplementary list and were only offered the ballots for the national constituency.
  • PS 12/49, Singerei, Pepeni Răazalai. At 11:30, it was reported that a computer did not work, and measures were taken to resolve the situation, but in vain. However, the PS operated without being disturbed.
  • PS 13/60, Rezina, Trifesti. Between 14:42 and 15:00, a cable burnt and there was no Internet connection.
  • PS 26/2 Chisinau, Buiucani. When entering the voter ID data into the SIAS Elections system it was found that his birth date was wrong (a day earlier than his birthday). At least 15 cases of this kind were found.
  • PS 26/25 Chisinau, Center. At 11:50, in the case of a voter, who prolonged his residence, the SIAS Elections System assigned him to a PS in Balti.
  • PS 27/23 Chisinau, Buiucani. At 14:47, because of law Internet / computer malfunction, SIAS Elections System did not work for at least 15 minutes. The voters were recorded manually, then the data were entered into the computer. The President resolved the situation by 15:02.
  • PS 27/1, Chisinau, Buiucani. Approximately at 17:24, the Internet connection was interrupted. As a result, a queue was formed, the voters were dissatisfied, a family refused to vote. The technical deficiency was removed in 10-15 min.
  • PS 31/17 Chisinau, Ciocana. A voter was not found in the SIAS database but was on the basic lists.
  • PS 19/43 Ivancea, Pohrebeni. Between 8:30 and 8:45, Internet access was suspended, so the voters were enrolled on improvised paper lists in that time frame. When the Internet connection was restored, the process of recording data in SIAS Elections was started.
  • PS 50/35 Italy, Padova

Photographing of ballot papers, other violations of the secret voting – 36 cases.

  • PS 33/11 Chisinau, Durlesti. A STO observed how a voter photographed the ballot. The EBPS president did not see him. The photo was not deleted.
  • PS 45/6 Comrat, Comrat. A voter took a picture of the ballot and left the PS. One of the observers submitted a complaint to that effect. The President of the ESFS did not take any action at the time of the reporting.
  • PS 32/3 Chisinau, Cricova. A voter photographed the ballot. He managed to get out of the PS, no one asked him to delete the picture from the phone.
  • PS 40/27 Cimişslia, Ecaterinovca. A voter photographed the ballot. The voter refused to delete the photo at the request of an EBPS member.
  • PS 40/26 Cimislia. Zloti. An observer from the ACUM Bloc, photographed the ballot paper while exercising the voting right.
  • PS 8/1, Floresti. At 10.05, a voter was in the voting booth and photographed the ballot. This was noted by one of the EBPS members. The EBPS president told the member of the bureau to cancel the ballot paper.
  • PS 9/33, Balti. At 9.53, a voter photographed the ballot paper while in the voting booth. The EBPS president and operators noticed the flash of the phone. The president of the EBPS made a remark to the voter.
  • PS 9/8, Balti. At 9:55, a voter photographed the ballot papers when he was in the voting booth and then posted it on social networks. This was noticed by the EBPS president, the observers and the members of the bureau. The president made a remark, but he did not tell him to delete the picture.
  • PS 9/4, Balti. At 14.17, a voter photographed his ballot. The president of the EBPS remarked that he was not entitled to do so, but did not tell him that he had to delete the picture.
  • PS 9/7, Balti. At 12.17, a voter photographed the ballot paper while in the voting booth.
  • PS 9/33, Balti. At 14.51, a voter entered the voting booth and spent there more than 5 minutes. A member of the EBPS noted that he was photographing the ballot papers. The president of the EBPS remarked that he had no right to photograph.
  • PS 9/23, Balti. At 15.26, a voter photographed the ballot papers in the voting booth. The incident was observed by one of the observers and the EBPS president was announced. The president asked the voter to delete the photos and canceled the ballot papers. The voter argued that he was voting for the first time and did not know that taking pictures of the ballots was forbidden.

