Promo-LEX Observation Mission for the parliamentary elections of 28 September 2025: Details of the conduct of the elections

The Promo-LEX Observation Mission for the parliamentary elections of 28 September 2025 informs that, by 18:40, 858 cases with incident status have been processed, of which this press release includes 314 confirmed incidents.   

Incidents related to the failure to ensure order in the polling station and within 100 m around  

Presence of advertising materials, posters, electoral boards within the radius of the polling station (100 meters from the station) – 5 cases. We remind you that the responsibility to remove advertising materials lies with the LPAs. This measure aims to protect voters from outside influences when casting their ballot papers.

  1. PS 01/308 Chisinau Budesti. At 15:03, it was found that near the PS, at a distance of less than 100 m, an electoral poster of an electoral competitor was detected. The PEB president was informed and the poster was removed.
  2. PS 21/29 Ialoveni, Nimoreni. At 10:00, a person who had exercised his right to vote remained near the polling station for about 20 minutes. During this time, he also had an attempt to enter the station again to look inside. The PEB president asked the person what he wanted, after which he left the place at 10:20.
  3. PS 21/29 Ialoveni, Nimoreni. The representative of an electoral competitor wore the badge of a political party’s colour, on which the name of the political party was inscribed. The fact was brought to the attention of the PEB president, who confirmed that the representative of the respective competitor wore the ribbon throughout the day, and the representative said that it was not about electoral advertising, but only a way of confirming his capacity as a representative of the respective party.
  4. PS 29/01 Soroca, Soroca. At 15:30, it was found that a billboard of an electoral competitor was installed across the road from the entrance to the PS, at a distance of about 30 meters. The PEB president was notified the day before the elections by other international observers. In his turn, the PEB president notified the representatives of the electoral competitor to remove it, but so far nothing has been done.
  5. PS 38/089 Frankfurt am Main, Federal Republic of Germany. A voter entered the PS with the state flag on which the abbreviation of an electoral competitor was inscribed. The PEB president requested to remove it, the voter did not comply, voted and left the PS.

Unjustified presence of unauthorized persons in the polling station or within 100 m – 21 cases. This prohibition is aimed at ensuring the fairness and transparency of the electoral process, without any influence.

  1. PS 04/02 Anenii Noi. At 12:17, the candidate of an electoral competitor entered the PS. He didn’t vote, he just walked in, looked around, including to see which observers were present. A PEB member asked him why he appeared, and the candidate replied that he had the right. Subsequently, he left the PS.
  2. PS 01/037 Chisinau, Botanica. At 13:30, a group of unauthorized and unidentified persons were within 100 m of the PS asking and filming voters about the option they had made. At the implication of the PEB president, the persons left the place. They were in the perimeter of the PS about 15 min.
  3. PS 37/006 Causeni, Hagimus. At about 11:30 within 100 meters of the PS, there were observed several unauthorized public persons, namely: the territorial representative of the state chancellery, a deputy and representative of the DEC II Causeni.
  4. PS 16/48 Edinet, Trinca. At 12:20 within 100m of the polling station, a group of men, around 10, were observed arguing.
  5. PS 01/190 Chisinau, Ciocana. At 14:05, a voter notified the PEB president about the presence of two persons who had been staying for a long time near the PS. At the scene, a woman was observed filming the polling station from a distance. The incident was examined by the district police officer.
  6. PS 22/29 Leova, Filipeni. At 12:20, the mayor of the locality, Camerzan Victor, was noticed, within 100 m of the station, talking with a group of persons. During the stay of the Promo-LEX observers in the PS, the mayor was repeatedly seen talking with several persons outside the PS. After noticing that he was photographed, he entered the PS, where, upon request, he introduced himself and showed his ID from a competitor. In about an hour and a half of monitoring, he spent about 10 minutes inside the station and the rest of the time outside.
  7. PS 07/49 Cahul, Manta. At 14:25, a functioning video surveillance camera was identified, located in the upper corner of the room. The PEB members tried to intervene but failed because the camera was positioned at too high a height and they did not have a ladder available.
  8. PS 01/190 Chisinau, Ciocana. At 14:25, a voter entered the voting booth and expressed his option to vote, after which he took out his mobile phone and pointed it in the direction of the ballot paper. The incident was reported and was examined by the district police officer.
  9. PS 37/6 Causeni, Hagimus. Near the polling station, the city councilor from a competing party was observed, discussing with passers-by the projects implemented in the district by an electoral competitor.
  10. PS 11/36 Cimshlia, Mihailovca. At 11:30, a candidate for the position of deputy from a competitor was observed several times near the polling station. She knows the PEB president and has held discussions with him.
  11. PS 37/6 Causeni, Hagimus. At 12:58, two city councilors of an electoral competitor, Gheorghe Buruiana and Victoria Gandrabur, as well as Sergiu Babin, head of the Office of the Causeni territorial Chancellery, were observed talking with a voter.
  12. PS 21/29 Ialoveni, Nimoreni. At 10:54, after exercising her right to vote, the president of the Ialoveni district held a discussion with a person in the immediate vicinity of the exit from the polling station, for about 10 minutes. At the notification of the PEB president, she was made an objection and those two persons left.
  13. PS 22/18 Leova, Borogani. At 14:52, during the verification of the surroundings of the PS, a group of persons less than 20 m from the PS was observed, who stayed unduly and consumed food and drinks.
  14. PS 01/308 Chisinau, Budesti. At 15:00, during the check of the 100 m perimeter of the PS, a motorcyclist on a black motorcycle was noticed moving in circles around the PS. Later, the same person was seen performing the same maneuvers within range of PS 1/307.
  15. PS 8/27 Cantemir, Gotesti. At 16:31, it was found that a person was in the PS throughout the whole day. The person presented himself as a representative of a competitor, at the request to present the ID, the person reasoned that he did not receive it.
  16. PS 35/72 Ungheni, Untesti. During the day, three unauthorized persons were periodically observed near the polling station. At their first presence in the area, they talked with voters and stayed for about 30 minutes until the PEB president left. Subsequently, the other two appearances lasted around 5 minutes, and the persons pretended to discuss in a group. The STO reported that one of them even entered the polling station. Each time, at the request of the PEB president, persons left the area. At the same time, a woman (not identified) was observed walking suspiciously near the station, a case that was also reported to the police. After further discussion with the policewoman, the person got into an automobile and left the place.
  17. PS 21/028 Ialoveni, Molesti. Between 15:00 and 15:10, a voter had a discussion with a representative of an electoral competitor. At the notification of the PEB president, he left the PS.
  18. PS 37 Anenii Noi, Varnita. In front of the polling station, a man was observed holding a flag of the Republic of Moldova on which the image of a wolf was printed. He stayed for about 15 minutes in front of the station, after which he entered the premises of the cultural center.
  19. PS 38/199 Grays, United Kingdom of Great Britain and Northern Ireland. The observer said that at 11:00 another person who introduced himself as an observer appeared. The PEB president asked for his passport only to write his name on his ID. He did not ask him where he came from or what party or organization he represented, nor did he check with any list whether he would be accredited. The person informed the PEB president that he was a former officer and was still allowed to be inside the PS.
  20. PS 37/10 Rezina.  At 14:34, outside the polling station, a man was noticed filming with his phone two citizens leaving the polling station and asking them questions such as “who did you vote for?”. Later, the man approached the Promo-LEX observer, asking if he had noticed any incidents by a certain time. When entering the polling station, upon request to present himself, he declared that he represented an association from Chisinau, without specifying its name. When asked if he held accreditation, he replied that he did not rise to the second floor, where the polling station was located.
  21. PS 01/310 Chisinau, Tohatin. At 16:47, it was found that an unknown and unauthorized person to attend the electoral processes entered the PS and sat in the observer seats. The PEB president asked him to present his ID. After about a minute, the person left.

