The Promo-LEX Observation Mission (OM) for the Presidential Elections and Constitutional Referendum on October 20, 2024 (November 3) 2024 reports that by 14:00, the central team processed 544 cases classified as incidents (in total since the opening of polling stations), of which this report includes 316 confirmed incidents.  

According to Promo-LEX observers, of the 614 monitored polling stations, 224 are not accessible to individuals with mobility impairments, and 203 lack heating facilities.

Between 9:30 and 12:30, observers reported crowding at 271 polling stations, both inside and outside. Significant crowding was observed at 12 of the 30 polling stations designated for voters from the Transnistrian region, as well as at 48 of the 65 overseas polling stations where Promo-LEX observers are stationed.

Incidents related to the failure to maintain order in the polling station and within a 100-meter radius

Presence of advertising materials, displays, and electoral panels within the polling station vicinity (100 meters from the polling location) – 12 cases. It is essential to emphasize that the responsibility for the removal of such advertising materials rests with the Local Public Administration (LPA). This measure is designed to safeguard voters from external influences while they exercise their right to vote.

  1. PS 20/23, Hîncești, Cățeleni: Within 20 meters of the PS, an electoral poster for a presidential candidate was observed on a pole.
  2. PS 04/18, Anenii Noi, Cobușca Nouă: Inside the PS, promotional leaflets for a presidential candidate were found on a table. Upon the arrival of Promo-LEX observers, the PEB president removed the materials, explaining she had not been aware of their presence and that they were not being distributed.
  3. PS 01/284, Chișinău, Ciorescu: An advertisement in favor of a presidential candidate was identified within a 100-meter radius of the PS. The material was promptly removed.
  4. PS 18/63, Florești, Tîrgul-Vertiujeni: Electoral posters promoting a presidential candidate were found 100 meters from the PS. These posters were not fully removed, with the PEB president indicating they were difficult to take down.
  5. PS 01/014, Chișinău, Botanica: At 09:50, within a 100-meter radius of the PS, three posters opposing a presidential candidate (two small and one large) were observed. A member of the PS staff removed the smaller posters.
  6. PS 01/118, Chișinău, Centru: At 10:44, within a 100-meter radius of the PS (on the entrance of the building across from the PS), a campaign poster for a presidential candidate was seen. A PS staff member removed the material.
  7. PS 07/39, Cahul, Găvănoasa: Within 100 meters of the PS, an electoral poster promoting a presidential candidate was found. The PEB president stated that responsibility for monitoring the area outside the PS lies with the police.
  8. PS 01/048, Chișinău, Botanica: Within a 100-meter radius, a poster opposing a presidential candidate was identified near the PS. The material was promptly removed.
  9. PS 01/026, Chișinău, Botanica: At 11:33, within 100 meters of the PS, promotional material opposing a presidential candidate was found. The material was subsequently removed.
  10. PS 04/04, Anenii Noi, Bereozchi: Within an 80-meter radius of the PS, electoral posters for a presidential candidate were observed on poles. The PEB president stated that he was unaware of the situation.
  11. PS 33/16, Taraclia, Aluatu: At 11:21, a political party representative was observed sitting near the PS with a stack of electoral materials promoting a candidate. The PEB president requested the individual to leave the premises.
  12. PS 29/42, Soroca, Parcani: When the mobile observation team arrived, electoral materials promoting a candidate were found on the table beside the candidate’s representative inside the PS. The PEB president intervened, requesting the materials be removed, which was done with reluctance from the representative.

Electoral agitation or negative campaigning (PR) within the 100-meter radius and/or inside the polling station (PS) aimed at influencing voter choices – 6 cases. Electoral agitation or the dissemination of negative information (negative PR) is strictly prohibited on election day, both within the polling station and within a 100-meter radius, to prevent undue influence on voters’ decisions.

  1. PS 02/16, Bălți: At 09:16, inside the PS, a voter repeatedly chanted in Russian that it was unacceptable to vote against a particular candidate. No action was taken by the PEB members.
  2. PS 01/243, Chișinău, Rîșcani: At 11:30, after casting their vote, a voter called out an appeal to vote against a specific presidential candidate.
  3. PS 36/62, ATUG, Gaidar: At 11:42, a voter, after placing their ballot in the box, loudly exclaimed, “May the strongest win, victory to…!” naming a presidential candidate. The PEB president issued a warning and requested the voter to leave the PS.
  4. PS 07/005, Cahul: A representative of an electoral candidate wore their accreditation on a lanyard displaying the distinct colors and logo of the party. Following a remark from the PEB president, the representative removed the lanyard and placed it in their pocket.
  5. PS 01/019, Chișinău, Botanica: An undecided voter was present in the PS and mentioned that they were unable to read. The voter requested PEB members to read the names on the ballot. After hearing the names of the candidates, the voter commented that a particular candidate was unnecessary and proceeded to cast their vote.
  6. PS 01/026, Chișinău, Botanica: At 12:58, a voter approached the observers’ table with remarks against a specific candidate. A PEB member issued a warning, and the voter, visibly upset, left the PS.

Unauthorized presence within the polling station or within a 100-meter radius – 22 cases. This restriction is in place to uphold the integrity and transparency of the electoral process, ensuring it remains free from undue influence.