  • PS 10/18, Balti, Balti. At 12:40, a voter photographed the ballot paper in the voting booth. The EBPS president noticed the case and called the police. After the conversation with the policeman, the person deleted the picture.
  • PS 10/3, Balti, Balti. At 14.14, a voter photographed the ballot papers. EBPS members made remarks and took action.
  • PS 15/59, Calarasi, Sipoteni. At 11:41, a voter photographed his ballot. The president of the EBPS was not in place, and by the time he returned, the voter had already left.
  • PS 15/57, Calarasi, Sinesti. At 3:13, a voter photographed the ballot paper and the president made a remark. But the voter did not do anything, claiming that there was nothing serious.
  • PS 18/12, Orhei, Orhei. At 12:18, a voter took a picture, while casting the ballot paper into the ballot box.
  • PS 26/1, Chisinau, Buiucani. At 10:45, a voter photographed the ballot. The president of the EBPS did not react.
  • PS 26/1, Chisinau, Buiucani. At 16.00, a voter entered the voting booth and photographed the ballot. An EBPS member noticed it and asked to delete the picture. The voter complied.
  • PS 28/17, Chisinau, Riscani. At 15:10, a voter photographed the ballot papers. The observer asked to delete them, but the voter did not react. The president of the EBPS was not involved.
  • PS 28/13, Chisinau, Riscani. At 15:45, a person who photographed the ballot paper was identified.
  • PS 28/9, Chisinau, Riscani. A voter photographed the ballot papers.
  • PS 36/3 Stefan-Voda, Stefan Voda. Voting booths are arranged so that some observers can see how the voter votes, similarly, the voting can be seen from the entrance door.
  • PS 36/1 Stefan-Voda, Stefan-Voda. Voting booths are located in such a way that party observers see the voter’s options. The president was announced but he did not do anything.
  • PS 36/2 Stefan-Voda, Stefan-Voda. When the voters move from the booth to the ballot box, they can see what’s going on in the adjoining booth, just as any observer can see if he’s moving.
  • PS 36/8 Stefan-Voda, Carahasani. The voting booths are located too close and everyone can see the voters’ options.
  • PS 36/10 Stefan-Voda, Cioburciu. One can see from a voting booth how the voter votes in the other booth.
  • PS 31/1 Chisinau, Ciocana. Between 07:00 and 12:35, the voting booths were situated in such a way that prevented the secrecy of voting.

Interrupted filming of voting and counting procedures, other incidents related to the filming of voting procedures – 14 cases.

  • PS 33/13 Chisinau, Singera. Between 10:35 – 12:31, video recording system did not work. EBPS members reported that there was no memory left on the sim card. The malfunctions were removed and at 12:31 it was reinstalled.
  • PS 44/5 Taraclia, Taraclia. Incident reported at 14:54. The video recording camera did not work for about an hour. The problem was identified by the responsible person, who removed the deficiency.
  • PS 11/49, Falesti, Magura Noua. In the time frame of 06.20 – 09.00, the video camera did not work. They went to Falesti and replaced it.
  • PS 12/36, Singerei, Sacarovca. The camera is not situated laterally, it is behind the ballot boxes, which is not in line with the scheme. The voting booth is too close to the observers; some observers can easily see what’s going on in the booth. It was positioned like this in the morning.
  • PS 12/35, Singerei, Chirileni. At 10:45, it was found that the video camera had little memory left – only for 3 hours, until 10.45. EBPS president called the SMCC, and their representatives told him either to erase everything that was filmed, or to leave the PS without further video recording.
  • PS 12/49, Singerei, Pepeni Razalai. At 11:25, the video camera stopped working. Only at 13:00, another video camera was brought.
  • PS 12/36, Singerei, Sacarovca. The camera is not positioned according to the provisions of the CEC.
  • PS 12/41, Singerei, Grigorsuca Petropavlovca. The voting room is not arranged properly. The location of EBPS members, observers, operators does not comply with the rules. The observer is afraid to ask the president of the EBPS as she fears being intimidated in the future.
  • PS 36/3 Stefan-Voda, Stefn-Voda. The president of the EBPS announced that the cameras did not work because the network was overloaded. The announcement was made at 15:20.
  • PS 31/16 Chisinau, Ciocana. There were some problems with the camera in the morning (9:50), after a short time, it was replaced.
  • PS 30/7 Chisinau, Ciocana. Discontinued filming because of battery discharge. This was observed by the president of EBPS and a few minutes later, the camera was connected through a cable.
  • PS 19/1 Ivancea, Ivancea. Camera functionality was questioned. A technician was consulted, who said it only recorded motions around the ballot box.
  • PS 19/35 Ivancea, Molovata. The video camera recorded with unjustified breaks in the period between 12:05 and 14:15. The EBPS president contacted the technical assistance service and received instructions on how to proceed further. The camera is working now.

Damaged ballot papers or other incidents involving their non – conforming use – 10 cases.