Violations of the secrecy of voting (photographing / filming the ballot papers; displaying the ballot paper with the expressed vote; improper location of the voting booths that allow viewing the voter’s option, failure to ensure the conditions for assisted voting, etc.) – 105 cases. Voters are not allowed to take pictures of the completed ballot, show the ballot, and placing them in the ballot box must be carried out in a way that the voting option is not visible.

  1. PS 14/005 Drochia. At about 11:30, a voter photographed the ballot paper. The incident was not noticed by the PEB members, so no action was taken.
  2. PS 07/61 Cahul, Valeni. At 12:10, voting booths were found to be misplaced at an angle of less than 45 degrees, allowing the PEB members to see where the “voted” stamp was affixed. The PEB president was informed, but she said they had been instructed to position them in this way to prevent ballot papers from being photographed.
  3. PS 11/046 Cimislia, Valea Perjei. At 11:41, a voter tried to photograph the ballot paper, but was stopped by the PEB members before succeeding.
  4. PS 01/54 Chisinau, Botanica. At 13:50, a person photographed the ballot paper in the voting booth, but the incident was not immediately reported to the PEB President.
  5. PS 02/01 Balti, Balti. At 12:46, a voter was found to have photographed the ballot paper. The PEB president asked her to show the phone gallery, but she refused, which was why the police were called. In the presence of the police officers, the voter showed the gallery and the folder with the deleted photos, but this took 5-7 minutes, during which time she could have permanently deleted the photo.
  6. PS 01/017 Chisinau, Botanica. At 13:05, a voter photographed the ballot paper after voting. The PEB president reacted immediately, demanding that the photo be deleted.
  7. PS 01/54 Chisinau, Botanica. At 13:04, a voter was observed photographing the ballot paper. The PEB president was informed and asked for the photo to be deleted.
  8. PS 25/40 Orhei, Furceni. At 12:40, while a voter was voting, observers and PEB members noticed his attempt to photograph the ballot paper. The PEB president intervened and asked the person to put the phone in his pocket.
  9. PS 01/249 Chisinau, Riscani. According to the observer, the secrecy of the vote was violated by the location of voting booths that allowed viewing the voters’ option.
  10. PS 07/53 Cahul, Pelinei. At 13:18 in the PS premises, while preparing the movement with the mobile ballot box, a person was noticed photographing the ballot paper. The observer informed the PEB president, who spoke briefly with the person. She left the PS without being stopped and without showing the photo taken.
  11. PS 01/086 Chisinau, Buiucani. At 13:55, a voter photographed the ballot paper, but the PEB president immediately intervened. The voter admitted and police approached the scene to document the case.
  12. PS 01/098 Chisinau, Buiucani. At 14:12, a voter photographed the ballot paper. The PEB president approached and called the police.
  13. PS 07/51 Cahul, Moscovei. At 13:17, inside the Cahul District Asylum, an elderly voter said she did not know who to vote for. An asylum worker told her to affix the stamp anywhere, and later indicated to the voter where to put it. The voting booth was installed in a way that did not ensure the secrecy of the vote.
  14. PS 01/181 Chisinau, Ciocana. A voter at 14:11 was noticed by the PEB member photographing the ballot paper. The PEB member made an objection to her, the voter denied it. The PEB president was notified, checked and confirmed that the voter had the photo of the ballot in her phone. The voter deleted the photo.
  15. PS 25/38 Orhei, Ivancea. At 13:40, the PEB president noticed a voter photographing the ballot paper. She was asked to show her phone and delete the photo, and the president did not allow her to leave the PS until the image was also deleted from the phone trash.
  16. PS 25/20 Orhei, Bolohan. At 13:46, a voter approached a voter’s polling booth, stating that he was her husband and had the right to consult her, after which he made verbal threats.
  17. PS 01/272 Chisinau, Stauceni. At 14:24, a voter photographed the ballot paper in the voting booth. As the PEB president was informed, she asked the voter to delete the photo. The voter showed the picture and confirmed deletion from her phone.
  18. PS 01/076 Chisinau, Buiucani. In the period between 13:00 and 14:00, the police was called by the PEB President 3 times, in 3 separate cases of shooting ballot papers in the voting booth. Voters were documented by police.
  19. PS 38/136 Italy, Milan. The Observer found that at 13:42, a voter took his mobile phone out of his pocket and photographed the ballot paper. The PEB president intervened, the photo was deleted.
  20. PS 38/089 Germany, Frankfurt am Main. At 13:50, a voter took a picture of the ballot paper, but following the objection, the PEB president deleted the photo.
  21. PS 38/008 Belgium, Anderlecht. At 13:30, the observer found two successive cases of ballot paper shooting. The PEB president was informed and made sure that the pictures were deleted.
  22. PS 01/222 Chisinau, Riscani. At 14:41, a voter photographed the ballot paper being observed. The PEB president intervened, the voter deleted the photo.
  23. PS 01/193 Chisinau, Ciocana. At 14:46, a voter tried to use the phone to photograph the ballot paper, but the PEB president involved and she stopped the attempt and checked that no photographs had been taken.
  24. PS 01/195 Chisinau, Riscani. At 14:45, a voter photographed the ballot paper in the booth. The PEB president called the police, and the voter was drawn up a report with a fine.
  25. PS 25/25 Orhei, Ciocilteni. At 13:00, a voter photographed the ballot paper after applying the stamp, at the request of the PEB members, he deleted the photo.
  26. PS 01/168 Chisinau, Ciocana. A voter at 14:50 photographed the ballot paper then put it in the ballot box, at the objections of the PEB President, the voter manhandled the PEB president and fled. The police was notified.
  27. PS 01/086 Chisinau, Buiucani. At about 15:15, a voter photographed the ballot paper. At the exit of the voting booth, she was stopped by the PEB President. The voter admitted that she photographed the ballot paper while mentioning that “it was her ballot paper and she had the right”. The PEB president explained that this contravened the legal framework and called the police.