  1. PS 01/299, Chișinău, Trușeni: A vehicle with license plate WYH 113 was parked within 100 meters of the polling station for approximately one hour. This same vehicle was previously observed facing the entrance on October 20 and had remained in the same location throughout that election day.
  2. PS 07/004, Cahul: Starting at 7:38 a.m., a police officer and the building’s security guard were present inside the polling station for approximately 30 minutes.
  3. PS 07/007, Cahul: A border police vehicle with two uniformed officers was stationed within 100 meters of the polling station entrance.
  4. PS 18/11, Florești, Dumitreni: An unauthorized individual was present inside the polling station, recording the voting process and the station’s interior. Witnesses, including PEB members and candidate representatives, reported that this individual filmed without authorization, questioned PEB members and other individuals, and left only when Promo-LEX observers arrived. Upon leaving, the individual was picked up by a vehicle outside.
  5. PS 25/08, Orhei, Piatra: At 08:08 a.m., a police officer was reported to be in the polling station’s lobby.
  6. PS 28/03, Sîngerei: At 08:16 a.m., a person was observed within 10 meters of the polling station, waiting for voters and interacting with them. This individual remained there for about 15 minutes before leaving, and the PEB president did not respond.
  7. PS 04/025, Anenii Noi, Hârbovăț: At 8:35 a.m., an unidentified individual entered the polling station without voting and engaged in a 10-minute conversation with the PEB secretary.
  8. PS 07/60, Cahul, Vadul lui Isac: At 08:05 a.m., the village mayor was observed inside the polling station, conversing with several people despite being registered to vote in another locality. The PEB president expressed frustration over the mayor’s presence.
  9. PS 07/15, Cahul, Alexaderfeld: The polling station driver was present inside the station. PEB members stated they were unaware that the driver was unauthorized to be inside.
  10. PS 06/30, Briceni, Mărcăuți: At 09:25 a.m., the local mayor entered the polling station without the intent to vote. He greeted each PEB member, lingered near the PEB president for several minutes, and then departed, stating he would return once he found his ID.
  11. PS 21/17, Ialoveni, Dănceni: At 09:58 a.m., the local mayor was observed near the polling station, where he remained for about four minutes before leaving.
  12. PS 19/30, Glodeni, Limbenii Vechi: The local mayor was observed near the polling station, conversing with each voter heading toward the station. When alerted by observers, the mayor left the area.
  13. PS 21/26, Ialoveni, Mileștii Mici: At 10:46 a.m., two individuals were observed outside the polling station for approximately two hours, taking photographs of people entering and leaving. Some voters approached and spoke with them.
  14. PS 02/18, Bălți: At 10:37 a.m., a voter who had just cast her ballot began questioning observers about the number of voters who had already voted and peak voting hours. After being refused this information, she attempted to view the observers’ notes covertly. Shortly afterward, she was seen conversing with a group of voters outside.
  15. PS 06/040, Briceni, Caracușenii Vechi: Within 100 meters of the polling station, a vehicle displaying a political party’s poster was continuously parked. At approximately 10:40 a.m., police intervened, issued a report to the driver, who refused to leave the area.
  16. PS 38/122, Italy, Bologna: An unauthorized individual set up a phone near the polling station to record voters and the station. The PEB president promptly addressed the situation, removing both the individual and the recording device.
  17. PS 38/201, Spain, Barcelona: Two individuals set up a phone at the polling station entrance, claiming they intended to record and stream live on a channel all day to ensure the process proceeded smoothly. They did not provide organizational affiliation. The PEB president spoke with them but did not intervene.
  18. PS 38/129, Italy, Rimini: Voters reported an individual continuously recording the polling station entrance from outside at 07:40 a.m. Upon being asked not to intimidate voters, the individual moved back slightly but continued recording with a tripod, claiming to be volunteering for a Moldovan organization called “За свободные выборы”, in translation meaning “For health voting”.
  19. PS 38/63, Germany, Stuttgart: Starting at 07:50 a.m., an individual set up a phone on a stand and began recording the polling station entrance. When questioned, he claimed to be a volunteer collecting statistics on voter turnout. After several requests to relocate 100 meters from the polling station, he moved across the street but continued recording.
  20. PS 38/98, Italy, Milan: At 07:50 a.m., an individual was observed setting up a camera directed at the polling station entrance. When approached by the PEB president and STO, he claimed in Russian to be an observer filming for personal use. Police nearby assured STO and the PEB president that they would monitor the individual’s actions and intervene if necessary.
  21. PS 38/88, Italy, Rome: Around 09:00 a.m., an unbadged individual was spotted at the polling station entrance. Upon inquiry, the PEB president confirmed that the individual was a volunteer representing a candidate, assigned to guide voters outside the polling station.
  22. PS 10/031, Căușeni, Grigorievca: At 11:08 a.m., the head of the Căușeni Territorial Office of the State Chancellery, Sergiu Babin, entered the polling station and inquired with PEB members about voter turnout.

Violations of ballot secrecy (photographing marked ballots, displaying the marked ballots; improper placement of ballots that allows visibility of voter choices) – 88 cases. Voters are prohibited from taking photos of their marked ballots, showing their ballots, and placing ballots in the ballot box in a manner that makes their voting choices visible.