  • PS 32/2 Chisinau, Codru. A voter tried to get 2 ballots from the PS without inserting them into the ballot box. She was asked by the EBPS members to return the ballots. Ballots were entered into the ballot box.
  • PS 9/22, Balti. At 9:33, a voter left the ballots for the single member constituency and for the referendum in the voting booth. All the three ballots were canceled by the EBPS president.
  • PS 9/27, Balti. At 9.49, a voter left the ballot for the national constituency, on which the “Voted” stamp was applied in the voting booth. The ballot was found by another voter. The EBPS president did not make a report on this case and put the ballot paper into the ballot box.
  • PS 9/27, Balti. At 7.43, s voter left the stamped ballot paper in the voting booth. The president of the EBPS took it without making a report and threw it into the ballot box.
  • PS 9/34, Balti. At 10.53 a voter tried to take a referendum ballot with him.  The president of the EBPS made an observation and the voter put the ballot paper into the ballot box.
  • PS 9/11, Balti. At 11.21, a voter took four ballots and after voting, she said they had to ask her if she wanted to vote or not. The person shrunk the ballot papers and threw them into the garbage. When she left, the EBPS president took the ballot papers and put them into the ballot box.
  • PS 9/21, Balti. At 11.55, a voter wanted to leave the PS with the ballot for the national constituency. The EBPS president noticed it, stopped the voter and called the police. The police recorded the case and drafted a report. The ballot paper was attached to the minutes and canceled.
  • PS 9/21, Balti. At 12.00, a voter headed for the exit with a clear ballot for the national constituency.  The EBPS president and observers saw that he had the ballot. They called the police and made a report, and then the EBPS president attached the ballot to the minutes and the ballot was canceled.
  • PS 9/22, Balti. At 15.32, two referendum ballots were found in the voting booth. The president of the EBPS canceled them and wrote a report.
  • PS 26/9, Chisinau, Buiucani. At 11:58, a voter took the referendum ballot and tore it. The president of the EBPS made a remark. As a result, the voter began to insult the EBPS.
  • Voting of a suspiciously large number of voters residing at one and the same address – 6 cases.
  • PS 33/4 Chisinau, Codru. There is a large number of voters voting on supplementary lists, especially voters registered in str. Costiujeni and str. Vallea Apelor.
  • PS 33/5 Chisinau, Codru. More than 20 persons registered at str. Grenoble, 128/2, ap. 1, voted in the PS. The STO has information that more people have the residence at the address Plaiului, 2/1 (the actual number is not known).
  • PS 33/5 Chisinau, Codru. At 12:38, the supplementary lists were fully completed. At 13:09, additional lists were added (10).
  • PS 33/3 Chisinau, Codru. It is suspected that more residents are registered at str. Jubilee, 27. The EBPS received two notifications in this respect from the representatives with the right to vote of two competitors.
  • PS 33/4 Chisinau, Codru. A group of 10 voters voted, being registered at the same address – str. Costiujeni, 7, bl. 2, ap.10.
  • PS 33/18 Chisinau, Bacioi. By 14.00, about 18 people with a provisional visa at Primaverii, 12 voted in the PS.

The ballot boxes have not been sealed according to legal procedures / broken / damaged or absent seals on ballot boxes – 3 cases.

  • PS 40/8 Cimislia, Cimislia. The ballot box was agitated by the president of the EBPS to make room for more ballots and a seal dropped. It was not replaced, only 3 seals remained.
  • PS 10/23 Balti, Elizaveta. The ballot boxes were secured with only 2 seals.
  • PS 12/20, Singerei, Ciuciuleni. The ballot box was secured with only 3 seals. The reason given was the provision of insufficient number of seals by the CEC.

Other – 13 cases.

  • PS 12/36, Singerei, Sacarovca. It’s extremely cold in the PS, there are no conditions to carry out the activity of the EBPS.
  • PS 33/12 Chisinau, Durlesti. Between 10:55 and 11:30, electricity was disconnected. The voting process continued without interruption.
  • PS 9/18, Balti. A voter did not approach the operator of the SIAS Elections System, he went directly to the EBPS president, took the ballot paper and was introduced on a supplementary list. The EBPS president has not explained anything.
  • PS 49/07 – Israel, Tel Aviv
  • PS 50/09 Switzerland, Geneva
  • PS 50/42 Italy, Roma
  • PS 49/14 Russia, Sankt-Petersburg
  • PS 50/31 Italy, Milano
  • PS 50/45 Italy, Torino

  • PS 27/14, Chisinau, Buiucani. At 14:00, a voter with a residence visa in Taraclia was allowed to vote without any certificate and not being a student, etc. He wrote a statement and voted based on that statement. This was not challenged.
  • PS 30/16 Chisinau, Ciocana. Being in the voting booth, the voter called someone and asked how to vote. The EBPS president made a remark, after which he disconnected the phone.