  28. PS 01/147 Chisinau, Centru. A voter took a photo of the ballot paper. Under the supervision of a PEB member, he deleted the picture.
  29. PS 01/177 Chisinau, Ciocana. At 15:21, a voter was observed affixing the voted stamp on the ballot paper, then photographing the ballot paper. When the PEB president was informed about this incident, the voter had already left and nothing was done.
  30. PS 01/017 Chisinau, Botanica. At 15:33, a voter photographed the ballot paper in the booth. One of the PEB members noticed and notified the president. The PEB president accompanied the voter to the policeman.
  31. PS 01/086 Chisinau, Buiucani. At 15:35, a voter in the voting booth after exercising his right to vote photographed the ballot paper. The PEB president intervened, and the voter said that he did not know about the fact that this was forbidden. The PEB president notified the police.
  32. PS 01/187 Chisinau, Ciocana. At 15:31 a voter, after voting, photographed the ballot paper. The voter ignored the objections of the PEB members, put the ballot in the ballot box and left the section by getting into a car. Meanwhile, the PEB president had notified the police.
  33. PS 01/275 Chisinau, Stauceni. At 15:24, a voter entered the voting booth and photographed the ballot paper. The Promo-LEX Observer immediately notified a PEB member near the booths, but she did not intervene. Later, the PEB president was informed and tried to intervene, but the voter had already left the PS.
  34. PS 25/19 Orhei, Cihoreni. At 14:45, it was discovered that the voting booth was misplaced, facing the window at a reduced distance, which compromised the observance of the secrecy of the vote.
  35. PS 10/008 Causeni, Cainari. One voter was surprised by the PEB members that he was photographing the ballot paper. After the warning from the PEB president, the voter deleted the photo.
  36. PS 01/198 Chisinau, Riscani. A voter was observed taking the picture in the polling booth. The PEB president called the policeman to clarify the situation.
  37. PS 01/044 Chisinau, Botanica. At 15:58, a voter photographed his ballot paper, but was noticed by the PEB president, who urged him to delete the photo, otherwise the police would be called. The voter complied with the request.
  38. PS 14/005 Drochia. At 14:03, a voter entered with the minor child, who helped her photographing the ballot paper. The PEB members notified the police. The voter was documented by police in the PS range.
  39. PS 02/024 Balti. At 14:16, a voter photographed the ballot paper until the voted stamp was applied. The PEB members warned him, he deleted the photo and then voted.
  40. PS 37/6 Causeni, Hagimus. After exercising his right to vote, one voter approached another voter’s booth and indicated whom to vote for. The PEB president did not intervene.
  41. PS 16/07 Edinet, Alexandreni. At 15:08, a voter attempted to take a picture of the ballot paper. Having being warned by a PEB member, he gave up taking the picture.
  42. PS 01/208 Chisinau, Riscani. At 15:38, it was discovered that the voting booths were located about 1 meter from where the observers sat. Because of this, it can be clearly seen where the voter applies the “voted” stamp, which compromised the secrecy of the vote.
  43. PS 01/187 Chisinau, Ciocana. At 16:03, a voter photographed the ballot paper after affixing the stamp. The PEB president called the police. The voter talked to them and deleted the picture.
  44. PS 35/10 Ungheni. A voter in the voting booth took a picture of the ballot paper. The PEB president was notified and, as a result, he notified the police.
  45. PS 01/076 Chisinau, Buiucani. The ballot paper was photographed by a voter. The PEB president requested the intervention of the policeman. Meanwhile, the voter destroyed the ballot paper.
  46. PS 18/19 Floresti Coserita. At 15:00, it was discovered that the PEB members who were with the mobile ballot box did not use the mobile voting booth at the voters’ home.
  47. PS 01/297 Chisinau, Codru. At 16:05, a voter photographed the ballot paper. After the PEB president was notified, the photos were deleted from the voter’s phone.
  48. PS 01/181 Chisinau, Ciocana. At 16:15, a voter photographed the ballot paper. The operators noticed and notified the PEB president, who asked to delete the pictures. The voter deleted the pictures and tore up the ballot paper. Eventually, the PEB president called the police. By the time police arrived, the voter had fled the scene.
  49. PS 21/028 Ialoveni, Molesti. At 15:03, a voter tried to photograph the ballot paper. The PEB president intervened and asked for the phone to be checked. No photographs taken have been identified.
  50. PS 8/27 Cantemir, Gotesti. At 16:41, a voter came out of the booth with the ballot paper in such a way that it was noticed where the stamp was affixed, the PEB member took the ballot paper and folded it after which the voter put it in the ballot box. The voter argued that it was his second time in voting and he did not know that he had to fold.
  51. PS 1/225 Chisinau, Riscani. (based on citizens’ notification) at 13:00, a voter in the voting booth noticed that a person was at a relatively short distance behind him. After exercising his right to vote, the voter notified the PEB president, noting that that person could see the voters’ voting options. It was only after a few minutes of discussion and insistence from the voter that the president approached the person and they left the area behind the voting booths.
  52. PS 38/254 Moscow, Russian Federation. At 12:45, a voter tried to photograph the ballot paper to present the photo to a group, according to her. The PEB secretary checked the person’s phone, pictures had not been taken.
  53. PS 38/052 Nice, French Republic. The Observer said that he noticed at 11:35 a voter who photographed the ballot paper after affixing the stamp in the voting booth. The incident was immediately reported by a member of the PEB, who asked the voter to delete the photo.
  54. PS 38/068 Hamburg, Federal Republic of Germany. At 11:51, a voter was noticed taking a picture of the ballot paper after affixing the voted stamp. The PEB president asked her to delete the picture and she complied.