  1. PS 28/03, Sîngerei: At 08:07, it was reported that a voter had taken a photograph of their ballot. The PEB president notified the police.
  2. PS 25/27, Orhei, Clișova: At 07:58, a female voter was observed photographing her ballot. Members of the PEB became aware of the incident only after the individual had left the polling station.
  3. PS 07/046, Cahul, Lebedenco: The video camera in the polling station was positioned in such a manner that it recorded the entire voting process, including the faces of the voters.
  4. PS 01/156, Chișinău, Ciocana: A female voter filmed her marked ballot inside the voting booth. Despite being informed that filming was prohibited, the voter continued. The recording was not deleted.
  5. PS 01/255, Chișinău, Durlești: A female voter was observed photographing her ballot. The president and members of the PEB did not notice this violation, which occurred in the voting booth.
  6. PS 01/202, Chișinău, Rîșcani: A voter filmed his completed ballot inside the voting booth. The police were summoned to the polling station.
  7. PS 01/064, Chișinău, Botanica: A voter was observed photographing his marked ballot. The police were called to the polling station, and a report is being prepared.
  8. PS 01/072, Chișinău, Ciocana: A voter photographed his marked ballot. At the request of a member of the PEB, the photo was deleted.
  9. PS 28/03, Sîngerei: At 08:44, it was reported that a female voter attempted to photograph her ballot but was stopped by a member of the PEB.
  10. PS 28/03, Sîngerei: At 09:14, a female voter was reported to have photographed her ballot. Members of the PEB noted the incident and insisted that the photograph be deleted. The individual complied, and the police were not notified.
  11. PS 01/203, Chișinău, Rîșcani: At 09:16, a voter photographed his ballot inside the voting booth. Despite the president of the PEB’s request, he did not delete the photo and left the polling station.
  12. PS 22/25, Leova, Cupcui: At 09:07, a voter attempted to photograph his ballot. Following a suggestion from a member of the PEB, he refrained from doing so.
  13. PS 35/12, Ungheni: At 08:57, a voter tried to photograph his ballot, but members of the PEB alerted him to the violation. The PEB president later insisted on verifying whether the photo had been deleted.
  14. PS 01/2843, Chișinău, Ciorescu: At 09:00, an individual was observed photographing a vote. Members of the PEB required the individual to delete the photograph, which the voter complied with.
  15. PS 01/115, Chișinău, Centru: At 08:50, a female voter photographed her ballot. Upon request from the members of the PEB, the photo was deleted, and the police were notified.
  16. PS 25/15, Orhei: The polling station was not accessible for individuals with disabilities (wheelchair users). At 09:05, a voter with mobility impairments cast their ballot outside the polling station, witnessed by several individuals. The PEB president facilitated voting outside the station.
  17. PS 32/09, Ștefan Vodă, Căplani: At 09:32, after a voter photographed their ballot, the secretary of the PEB intervened and requested its removal from the phone. The voter complied.
  18. PS 29/15, Soroca, Bădiceni: A voter attempted to photograph their ballot; however, members of the PEB noticed the individual’s actions and intervened to prohibit the photography.
  19. PS 29/15, Soroca, Bădiceni: At 09:31, a voter photographed their ballot. In response to a remark from the consultative voting representative of candidate Alexandr Stoianoglo (PSRM), the voter claimed he was doing something else on his phone. Members of the PEB did not intervene.
  20. PS 29/15, Soroca, Bădiceni: At 09:45, a voter attempted to photograph their ballot, but the members of the PEB intervened, halting the attempt. The voter justified the action by stating he was merely checking the time on his phone.
  21. PS 01/151, Chișinău, Ciocana: At 09:30, a voter photographed their marked ballot. At the request of a member of the PEB, the photograph was deleted.
  22. PS 20/02, Hîncești: At 09:41, a voter photographed their ballot. When the PEB president requested to see the phone and delete the photograph, the voter refused. The individual placed the ballot in the box and left the polling station without facing any sanctions.
  23. PS 01/160, Chișinău, Ciocana: At 07:45, a voter photographed their ballot inside the voting booth. No action was taken by the members of the PEB.
  24. PS 21/25, Ialoveni, Mileștii Mici: Two voters took photographs of their ballots with the stamp applied. As a result of the intervention by the PEB president, the photographs were deleted.
  25. PS 01/026, Chișinău, Botanica: At 10:05, a voter photographed their completed ballot. At the request of the electoral competitor’s representative (who caught up with the voter outside the polling station), the photograph was deleted.
  26. PS 21/40, Ialoveni, Sociteni: At 09:54, a voter intended to photograph their ballot. A member of the PEB intervened and requested that the voter desist, which they complied with.
  27. PS 36/59, ATUG, Dezghingea: At 10:02, a voter recorded a video of their completed ballot. Upon noticing the incident, the PEB members requested that the voter delete the video; however, it was deleted by the PEB president. Subsequently, the voter placed their ballot in the ballot box and exited the polling station.
  28. PS 28/03, Sîngerei: At 10:15, a voter photographed their ballot. The president and other members of the PEB intervened and insisted that the photographs be deleted. The voter complied.
  29. PS 25/27, Orhei, Clișova: At 10:19, a female voter photographed her ballot. Members of the PEB reacted immediately, stopping the voter and reporting the incident to the police. The photograph was deleted from the phone.
  30. PS 32/20, Ștefan Vodă, Popeasca: At 10:20, a voter photographed their ballot. The PEB president insisted that the photograph be deleted, and the voter complied.
  31. PS 01/122, Chișinău, Centru: At 10:30, a voter photographed their completed ballot. This action went unnoticed by the electoral officials.
  32. PS 01/087, Chișinău, Buiucani: At 10:48, a female voter photographed her completed ballot. This action went unnoticed by the electoral officials.
  33. PS 07/47, Cahul, Lopățica: The video camera within the polling station was positioned in such a way that it filmed voters placing their ballots in the box. The PEB president was notified, after which the camera was properly adjusted.
  34. PS 07/39, Cahul, Găvănoasa: There was an additional camera (in addition to the one provided by the CEC) located in a corner of the room that easily recorded from behind the voting booths, potentially capturing voters. This same situation occurred during the first round.
  35. PS 01/231, Chișinău, Rîșcani: At 11:01, a female voter photographed her ballot. At the request of the PEB members, the photograph was deleted.
  36. PS 01/184, Chișinău, Ciocana: Around 11:02, a female voter attempted to photograph her ballot after the vote stamp had been applied. The attempt was observed by the PEB president. A report was prepared, which was signed by all members of the electoral office. The voter signed the report at the request of the PEB.
  37. PS 01/259, Chișinău, Durlești: At 10:50, two individuals were observed conversing while in the voting booths. A PEB member intervened, and one of the individuals explained that the other did not know how to mark the ballot.
  38. PS 36/33, ATUG, Beșalma: At 10:30, a voter photographed their ballot. Following the president of the PEB’s report, the photograph was deleted, and the voter departed.
  39. PS 01/093, Chișinău, Buiucani: At 11:27, a voter photographed their ballot. This action went unnoticed by the PEB members.
  40. PS 35/71, Ungheni, Unțești: At 08:30, a voter photographed their ballot. Subsequently, they posted the photograph on Instagram.
  41. PS 35/08, Ungheni: At 11:05, a voter photographed their ballot. After being warned that such behavior was not permitted, they hurried to leave the polling station. The PEB members attempted to stop them, but the voter accelerated and left.
  42. PS 38/6, Kingdom of Belgium, Brussels: A voter photographed their ballot. The PEB members observed this and promptly intervened, requesting that the individual delete the photograph from their phone.
  43. PS 38/114, Republic of Italy, Verona: Since the opening of the polling station, there have been four cases of photographing or attempts to photograph ballots in the voting booth. In each instance, members of the PEB intervened and warned the voters.
  44. PS 38/123, Republic of Italy, Bologna: After casting their vote, a voter photographed their ballot while still in the booth and subsequently placed their mobile phone in their pocket. The PEB did not notice the situation and did not intervene.
  45. PS 38/181, Romania, Iași: A situation was reported where two individuals entered the same voting booth, which went unnoticed by the members of the PEB.
  46. PS 18/5, Florești: A voter photographed their ballot. Upon the president’s observation, the voter deleted the photograph from their phone.
  47. PS 38/56, Federal Republic of Germany, Bremen: At approximately 08:40, a voter was observed photographing their ballot. At the insistence of a PEB member, the voter deleted the photograph.
  48. PS 38/27, French Republic, Paris: Numerous instances were observed where voters took photographs of their ballots. They were warned by PEB members that this action was prohibited. Upon exiting the polling station, the PEB members checked their phones to ensure that the photographs had been deleted.
  49. PS 38/112, Republic of Italy, Venice: At 08:50, one of the PEB members observed a voter photographing their ballot in the voting booth. Following the member’s observation, the voter deleted the photograph.
  50. PS 38/46, Federal Republic of Germany, Berlin: A voter took photographs and videos of their ballot along with their identification card. At the request of the PEB president, the voter deleted both the photograph and the video.
  51. PS 38/5, Kingdom of Belgium, Brussels: A voter took a picture of their marked ballot in the voting booth and then stored their phone in their pocket. The PEB members did not notice the incident.
  52. PS 38/228, Republic of Turkey, Istanbul: After casting their vote, a voter photographed their marked ballot. The PEB president requested the voter to delete the photo, which they complied with before leaving the polling station.
  53. PS 38/47, Federal Republic of Germany, Berlin: At 08:52, a voter photographed their marked ballot. PEB members observed this and intervened, prompting the voter to delete the photo upon request.
  54. PS 38/49, Federal Republic of Germany, Frankfurt am Main: A voter took a picture of their marked ballot. After being alerted by PEB members, the voter deleted the photo.
  55. PS 16/3, Edineț: At 10:23, a voter photographed their marked ballot. The PEB president intervened and requested the voter to delete the photo, which was done in the presence of the president and the SAIS Elections operator.
  56. PS 38/125, Republic of Italy, Reggio Emilia: At 09:51, a voter photographed their marked ballot, and PEB members intervened, leading to the deletion of the photo.
  57. PS 38/5, Kingdom of Belgium, Brussels: At 09:57, a voter made their photo of the marked ballot visible in the polling station. Two PEB members noticed the incident, and the photo was deleted at the office’s request.
  58. PS 38/5, Kingdom of Belgium, Brussels: At 10:18, a voter took a picture of their marked ballot, which was not deleted, and no further action was taken.
  59. PS 38/228, Republic of Turkey, Istanbul: A voter photographed their marked ballot. Following a warning from PEB members, the voter deleted the photo.
  60. PS 38/77, Ireland, Dublin: A voter in the booth photographed their marked ballot. PEB members warned them not to use their mobile phone, and the voter complied.
  61. PS 38/78, Ireland, Dublin: A voter in the booth photographed their marked ballot. PEB members alerted the voter, who complied.
  62. PS 37/8, Anenii Noi, Varnița: At 11:25, a voter photographed their marked ballot after applying the “Voted” stamp. PEB members intervened, and the photo was deleted.
  63. PS 14/043, Drochia, Șuri: An elderly female voter was accompanied by another voter into the voting booth. An observer from Promo-LEX witnessed the voter casting votes for both individuals in the same booth.
  64. PS 01/212, Chișinău, Rîșcani: At 11:44, a voter photographed their marked ballot. The president noticed and reported it to the police.
  65. PS 23/15, Nisporeni, Brătuleni: At 11:34, a voter attempted to photograph their marked ballot but was warned by the PEB president and deleted the photo on the spot.
  66. PS 13/21, Dondușeni, Scăieni: Two voters in separate booths photographed their marked ballots after applying the “Voted” stamp. PEB members did not respond, despite hearing the sound of the photos being taken.
  67. PS 25/61, Orhei, Pohrebeni: At 11:46, an attempt to photograph a marked ballot with the voting stamp applied was noted. Police intervention was requested to address the situation.
  68. PS 38/160, United Kingdom of Great Britain and Northern Ireland, Northampton: Three instances of marked ballot photography were observed. PEB members intervened and asked voters to delete the photos, which they did.
  69. PS 38/160, United Kingdom of Great Britain and Northern Ireland, London: Around 09:31, a person was seen photographing their marked ballot in the polling station. STO alerted the president, who stated he could not sanction the voter and allowed them to leave.