  55. PS 38/226 Portimao, Portuguese Republic. At 10:50, a voter photographed the ballot paper. The PEB president was informed, and she directed the voter from the polling station and asked him to delete the photo.
  56. PS 38/235 Iasi, Romania. At 12:59, a voter photographed the ballot paper, at the exit he was asked by a PEB member to delete the photo. He claimed he did not know it was illegal but agreed to delete it.
  57. PS 38/196 Romford, United Kingdom of Great Britain and Northern Ireland. At 11:17, a voter approached the PEB president directly, saying that he would like/should be an observer “from SOR”. He later took a ballot paper and went to the voting booth, having been observed by the Observer as he took his phone out of his pocket and, possibly, photographed the ballot paper. The PEB members did not notice this moment.
  58. PS 38/089 Frankfurt am Main, Federal Republic of Germany. At 12:22, a voter tried to make a picture of the ballot paper, but at the request of the PEB president, the photo was deleted from the voter’s phone.
  59. PS 38/254 Moscow, Russian Federation. At 13:20, a voter photographed the ballot paper, at the notification of the PEB president, the voter deleted the photo.
  60. PS 38/057 Berlin, Federal Republic of Germany. Between 10:30 and 10:50, three persons were observed with the attempt to take a picture of the ballot paper. The pictures were deleted after the PEB members reacted and intervened.
  61. PS 38/253 Moscow, Russian Federation. At 13:43, a voter photographed the ballot paper. At the notification of the PEB president, the voter deleted the picture.
  62. PS 38/294 Istanbul, Republic of Turkey. At 13:46, a voter photographed the ballot paper. At the notification of the PEB president, the voter deleted the picture.
  63. PS 38/137 Milan, Italian Republic. There were four situations of violation of the secrecy of the vote by photographing the ballot paper at 11:10, 11:57, 12:15 and 12:26. The PEB’s response was prompt and the photos taken were deleted. The measures applied were limited to warning voters and deleting images.
  64. PS 38/223 Lisbon, Portuguese Republic. At 12:05, a voter photographed the ballot paper. Following the objection made by the PEB president, the picture was deleted.
  65. PS 38/043 Creteil, French Republic. At 13:08, the observer reported that a voter took a picture of the ballot paper and, at the request of the PEB President, complied and deleted the picture.
  66. PS 38/088 Frankfurt am Main, Federal Republic of Germany. At 13:20, the observer reported that a voter took a picture of the ballot paper and, at the request of the PEB President, complied and deleted the picture.
  67. PS 38/048 Strasbourg, French Republic. At 13:33, a voter photographed the ballot paper. The Observer notified the PEB president, at whose request the person deleted the photo. The voter claimed that he needed the photo because he was a journalist and presented a journalist ID.
  68. PS 38/006 Brussels, Kingdom of Belgium. At 15:34, a voter was observed photographing the ballot paper after voting. The PEB president asked him to delete the picture and he complied.
  69. PS 38/071 Bremen, Federal Republic of Germany. At 11:45, a voter was noticed photographing the ballot paper after voting. The PEB president asked him to delete the picture and he complied.
  70. PS 38/060 Potsdam, Federal Republic of Germany. At 15:30, a voter was observed photographing the ballot paper after voting. The PEB president asked him to delete the picture and he complied.
  71. PS 38/165 Bologna, Italian Republic. At 15:30, a voter was observed photographing the ballot paper after voting. The PEB president asked him to delete the picture and he complied.
  72. PS 38/072 Osanbruck, Federal Republic of Germany. At 15:19, the PEB member noticed a voter who took the photo in the voting booth, asked to delete it, after which the voter deleted the photo.
  73. PS 38/169 Ferrara, Italian Republic. The Observer mentions that, at 14:40, he noticed a voter who photographed the ballot paper. He immediately notified a PEB member, who made a objection to the voter. The voter reasoned that he had photographed the blank ballot paper. After that, the voter was allowed to vote. In two other situations involving the intervention of the PEB members, who observed voters holding their mobile phone in their hands in the voting booth. In both cases, their phones were temporarily withheld until the vote took place.
  74. PS 01/275 Chisinau, Stauceni. At 15:16, a voter was observed photographing the ballot paper. Two PEB members were notified of the incident, but they ignored the notification and continued the activity without taking any action. Later, the PEB president approached the voter, but found that the photo was already deleted.
  75. PS 35/78 Ungheni, Semeni. At 16:05, a voter photographed the ballot paper after casting his vote. The PEB president and the policeman were notified. A report was drawn up to the voter.
  76. PS 37/6 Causeni, Hagimus. Two voters exercised their right to vote in adjoining booths. After casting his vote, one of them approached the neighboring booth and indicated to the next door voter where to vote.
  77. PS 36/61 ATUG, Ferapontievca. At 14:45, a voter was observed photographing the ballot paper. The PEB president asked her to delete the photo and notified the police.
  78. PS 12/025 Criuleni, Mascauti Est. At 15:15, a voter tried to photograph the ballot paper, but was interrupted by the PEB president who warned the voter. The voter continued the voting process without taking the photo.
  79. PS 21/31 Ialoveni, Puhoi. The voting booths were misplaced, so the voter’s option could be seen when voting.
  80. PS 11/001 Cimislia. At 15:17, a voter with locomotor impairments was accompanied by a relative of 1st degree in the PS. Before entering the voting booth, he indicated where to affix the “voted” stamp. The PEB president warned the relative about ensuring the secrecy of the vote, but he repeatedly gave him indications about the option of voting.
  81. PS 25/28 Orhei, Crihana. At 16:21, the mislocation of the voting booths was detected. It could be seen how it was voting in the voting booths through two different windows in two different voting booths. Having being notified, the PEB president said that he did not have enough space.
  82. PS 25/21 Orhei, Braviceni. At 15:02, a couple entered the polling station. During the exercise of the right to vote, the wife indicated to her husband what to vote for and looked in his ballot paper. The PEB members did not notice this situation.
  83. PS 26/19 Rezina, Ignatei. At 14:50, the Promo-LEX observer noticed that a voter had photographed the ballot paper (the sound of the phone’s camera was clearly heard). The voter said he was unaware of the rule. The PEB members did not intervene.
  84. PS 08/042 Cantemir, Tartaul. At 15:56, a voter took the ballot paper. At the request of the PEB president, she deleted the photos.
  85. PS 01/177 Chisinau, Ciocana.  At 17:34, a voter entered the voting booth, photographed the ballot paper and left the PS. The PEB president failed to intervene.
  86. PS 01/078 Chisinau, Buiucani. At 18:07, at the polling station, a voter photographed the ballot paper. The PEB president intervened and the police were called.
  87. PS 01/058 Chisinau, Botanica. At 16:36, at the polling station, a voter was observed photographing the completed ballot paper, with the expressed option visible. The PEB members intervened and asked her to delete the photo. The voter complied.
  88. PS 21/005 Ialoveni. At 17:56, a voter photographed the ballot paper. At the request of the PEB president, he deleted it.
  89. PS 01/248 Chisinau, Riscani. At 17:13, a voter was observed entering the voting booth and taking a picture of the ballot paper. The PEB president and the policewoman approached that woman and insisted on deleting the photo of the ballot paper. The Promo-LEX observers determined that the “voted” stamp was not affixed to that ballot paper.
  90. PS 38/226 Portimao, Portuguese Republic. The observer said at 12:50, a voter photographed the ballot paper. The PEB president asked him to delete the photo, and it took place in the presence of the representative of an electoral competitor.
  91. PS 38/183 Udine, Italian Republic. At 13:59, the observer said a voter tried to photograph the ballot paper. The incident was noticed and reported to the PEB president, who intervened immediately. The voter admitted that he took the photo, deleted it.
  92. PS 38/250 Timisoara, Romania. The observer said that a voter photographed the ballot paper using the flash. The incident was noticed and reported to the PEB president, who intervened immediately. He was asked to delete the image. The incident was not reported to police.
  93. PS 38/008 Anderlecht, Kingdom of Belgium. At 14:08, the observer said that a voter was caught photographing the ballot paper.  After the PEB secretary’s objection, he refused to delete the photo and did not answer questions, leaving the room in a hurry.
  94. PS 38/063 Dusseldorf, Federal Republic of Germany. At 14:28, the observer reported that, in the voting booth, a voter was told that it was forbidden to photograph the ballot paper. The voter deleted the picture.
  95. PS 38/197 Essex, United Kingdom of Great Britain and Northern Ireland. The observer said that a voter took a photo of a voter near the ballot box, which showed the ballot paper and the chosen electoral competitor. The PEB president intervened, asking her to delete the photo and explaining that this was not allowed. Initially, the voter refused, but deleted later the image.
  96. PS 38/253 Moscow, Russian Federation. At 15:47, the observer said that a voter had photographed the ballot paper. The incident was immediately reported to the PEB president, who ordered that the person delete the photo.
  97. PS 38/222 Warsaw, Republic of Poland. At 14:20, a voter tried to photograph the ballot paper. She was noticed by the PEB members, who explained to her that photographing was not allowed. Meanwhile, the representative from an electoral competitor got actively involved, asking the voter to delete the photo from her phone and provide proof that the image no longer existed in the gallery. The PEB president was not in the room at the time.
  98. PS 38/068 Hamburg, Federal Republic of Germany. One voter filmed while voting and posted a video. The PEB president did not intervene in time to notify the voter to delete the video.
  99. PS 38/136 Milan, Italian Republic. At 15:05, a voter photographed the ballot paper, at the request to delete the photo, the voter left.
  100. PS 38/253 Moscow, Russian Federation. At 16:22, the voter took a photo of the ballot paper. The PEB was notified, after which the photo was deleted.
  101. PS 38/100 Dublin, Ireland. At 14:57, a voter was observed taking a picture of the ballot paper after affixing the stamp to the ballot paper. The PEB president approached and asked him to delete the picture and the voter complied.
  102. PS 38/39 Livry-Gargan, French Republic. At 14:20, a voter tried to film the ballot paper. The PEB president made him objection to which the man began to revolt, asked why the booths were located at 45 degrees. The PEB president tried to explain it to him, but the voter began to rebel and wrote a statement to the PEB.
  103. PS 38/219 Hague, Kingdom of the Netherlands. At 15:16, a voter was caught taking a picture of the ballot paper. This was reported by one of the representatives of the electoral competitors. The PEB member reacted without insisting on deleting the photo or any other reprimands.
  104. PS 38/043 Creteil, French Republic. At 15:18, the PEB members were notified that a voter had photographed the ballot paper. The PEB president asked him to delete the photo, but the voter revolted, refused the request and exercised his right to vote. After leaving the polling station, the voter stayed near it and began filming for about 10 minutes, claiming that his rights had been violated. Police were informed of the incident but did not intervene, saying they wanted to avoid escalating the conflict.
  105. PS 11/43 Cimislia, Suric. At 17:00, a quarrel between the representative of a competitor with a voter was observed. A competitor’s representative asked the voter to delete the photo from the phone, to which the voter deleted it, but only from the gallery, not the trash. The PEB president did not react in any way, he just watched from his chair this quarrel.