Unjustified group voting – 6 cases. Voting must be conducted in a secret and freely expressed manner. Group voting undermines these principles and may facilitate control over the voting process or exert undue influence on the voter.

  1. PS 26/10, Rezina, Cinișeuți: At 08:25, it was reported that two voters were in the voting booth simultaneously. Neither of these voters exhibited signs of visual impairment or any other issues.
  2. PS 25/15, Orhei: At 08:30, a case of group voting was identified involving a couple. The PEB president was not present in the polling station to prevent this situation.
  3. PS 11/042, Cimișlia, Șelemet: At 09:31, a married couple voted together, with the wife guiding her husband on whom to vote for. PEB members intervened.
  4. PS 01/258, Chișinău, Durlești: Around 11:06, two voters were in the same voting booth. The female voter indicated to the other voter for whom to cast their ballot. The PEB president intervened, and the female voter subsequently left the area where the other voter was casting their vote.
  5. PS 07/010, Cahul: A mother and daughter were in the voting booth together, with the daughter placing the stamp on both ballots. The mother did not exhibit signs of visual impairment.
  6. PS 21/32, Ialoveni, Puhoi: At 12:39, two voters were in the same voting booth. The PEB president approached them and informed them that this was not permitted. The voters did not show any signs of visual impairment or other issues.

Restricted access for observers and obstruction of free observation in the polling station –  3 cases. It is imperative that observers can monitor the electoral process to uphold transparency and integrity.

  1. PS 30/46, Strășeni, Vorniceni: At 07:30, it was reported that the PEB president deemed that the Promo-LEX observer did not possess the necessary accreditation and did not provide the observer with information regarding the first minutes report. The situation was subsequently resolved.
  2. PS 28/03, Sîngerei: The PEB president requested the Promo-LEX observer and representatives of the electoral competitors not to circulate within the polling station, apparently due to multiple incidents reported at the location.
  3. PS 37/021, Dubăsari, Doroțcaia: The Promo-LEX observer’s right to document certain incident situations through photography within the polling station was restricted.

Incidents related to vote influencing

Rumors, attempts or even situations of material or monetary rewards offered to voters in the 100 m perimeter of the polling station to determine the voters’ vote – 5 cases. Such practices are strictly prohibited and pose a significant threat to the integrity of the electoral process.

  1. PS 01/192, Chișinău, Rîșcani: At 09:15, a voter approached the Promo-LEX observer and reported that another voter had informed them they were paid 100 lei to vote for a specific candidate. The observer exited the polling station but did not identify any further evidence.
  2. PS 01/246, Chișinău, Rîșcani: Two female voters were overheard discussing at the polling station: “They promised a sum of 700 lei.” One of the voters went inside to cast her ballot, while the other remained outside to wait.
  3. PS 26/02, Rezina: After voting, a female voter approached a PEB member, who allegedly handed her around 200 lei. The PEB president witnessed this incident and prohibited the member from proceeding with the transaction. The police were notified about this case. The PEB member justified the action by stating that the voter, whose husband had recently passed away, wanted to perform an act of charity within the polling station.
  4. PS 37/16, Transnistria: Within the territorial jurisdiction of the polling station, an elderly voter (approximately 60 years old) was observed speaking on the phone, asking the interlocutor, “Will there be a reward?” before entering the polling station.
  5. PS 38/228, Republic of Turkey, Istanbul: Two voters waiting to cast their ballots were discussing financial incentives, stating: “Are they going to give money today? I heard that last time they gave 100 dollars each.” To which the other replied, “No, I don’t think so. It seems the money was confiscated at customs.”

Organized transport of voters (coaches, minibuses or other transport units that would not typically be present around) – 7 cases. Adhering to this prohibition is essential for maintaining the integrity of the electoral process.