Filming of the voting process by representatives of competitors-6 cases 

  1. PS 38/041 Montreuil, French Republic. At 11:29, the observer said that a representative of the electoral competitor AUR monitored the voting process and used a counting device similar to that of the avia passengers, also had a video recording device, which was fixed to record the entire process. PEB members made no remarks to him in this regard, allowing him free observation.
  2. PS 38/032 Paris, French Republic. Representatives of an electoral competitor installed at the entrance to the PS a camera on a tripod that constantly filmed all voters entering the PS. Also, representatives of three electoral competitors kept track of the number of voters who showed up to vote.
  3. PS 38/150 Padua, Italian Republic. At 12:07, the observer said that a representative from an electoral competitor had installed a video camera inside the polling station, near the entrance, since early this morning. The PEB president was aware of this fact.
  4. PS 38/139 Padua, Italian Republic. Representatives of two electoral competitors had stands for filming in the PS.
  5. PS 38/150 Padua, Italian Republic. At 14:21, the Observer reported that a person accompanying the representative of an electoral competitor installed a video camera at the entrance and turned it to film in the direction of the ballot boxes. From the moment the Observer notified the PEB President and spoke to him, the person disconnected the camera.
  6. PS 38/279 Chicago, USA. Representatives of an electoral competitor installed a video camera in the PS to film the entire voting process. It was removed for half an hour, then reinstalled. The PEB member warned several times that filming was not allowed.

Electoral campaigning or black PR in the 100 m perimeter and/or in the polling station to influence voters’ choice – 7 cases. On Election Day, any form of electoral campaigning or promotion of negative information (black PR) is strictly prohibited, so as not to influence the voter’s choice.

  1. PS 01/175 Chisinau, Ciocana. At 12:30 a person who accompanied a voter to the voting booth for persons with disabilities came with a competitor’s newspaper in hand, which was visible. The PEB members warned that it was forbidden and the person put the newspaper under his arm.
  2. PS 01/231 Chisinau, Riscani. At 13:09, a voter who was in the voting booth could not find the candidate she wanted to vote for and appealed to a voter who was next door. The latter began to persuade the first voter to vote for a competitor. Observers warned the voter trying to influence the vote that it was not allowed and the person stopped.
  3. PS 37/6 Causeni, Hagimus. At the entrance to the polling station, a voter (the son) indicated to his father the option to vote, pointing with his finger on the model of the ballot paper displayed at the premises, next to an electoral competitor.
  4. PS 01/210 Chisinau, Riscani. At 14:16 in the PS, a voter was observed suggesting to a voter who to vote for.
  5. PS 37/5 Causeni, Copanca. At 13:00, a woman was observed at the polling station making electoral campaigning, urging more voters, especially elderly persons, how to vote. She was telling them and showing them the competitor to vote for. The situation lasted about 10 minutes, after which the woman and that group went in to vote.
  6. PS 19/23 Glodeni Fundurii Noi. At 07:36, a notebook with the inscription of a competitor was found at one of the representatives. The PEB president was informed and she replaced the notebook with an A4 sheet.
  7. PS 18/12 Floresti Bahrinesti. At 16:18, a voter after casting his vote indicated to another with his finger on the ballot paper whom to vote for.

Unjustified group voting (there are 2 and more persons in the voting booths) or when one and the same person assists several times voters who cannot fill out the ballot papers by themselves – 23 cases. Voting must be secret and freely expressed, and group voting violates these principles and may be a way of controlling the vote or exercising improper influence on the voter.

  1. PS 16/48 Edinet, Trinca. At 12:00, 2 persons were observed in the voting booth who were consulting on the voting decision. At the verbal objection of the PEB president, they separated.
  2. PS 23/28 Nisporeni Milesti. At 12:15, it was found that two persons wanted to vote in the same voting booth. The PEB members intervened and did not allow them.
  3. PS 01/181 Chisinau, Ciocana. Instead of a voter in a wheelchair, another voter who was accompanying him voted. From the discussion with the PEB members, it was mentioned that it was about husband and wife. The PEB members did not react, having argued to observers that they always voted this way.
  4. PS 32/26 Stefan Voda, Slobozia. Inside the polling station, two voters in the adjacent voting booths were discussing, and one of them approached the other’s booth for about 5-7 seconds. The PEB members observed them, after which voters continued to vote separately, in separate booths.
  5. PS 01/089 Chisinau, Buiucani. At 14:20 two voters, who came together, entered the same booth to vote. The PEB president intervened but the voters did not react, saying one of them did not see well. Appearances didn’t confirm.
  6. PS 37/6 Causeni, Hagimus. In the polling station, at the voting booths, a voter (son), after exercising his vote, indicated to another voter (mother) the option to vote, approaching her booth and saying “there”. The PEB president intervened and asked them to step aside.
  7. PS 09/016 Calarasi, Hirova. At about 11:30 and 11:40, two instances of unjustified group voting were observed. In both situations, attendants affixed the stamp instead of voters with disabilities. The PEB members limited themselves to warnings, without taking any further action.
  8. PS 24/34 Ocnita Valcinet. At 14:51 in the voting booth, at the same time, there were two voters. One of them dictated to the other who to vote for. The two voters were immediately warned by the PEB president and then complied.
  9. PS 32/17 Stefan Voda, Olanesti. At 14:40, a voter and her son wanted to vote in the same voting booth. At the objections of the PEB President, voters voted separately.
  10. PS 01/270 Chisinau, Ghidighici. A voter walked into the voting booth with another voter and showed him where to affix the stamp. The PEB president approached to let them know that it was not allowed, and they ignored this, saying that the man was sick. The PEB president claimed they create such problems every year.
  11. PS 35/31 Ungheni, Stolniceni. At 14:57, two voters voted in a group, the PEB members made to them objections but voters ignored.
  12. PS 24/34 Ocnita Valcinet. At 15:03, it was found that two persons, husband and wife, entered the voting booth simultaneously. The situation lasted for several seconds, during which the PEB members failed to intervene. The two persons showed no visible signs of visual or mobility impairment.
  13. PS 01/147 Chisinau, Centru. At 15:55, a voter after voting approached the neighboring booth and consulted the voter there. The PEB members did not react.
  14. PS 01/077 Chisinau, Buiucani. At 15:44, two voters, mother and daughter, who most likely had vision problems, showed up at the PS. Both voted in the same voting booth, and no magnifying glass or envelope-template was requested from the PEB. They did not react to the PEB President’s objection.
  15. PS 37/10 Transnistria, Rezina. At 13:50, the husband and wife picked up their ballot papers. The woman headed to booth 4 to vote, and the man entered her booth. The PEB president approached them and pointed out that it was not allowed for two persons to vote together. The man said: “I just wanted to tell her not to vote for “bird””, and the PEB president reiterated to him that they had no right to influence the vote of other voters.
  16. PS 01/146 Chisinau, Centru. At 16:04, two elderly persons voted in the same voting booth, consulting each other whom to vote for. Despite the PEB President’s intervention, they voted together.
  17. PS 01/157 Chisinau, Ciocana. At 15:39 two older voters, husband and wife, entered the voting booth together. The PEB president warned them that 2 persons could not vote, but they had already voted.
  18. PS 01/071 Chisinau, Buiucani. At 16:09, two voters voted together in the same voting booth, claiming that one of them had vision problems and would need help even if the PEB president gave her a magnifying glass. The PEB president when he saw it, made immediately a objection, and the persons concerned voted separately.
  19. PS 01/126 Chisinau, Centru. At 16:22, two elderly persons, even if they came separately, entered the voting booth together to vote. None of them had vision difficulties. The PEB president said: “We can understand them, as they are spouses and they help each other”.
  20. PS 02/021 Balti. At 15:05, a group of three voters, members of the same family, tried to vote together in the same voting booth. The PEB members intervened. They voted later in separate voting
  21. PS 18/27 Floresti, Frumusica. At 16:37, a voter walked with his mother into the voting booth indicating whom to vote for. The voter was notified by the PEB member that he had no right to be in the booth, and he had to leave it.
  22. PS 29/74 Soroca, Zastinca. At 16:50, two voters were in the same voting booth, with no visible signs of disability. The PEB members did not react.
  23. PS 24/35 Ocnita, Codreni. At 16:49, the presence of two voters in the voting booth was observed, one of them assisting the voter in selecting the candidate. The PEB president intervened immediately and proposed that the visually impaired voter should vote in the booth designed for persons with disabilities, using a magnifying glass.

Restricted access for observers or obstruction of the free observation process in the polling station – 4 cases. It is essential that observers can monitor the conduct of elections in order to ensure their transparency and fairness.

  1. PS 01/54 Chisinau, Botanica. At 13:12, the PEB president asked the observers to sit and not to move freely in the hall, after they detected two cases of ballot paper shooting.
  2. PS 01/310 Chisinau, Tohatin. At 16:30, the Promo-LEX observers reported that free viewing for observers was not possible. The place arranged for observers was located at a great distance from the voting booths (10 m).

Difficulties related to access of representatives of electoral competitors in the PS – 1 case 

  1. PS 38/100 Dublin, Ireland. At 10:36, a person who presented himself as a representative of an electoral competitor was not found in the CEC lists. He was present in the PS until 10:40, later he was asked to leave the PS.

Incidents related to the organization of voting  

Ballot papers that were not distributed to the PEB members are not kept in a safe/closet inside the polling station – 12 cases. We specify that the storage of the ballot papers that were not distributed must take place in accordance with the legal regulations, in order to ensure the integrity and security of the electoral process.

  1. PS 22/16 Leova, Hirtop. At 11:25, it was found that the safe was missing in the PS. The PEB president argued that the PS was not equipped with a safe.
  2. PS 21/20 Ialoveni, Misovca. At 12:30, it was found that the ballot papers that were not distributed to the PEB members had been stored under a bench in the school premises.
  3. PS 28/42 Singerei Bocancea Schit. At 12:22, it was found that the ballot papers that were not distributed were not kept in the safe or closet of the PS but were kept on the window. The PEB president noted that the ballot papers were kept in the safe in the village near Dumbravita, they were brought to the PS later in the morning. It was also explained that the space was small and they did not have what was needed and kept the ballot papers on the window in the respective room.
  4. PS 25/40 Orhei Furceni. At 11:40, it was found that the ballot papers that were not distributed were kept on the floor of the PS stage. Having been informed, the PEB president did not take action.
  5. PS 20/09 Hincesti Draguseni. At 12:42, it was found that the ballot papers that were not distributed to the PEB members were not kept in the safe, but were on a window behind the PEB president and secretary. The PEB president noted that the PS was not equipped with a safe or closet.
  6. PS 22/42 Leova, Saratica Veche. At 12:35, it was found that the ballot papers that were not distributed were not kept in the safe or closet inside the PS, but inside the desk of the PEB president and secretary. According to the PEB president, they were previously stored in the city hall and transported later to the PS.
  7. PS 25/25 Hincesti Ciuciuleni. At 13:55, it was found that the ballot papers that were not distributed were kept on the window, behind the PEB president and secretary and were not kept in the safe or closet. They reasoned that it was not possible to transport the safe to the polling station.
  8. PS 20/63 Hincesti Cornesti. At 13:30, it was found that the ballot papers that were not distributed were on the table of the PEB Secretary. When asked by the PEB president about the lack of keeping them in a safe or locked closet, she replied that the PS did not have such facilities.
  9. PS 25/19 Orhei Cihoreni. At 14:35, it was found that the ballot papers that were not distributed were observed being kept under the table, in an open, free access package. The PEB president noted that they were safe at her feet and that she personally took care of them.
  10. PS 18/27 Floresti, Frumusica. At 15:53, it was found that the safe with the ballot papers that were not distributed was in another room, and not in the PS.
  11. PS 20/61 Hincesti Secareni. At 15:25, it was found that the ballot papers that were not distributed were kept on the stage staircase, behind the PEB president. When asked to explain why they were not in a safe or locked closet, the president noted that the PS did not have such means of storage.
  12. PS 22/36 Leova, Saratica Noua. At 15:20, it was discovered that since the opening of the PS, the ballot papers that were not distributed were not kept in the safe or closet inside the PS, but were kept on the windowsill (behind the back of the president and the secretary of the PS). The answer of the PS president was reasoned by the fact that the ballot papers were kept inside the city hall and brought together with the policeman because there was no safe in the PS.
  13. PS 20/62 Hincesti Secarenii Noi. At 16:35, it was discovered that the ballot papers that were not distributed were kept on the table next to the PEB Secretary. The PEB president said he did not have a safe or closet.