  1. PS 37/16, Căușeni, Hagimus: At 08:10, a vehicle was observed transporting voters, approaching the polling station for the second time.
  2. PS 37/16, Căușeni, Hagimus: At 09:55, a vehicle was again observed bringing three voters to the polling station for the second time.
  3. Transnistria: At 11:00, a significant flow of vehicles was noted on the Rezina – Rîbnița bridge (heading towards Rezina). In response, the police blocked adjacent access routes from the bridge, specifically the stairways, to facilitate the registration of passengers at customs. Many voters left their cars on the bridge and walked to the polling station to cast their ballots.
  4. PS 37/29, Transnistria: From morning until 11:00, there was a substantial influx of vehicles with Transnistrian license plates in Rezina. License plates: Р 116 АХ, Р 503 СВ, ZJH 347, T 698 МВ were repeatedly seen bringing voters at least twice. Each vehicle carried about 4-5 voters. Many of the voters appeared to be first-time participants, as they seemed confused and unsure of the polling station’s location.
  5. Transnistria: By 11:43, a high volume of vehicles arriving from Camenca was observed in the village of Sănătăuca, Florești district. Each vehicle contained no more than 2-3 individuals. Both the vehicles and pedestrians were registered at the Sănătăuca customs point. It was also noted that police were not allowing access to vehicles that had been observed attempting to repeatedly proceed towards Sănătăuca.
  6. PS 01/111, Chișinău, Buiucani: At 11:10, a group of individuals entered the polling station. Upon exiting, a Promo-LEX observer noticed a minibus (license plate BH87AIR) parked in front of the polling station. The minibus drove away when the observer began taking pictures. The driver appeared to be waiting for the voters to return. The PEB president did not respond to the situation.
  7. PS 38/228, Republic of Turkey, Istanbul: At 10:19, the observer spoke with a group of 10 individuals who had arrived at the polling station. They indicated that they were drivers who had organized independently to come to Istanbul to vote. They mentioned that there were 25 individuals on the bus.

Incidents of intimidation or acts of violence involving voters, PEB members, observers, media, or other persons – 3 cases. Intimidation can take various forms, ranging from verbal threats to physical violence, and can significantly impact participants in the electoral process.

  1. PS 37/021, Dubăsari, Doroțcaia: At 07:02, a voter approached the observer from Promo-LEX and inquired about their political affiliation. The observer clarified that they were not affiliated with any political party. The voter then engaged in a conversation with a representative of the PSRM. Subsequently, the voter returned to the observer and began to pose questions in an elevated tone. The entirety of this discussion transpired between 07:02 and 07:15.
  2. PS 01/118, Chișinău, Centru: At 09:00, a voter arrived at the polling station and reported receiving a message on their mobile phone on 02.11.2024 at 16:35 from the number 069908433, which stated: “Call Center Attention, tomorrow the police are waiting for us at the polling stations to impose fines.” The voter indicated that similar messages had been received by other acquaintances, some of whom expressed concern and were reluctant to attend the polling stations.
  3. PS 16/022, Edineț, Brânzeni: A voter, who is a resident at the temporary placement center for individuals with disabilities and is visually impaired, was assisted by another resident who accompanied them into the voting booth and applied the stamp on behalf of the visually impaired voter. The observer from MIRAD, expressing considerable discontent, forcefully pulled back the curtain of the voting booth to highlight the occurrence of group voting, and verbally confronted the voters with disabilities.

Incidents related to the organization of voting process

Ballot boxes were not sealed according to legal procedures/ broken/ damaged or missing seals on ballot boxes – 21 cases. According to existing legislation, ballot boxes must be secured with four seals to ensure the integrity of the electoral process.

  1. PS 01/10, Chișinău, Botanica: Initially, the ballot boxes were sealed with only three seals. At 07:30, the PEB received additional seals, and the sealing was completed.
  2. PS 01/40, Chișinău, Botanica: The ballot boxes were sealed with only three seals. The lack of sufficient seals was cited as the reason for this deficiency.
  3. PS 29/34, Soroca, Hristici: The stationary ballot boxes were sealed with only three seals each. The PEB president explained that they had not received the required number of seals.
  4. PS 10/22, Căușeni, Copanca: The ballot boxes were sealed with only three seals. The PEB president stated that the number of seals received was insufficient.

  4. PS 07/39, Cahul, Găvănoasa: The unallocated ballot papers are placed on a table within the polling station. The PEB president asserted that she is responsible for their security.

  7. PS 38/114, Italian Republic, Verona: The unallocated ballot papers are housed in boxes positioned behind the table of the PEB president, due to the absence of dedicated storage space.
  8. PS 38/31, French Republic, Paris: The unallocated ballot papers are placed on the table of the PEB president. There is no safe or cabinet available within the polling station.
  9. PS 38/28, French Republic, Paris: The unallocated ballot papers are kept in a sack located behind the table of the PEB president, approximately three meters from the area designated for voter registration by the members of SAIS Elections. The PEB president confirmed that the room lacks a safe or cabinet.
  10. PS 38/201, Kingdom of Spain, Barcelona: The unallocated ballot papers are found on the table of the PEB president and within a sack positioned on the floor adjacent to the table. The polling station does not have a cabinet or safe for their proper storage.
  11. PS 38/199, Kingdom of Spain, Madrid: The unallocated ballot papers are not stored in a safe or cabinet, as the polling station does not have such facilities.

As a result, the unused ballot papers have been stored in a diplomatic bag to ensure their security and to adhere, to the extent possible, to the necessary safety measures in the absence of a safe.
  13. PS 38/160, United Kingdom, Northampton: The observer noted that the unallocated ballot papers are not stored in a safe or cabinet, due to the absence of designated storage space within the polling station. These papers are instead kept in boxes situated behind the secretary.

Interruption of the filming process for electoral operations throughout the voting day – 23 cases. Any disruption in filming can raise suspicions and undermine public confidence in the integrity of the elections.

  1. PS 20/09, Hîncești, Bobeica: From the opening of the polling station until 08:10, the video camera was inoperative. The PEB president explained that she had not observed the camera’s malfunction.
  2. PS 24/26, Ocnița, Lipnic: At 08:10, the video camera displayed the message “Camera occupied,” leading to an interruption in the recording process. The camera was restarted at 08:20, resuming its recording function.
  3. PS 01/201, Chișinău, Rîșcani: At 08:20, it was noted that the video camera was not functioning. At the initiative of the PEB president, the camera was taken to the municipal office for repairs.
  4. PS 28/17, Sîngerei, Bilicenii Vechi: At 07:58, the video camera disconnected for two minutes due to a technical malfunction of the extension cord. Upon noticing the incident, the PEB president acted promptly to resolve the issue.

  15. PS 09/039, Călărași, Sipoteni: At 07:49, it was noted that the video camera recording the election process was not functioning. The PEB president responded promptly and made efforts to rectify the situation.
  16. PS 01/204, Chișinău, Rîșcani: Between 10:20 and 11:00, the video camera did not record the voting process. It was connected to the operator’s laptop in an attempt to free up space on the memory card.
  17. PS 08/40, Cantemir, Stoianovca: At 10:40, upon the approach of the mobile team observers to the polling station, it was discovered that the video camera had recorded only 23 minutes of the voting process. The camera was operational; however, the PEB president stated that she was unaware of why it had not recorded since the opening of the polling station.
  18. PS 26/30, Rezina, Pereni: At 11:41, when the mobile team observers approached the polling station, it was determined that the video camera was non-operational. PEB Members argued that this was an attempt to conserve memory space to maintain the camera’s functionality for recording the vote counting process. The camera was restarted upon the arrival of the observers.
  19. PS 12/026, Criuleni, Mășcăuți: At 10:00, the video camera ceased operation for approximately one and a half hours due to its memory being full. It was restarted at 11:30 following the intervention of PEB members.
  20. PS 16/38, Edineț, Hlinaia: The video camera was inoperative between 11:06 and 12:21 due to technical issues, specifically memory exhaustion.
  21. PS 30/44, Strășeni, Voinova: At 11:55, the video camera disconnected. The PEB president indicated that a technical team was expected to resolve the issue. The generator was connected only to the computers of the SAIS Elections operators. As of 12:21, voters were still casting their votes; however, the camera remained disconnected.
  22. PS 29/59, Soroca, Tătărăuca Veche: Upon the approach of the mobile team observers within the polling station, it was determined that the video camera was not recording the voting process.
  23. PS 07/22, Cahul, Borceag: An elector inadvertently touched the camera cable, resulting in an unidentified interruption of the recording process. By 12:00, the recording process was successfully resumed.

  5. PS 01/184, Chișinău, Ciocana: From 07:00 to 07:05, operators experienced connectivity issues with the SAIS Elections. Voters awaited the resolution of the problem.

Deficiencies in the operation of SAIS Elections (suspension of operation; situations when SAIS Elections indicates that the voter voted, and he claims that he did not vote) – 34 cases. When SAIS Elections becomes non-functional, it can lead to disruptions in the voter registration process for individuals who arrive to cast their votes. The system also plays a crucial role in preventing multiple voting.

  15. PS 36/11, UTAG, Comrat: Technical deficiencies were detected in the SAIS Elections system. Voters were able to cast their ballots once the issue was resolved, which took approximately eight minutes.
  16. PS 29/46, Soroca, Racovăț: At around 07:10, the SAIS Elections system encountered technical difficulties and was inoperative for approximately 5-7 minutes, during which voters awaited resolution.
  17. PS 07/006, Cahul: SAIS Elections operators reported to the PEB president that the internet connection provided by Moldcell was weak. Consequently, only one laptop connected to a fixed internet connection was operational for 15 minutes. Eventually, a second laptop was also connected to the fixed internet.
  18. PS 02/09, Bălți: From 08:05, one of the SAIS Elections operator computers lost internet connectivity. The PEB president was notified, and by 08:32, the issue was resolved. Until that time, voters were registered using another SAIS Elections operator.
  19. PS 14/32, Drochia, Pelinia: One of the SAIS Elections operator computers, connected to the Moldtelecom internet network, was not functioning. All voters were redirected to the operational computer. Between 07:10 and 07:40, the voting process was not disrupted, and no queues formed. The PEB president reported that a technician was working to resolve the issue.
  20. PS 29/25, Soroca, Cosăuți: From 07:00 to 07:07, the SAIS Elections system was non-functional due to a lack of internet connection. The problem was resolved, but the voting process was interrupted during this interval.
  21. PS 02/54, Bălți: At 08:09, internet connectivity issues recurred with the SAIS Elections operator connected to S.A. Moldtelecom’s network. As of this moment, the problem had not yet been resolved.
  22. PS 06/035, Briceni, Slobozia-Sirăuți: Following the opening of the polling station, technical issues were identified in the functioning of the SAIS Elections system. By 07:07, the issue was resolved, and voters began to be registered directly in the SAIS.
  23. PS 19/04, Glodeni: Since the opening of the polling station, the SAIS Elections system was non-functional. After approximately ten minutes, the program resumed operation, allowing waiting voters to cast their ballots.
  24. PS 19/07, Glodeni, Balatina: Prior to the opening of the polling station, SAIS Elections operators discovered that the information system was not functioning due to a lack of internet connection. The connection was restored at 07:32. Meanwhile, seven voters were present and were recorded on a paper form.
  25. PS 06/24, Briceni, Grimăncăuți: At approximately 07:20, the internet connection was interrupted for about 5-7 minutes. The issue was resolved after the equipment was reset.
  26. PS 19/16, Glodeni, Cobani: Deficiencies in the SAIS Elections system were detected upon the opening of the polling station. These issues were remedied by 07:05, while voters awaited resolution.
  27. PS 18/31, Florești, Gura Camencii: At approximately 09:08, the SAIS Elections system was non-functional for about ten minutes due to a PEB member accidentally disconnecting the power cable. As a result, the computers’ batteries were drained, interrupting the voting process until the cause of the issue was identified.
  28. PS 02/59, Bălți, Elizaveta: The SAIS Elections system was inoperative for four minutes between 07:00 and 07:04.
  29. PS 04/009, Anenii Noi, Bulboaca: A voter arrived at the polling station but was marked in the SAIS as having already voted, despite asserting they had not exercised their right. The PEB president contacted the CECE, who confirmed it was an error and allowed the voter to cast their ballot.
  30. PS 06/022, Briceni, Drepcăuți: After the polling station opened at 07:00, two voters arrived, but operators were unable to enter data into the SAIS Elections due to technical deficiencies. The system began functioning around 07:08.
  31. PS 32/09, Ștefan Vodă, Căplani: One voter could not be found in the SAIS Elections records for the respective polling station. They were permitted to vote after being included in the supplementary electoral lists.
  32. PS 01/124, Chișinău, Centru: From 07:02 to 07:06, operators were unable to connect to the SAIS Elections.
  33. PS 36/61, ATUG, Ferapontievca: At 09:58, the SAIS Elections ceased functioning. The issue was resolved after seven minutes for one operator and thirteen minutes for the other, through equipment reset. During this time, voters were registered on paper.
  34. PS 38/122, Republica Italiană, Bologna: At 09:35, certain deficiencies in the functioning of the SAIS system were recorded. The program displayed a message indicating incompatibility with the browser in use. Despite the operator switching browsers, the message persisted. This deficiency did not hinder the voter registration process but significantly slowed the operators’ pace. A solution for this issue had not yet been identified.

Irregularities in the electoral lists – 39 cases.

  1. PS 10/049, Căușeni, Zaim. A voter residing in the village of Zaim presented at the polling station but was not listed on the main voter list. Consequently, the voter was permitted to cast a marked ballot using the supplementary list.
  2. PS 01/131, Chișinău, Centru. A female voter was not found on the main voter list, despite her registered residence within the jurisdiction of the polling station. She subsequently cast her marked ballot using the supplementary list.
  3. PS 16/15, Edineț, Alexeevca. A voter was absent from the main electoral lists and had been included in the supplementary electoral lists. The voter indicated that this issue has persisted during every electoral event.
  4. PS 01/177, Chișinău, Ciocana. A voter signed on the main list in place of the preceding voter. The PEB president prepared a report of the incident, with the secretary and two representatives of the candidates present.
  5. PS 01/224, Chișinău, Rîșcani. A voter signed on the main list in place of another voter. The president promptly notified the authorized individuals present at the polling station.
  6. PS 01/045, Chișinău, Botanica. A voter (with residence within the jurisdiction of the polling station) was not found on the main electoral lists and was included in the supplementary electoral lists.
  7. PS 29/01, Soroca. At 08:15, a voter signed on the electoral lists for another voter. A report was subsequently prepared regarding this incident.
  8. PS 01/231, Chișinău, Rîșcani. At 09:20, a female voter, included in the main list, appeared in SAIS Elections with a residence registration differing from that in her identity document. PEB Members reported this irregularity, allowing the voter to cast her marked ballot.
  9. PS 01/133, Chișinău, Centru. The previous owner of the voter’s apartment is still listed at the voter’s address on the main list, despite the current owner having deregistered long ago. The secretary documented this information in writing for the Central Electoral Commission (CEC).
  10. PS 01/241, Chișinău, Rîșcani. A voter was not found on the main list, despite having residence within the jurisdiction of the polling station. The voter utilized the supplementary list to cast their marked ballot.
  11. PS 01/064, Chișinău, Botanica. A voter identified her deceased son, who passed away 25 years ago, on the main list. The voter asserts that she reports the presence of the deceased on the list during every election, yet it remains unchanged.
  12. PS 28/03, Sîngerei. At 10:00, it was reported that four voters without residence registration had been included in the supplementary lists.
  13. PS 01/133, Chișinău, Centru. A voter (with residence within the jurisdiction of the polling station) was not found on the main electoral lists and was subsequently included in the supplementary electoral list.
  14. PS 29/10, Soroca. At 10:17, a case was reported in which a voter residing within the jurisdiction of the polling station was not found on the main voter list. This voter was included in the supplementary list to facilitate participation in the vote.
  15. PS 24/10, Ocnița, Bîrlădeni. At 10:10, a voter presented themselves but was not found on the main electoral list, despite having residence registration in the locality. The PEB president registered the voter in the supplementary list.
  16. PS 01/131, Chișinău, Centru. Two voters (with residence registration within the jurisdiction of the polling station) were not found on the main electoral lists and were included in the supplementary electoral list.
  17. PS 01/177, Chișinău, Centru. At 10:40, a female voter was not found on the main list, despite her residence registration within the jurisdiction of the polling station. Although she voted using the supplementary list, the voter expressed indignation regarding her exclusion from the main list for four consecutive elections.
  18. PS 01/252, Chișinău, Cricova. A voter identified a deceased individual present on the electoral list. Discussions suggest that this pertains to a citizen who died abroad, for whom no confirming documents were provided. The PEB president prepared a report of the incident.
  19. PS 01/152, Chișinău, Ciocana. Around 10:35, two voters identified their deceased relatives on the electoral list. In both instances, the PEB president made the necessary notes.
  20. PS 24/10, Ocnița, Bîrlădeni. At 10:37, two voters (husband and wife) with residence registration in the village of Paladea were not found on the main electoral list. The voters were included in the supplementary electoral list.
  21. PS 02/46, Bălți. A voter was not found in SAIS Elections, even though the data from their identity document confirmed their affiliation with the respective polling station. They were allowed to vote after being included in the supplementary lists. The PEB president noted that this case was the ninth of that day.
  22. PS 23/04, Nisporeni. At 10:50, a female voter was not found on the main electoral list. The PEB president decided to register the voter in the supplementary list.
  23. PS 01/144, Chișinău, Centru. Numerous voters were not found on the main electoral list, despite residing within the jurisdiction of the polling station. The PEB president confirmed that the lists contained multiple errors, including incorrectly written block addresses and addresses that should belong to the jurisdiction of other polling stations. Despite timely notifications to the CEC regarding these issues, no corrective measures were undertaken.
  24. PS 35/04, Ungheni. At 10:54, a female voter presented herself at the polling station but was not found on the main list. The voter consented to sign the supplementary list and cast her marked ballot.
  25. PS 01/131, Chișinău, Centru. A female voter was not found on the main electoral list, despite residing within the jurisdiction of the polling station. The voter stated that she has not appeared on the lists since 2021, casting her marked ballot using the supplementary list.
  26. PS 23/04, Nisporeni. At 11:31, a couple presented themselves at the polling station. Upon verification in SAIS Elections, the female voter’s residence was not displayed, while the male voter’s registration indicated a different locality for voting. Upon reviewing their identity documents, it was determined that both spouses resided in the locality, and the street is assigned to the polling station. The PEB president decided to register the voters in the supplementary lists.
  27. PS 16/47, Edineț, Tîrnova. A voter was not found on the main electoral list, despite having resided in this locality for an extended period. The voter was registered in the supplementary list and permitted to vote.
  28. PS 16/1, Edineț. A voter was not included on the main list at the polling station, despite having residence registration from 2022. They were included in the supplementary list and cast their marked ballot.
  29. PS 16/3, Edineț. At 11:07, a voter presented themselves at polling station 16/3 in Edineț but was not found on the electoral lists. Discrepancies were identified between their address and that on the main lists. The PEB secretary intervened and registered the voter in the supplementary list, allowing for their participation in the vote.
  30. PS 02/22, Bălți. At 11:43, the operator of SAIS Elections identified a voter without residence registration. With the agreement of the PEB president, the voter was included in the supplementary lists.
  31. PS 01/099, Chișinău, Buiucani. Around 11:39, two voters identified their deceased relatives on the electoral list. The PEB president notified the CEC.
  32. PS 02/18, Bălți. At 11:41, two voters (husband and wife) approached the polling station. Although both had the same residence registration, one was included in the main list while the other was not found and was added to the supplementary list with the consent of the PEB members.
  33. PS 01/129, Chișinău, Centru. A voter was not found on the main list despite having residence registration within the jurisdiction of the polling station. The voter cast their marked ballot using the supplementary list.
  34. PS 30/04, Strășeni. At 11:35, during verification by the operator of SAIS Elections, two voters were identified without residence registration. Although their identity documents indicated residence registration corresponding to this sector, the PEB secretary added them to the supplementary list.
  35. PS 02/19, Bălți. At 12:00, an absence was identified in SAIS Elections of a voter who had appropriate residence registration corresponding to the polling station. The PEB president made the decision to include the voter in the supplementary list.
  36. PS 30/06, Strășeni. At 11:58, a voter arrived at the polling station but was not listed on the main voter lists, as SAIS Elections indicated them as without residence, despite the voter’s registered address being assigned to this polling station. The voter was subsequently registered in the supplementary list.
  37. PS 02/19, Bălți. At 12:14, the absence of two voters, who had appropriate residence registrations corresponding to the polling station, was identified in SAIS Elections. The PEB president made the decision to include the voters in the supplementary list.
  38. PS 01/143, Chișinău, Centru. A female voter inadvertently signed in place of another individual. The PEB president was informed of the incident and determined that the individual for whom the voter mistakenly signed would sign in place of the voter.
  39. PS 01/086, Chișinău, Buiucani. Several voters were not found on the electoral list or in SAIS Elections. They were registered in the supplementary lists.

Other – 27 cases.

  1. PS 07/007, Cahul. A voter, after receiving the marked ballot, proceeded to the voting booth and cast her vote. Subsequently, she approached the president of the polling station requesting another marked ballot due to smudging it with ink. The president declined the request, stating that it was not permissible.
  2. PS 25/71, Orhei, Step-Soci. The “Voted” stamp was missing from the voting booth designated for individuals with disabilities. The PEB president explained that they did not have the necessary number of stamps.
  3. PS 07/18, Cahul, Andrușul de Jos. The ballot box is located in the office of the police officer, who is in the same building as the polling station. The PEB president stated that the ballot box was too heavy and could not be brought into the polling station.
  4. PS 01/050, Chișinău, Botanica. At 09:05, a completed marked ballot was found in the voting booth. After consulting with all members, the ballot was placed in the ballot box.
  5. PS 11/016, Cimișlia, Cenac. A voter with residence in another locality came to vote at the polling station in Cenac village. The PEB president was informed by the SAIS operators that there was an issue. After discussion, the voter was allowed to cast her vote, despite not possessing a voting rights certificate.
  6. PS 24/28, Ocnița, Mihălășeni. At 10:10, it was reported that a voter cast a vote without an identity document. The justification given was that the voter was from the village and had forgotten his identity card at home. None of the PEB members or present representatives objected to this.
  7. PS 28/12, Sîngerei, Bălășești. At 09:45, it was reported that a voter was mistakenly given two marked ballots. The voter cast votes on both ballots. The PEB president indicated that a report would be completed later.
  8. PS 25/49, Orhei, Mîrzești. A voter was permitted to vote with an expired identity card.
  9. PS 01/180, Chișinău, Ciocana. Similar to the first round of voting, the voter took the marked ballot and approached the PEB president requesting its destruction. A request was completed, and the ballot was perforated.
  10. PS 01/129, Chișinău, Centru. At 10:41, a voter was allowed to vote with an expired identity card.
  11. PS 25/56, Orhei, Peresecina. At 10:15, a voter arrived to vote; however, the SAIS Elections indicated that the voter had already cast a vote in Cricova one hour earlier. The voter insisted that he had not voted at all. Ultimately, he was not permitted to vote again as he had already voted in Cricova.
  12. PS 01/144, Chișinău, Centru. At 11:28, a voter attempted to remove an unmarked ballot from the polling station. PEB members promptly intervened, explaining the importance of casting a vote and the correct voting procedure. The voter acknowledged that he was not well-informed about these procedures.
  13. PS 01/210, Chișinău, Rîșcani. At 11:25, a voter attempted to submit two marked ballots, both bearing the “VOTAT” stamp, into the ballot box. PEB members noticed the incident and intervened, annulling one of the ballots. The voter explained that she had received both ballots from a PEB member, who claimed to have given her only one, suggesting that the confusion occurred by mistake.
  14. PS 16/47, Edineț, Tîrnova. A voter presented himself to vote using the citizen passport of the Republic of Moldova. This was rejected, and he was requested to present an identity card. The voter left the polling station without casting a vote.
  15. PS 16/3, Edineț. A voter presented an identity document belonging to his father, who was unable to travel due to health issues. After registration, the operator realized that the identity document did not belong to the voter. The voter inquired whether a mobile ballot box could be sent to his father’s residence, despite not having submitted a prior request, and whether he could make this request on that day. A copy of the mistakenly entered identity document was retained by the president of the PEB. The president informed all election participants about the incident.
  16. PS 01/204, Chișinău, Rîșcani. A voter with mobility difficulties voted in close proximity to the polling station (on the ground floor). The secretary, along with two observers, assisted in the voting process. During the voting, all members turned their backs, and subsequently, the secretary placed the ballot into the ballot box.
  17. PS 26/39, Rezina, Trifești. A representative of candidate Maia Sandu (PAS) was noting each voter who came to vote in a notebook. Upon observing this process, the PEB president confiscated the representative’s notebook.

  19. PS 37/21, Transnistria, Coșnița. Between 09:30 and 10:30, a team of individuals—identified as being from Mega TV—was observed filming in the vicinity of the polling station. They were not allowed access to the polling station as they were reportedly unauthorized. However, they claimed that during the first round of elections, they had been authorized and worked in Varnița without issue, stating that they had submitted the necessary documents for the second round but were uncertain about their status.
  20. PS 37/09, Transnistria, Varnița. Between 09:30 and 12:30, a large influx of voters was recorded in the vicinity of the polling station, forming lines to vote. The voting process was not affected.
  21. PS 37/08, Transnistria, Varnița. From the opening of the polling station, a large influx of voters was recorded in the vicinity, forming lines to vote. The voting process was not affected.
  22. PS 37/10, Transnistria, Varnița. At 12:26, a large influx of voters was recorded in the vicinity of the polling station, forming lines to vote. The voting process was not affected.
  23. PS 29/014, Soroca, Bădiceni. The Promo-LEX observer identified a misunderstanding between the director of the Psychoneurological Boarding School, where mobile voting was taking place, and the president of CECE II. The director expressed indignation over the lack of assistance for patients from medical staff to vote. He stated that he had submitted a complaint to the CEC after the first round but had yet to receive a response. The president of CECE II and a CEC representative, by phone, informed him of the provisions of the electoral code, after which the director complied.
  24. PS 01/019, Chișinău, Botanica. At the polling station, an indecisive voter, who was unfamiliar with the content of the marked ballot, attempted to leave with the ballot. PEB members prohibited this action, informed him of the content of the marked ballot, and encouraged him to go to the voting booth and cast his vote.
  25. PS 29/014, Soroca, Bădiceni. A voter did not stamp the marked ballot and returned from the voting booth, placing the unmarked ballot on the table of PEB members. The PEB president placed the marked ballot into the ballot box.
  26. PS 11/37, Cimișlia, Mihailovca. Inside the polling station, PEB members installed a speaker, from which only Russian music was being played.
  27. PS 38/181, Romania, Iași. At 12:25, upon verifying a voter’s status in SAIS, it was indicated that the individual had voted elsewhere (Chişinău, Centru sector), although the voter denied having voted previously. Upon the persistent questioning of the PEB president, both the voter in question and another accompanying voter admitted that they had voted at 7:00 AM in Chișinău and decided to vote again in Iași. They explained that they had voted for the same candidate and voluntarily left the polling station.