Deficiencies in electoral lists – 26 cases.  

  1. PS 01/211 Chisinau, Riscani. At 12:28, it was found that in the case of two voters, who were married and have certificates of residence at the same address, the husband was in the electoral lists, and the wife did not. During the entire electoral process, there were registered 7 persons who did not find themselves in the basic list even if they were from the area. The PEB members included them in the supplementary list.
  2. PS 06/35 Briceni, Slobozia-Sirauti. At 12:20, it was found that in the electoral list of PS 6/35, there was a deceased person. The PEB president noted that the person died four days ago.
  3. PS 12/021 Criuleni, Hrusova. At about 11:00, a voter domiciled in Hrusova village, Criuleni district was not found in the electoral lists. From the voter’s point of view, this problem has persisted for three years. The voter voted according to the supplementary lists.
  4. PS 01/268 Chisinau, Dumbrava. At about 13:17, a citizen approached to exercise his right to vote. After having been checked in the SAIS system, he was assigned to Truseni, where respectively he was supposed to go and vote. He was missing in the basic lists. The voter was allowed to vote in the PS 1/268, Dumbrava, Truseni, and was entered in the supplementary list.
  5. PS 12/021 Criuleni, Hrusova. At about 12:07, a resident of Hrusova village, although she had a residence visa in the village, was listed in the SIAS system as being assigned to a PS in Raduleni, Ungheni district. Until the situation was clarified, she was not allowed to vote, in the meantime she left the PS.
  6. PS 07/44 Cahul, Larga Noua. At 13:13, a voter was not registered in the voting system. It was found that on 25.09.2025 he picked up the identity card from PSA.
  7. PS 09/026 Calarasi, Oniscani. At 11:33, a voter was not identified in the SAIS Elections. According to the identity card, the domicile was established in Oniscani village. He was later added to the supplementary list and voted.
  8. PS 02/037 Balti. At about 12:00, a voter residing in Balti, was not found in the basic list. According to SAIS Elections, she was registered to vote in Russia. She was later added to the supplementary list and voted.
  9. PS 19/10 Glodeni Tomestii Noi. At 11:20, a voter residing in the village came to vote but did not appear in the electoral list. But he was later found by SAIS Elections operators in the list in another country. According to the voter, he has never been abroad. The PEB president allowed him to vote according to the supplementary lists.
  10. PS 06/02 Briceni, Briceni. At 14:15, it was found that six persons had been included in the supplementary list due to having been wrongly assigned to the PS 06/02.
  11. PS 36/22 ATUG Vulcanesti. 13 voters who received an invitation to vote at home and were included in the preventive electoral lists were not included in the basic lists. The PEB president allowed them to vote according to the supplementary lists. According to her, 1500 persons were registered in the preliminary lists, and only 1478 in the basic lists, although the PEB members did not request changes to the lists.
  12. PS 16/003 Edinet. At 11:52, 13:00, 14:45 and 16:00, four cases were recorded in which four voters were not identified in the basic electoral list. After additional checks by the PEB members, they were included in the supplementary list and exercised their right to vote.
  13. PS 07/20 Cahul, Badicul Moldovenesc. At 14:30, two persons, residents of Badicul Moldovenesc village, came to the PS to exercise their right to vote. Upon verification, it was found that they were registered for voting in the Russian Federation. Voters said they had not personally conducted such a registration.
  14. PS 02/021 Balti. At 12:40, a voter was not identified in the basic electoral list. After further checks by the PEB members, she was entered in the supplementary list, after which she was able to vote.
  15. PS 07/55 Cahul, Slobozia Mare. At 14:43, the PEB president said that, although electoral lists with 2742 voters were initially submitted, lists with only 2682 voters were received from the CEC, without explanation of the difference. According to the president’s assumption, some of the voters would have been assigned to another station in the locality. For this reason, elderly or sick persons who geographically belong to this station, but were not in the basic list, were entered in the supplementary lists. By the time of the finding, 13 voters had voted in this way.
  16. PS 21/35 Ialoveni, Razeni. At 14:25, it was found that 54 voters were already registered in the supplementary lists. The reason cited was the fact that some citizens were included incorrectly in the electoral lists. In such cases, the PEB president directs the voters to other sections of the locality, according to the assignment in the lists.
  17. PS 7/6 Cahul. At 11:35, a voter appeared in the basic electoral lists at a certain address, but he appeared at a different address in SAIS Elections. The case was not solved, and the voter gave up his right to vote.
  18. PS 21/35 Ialoveni, Razeni. At 15:08, a voter approached to exercise his right to vote. The operator found that he was listed in the PS 21/33 and informed him that he had to vote there. The voter revolted, saying that the PEB president told him that he had the right to vote at the section 21/35. The person did not leave immediately, but remained in the premises, requesting reporting of the incident.
  19. PS 19/16 Glodeni Cobani. At 11:25, a citizen showed up to vote and following the introduction of the IDNP by the SAIS Elections operator, it was discovered that he had been included in the preliminary lists from abroad. The citizen in question lived for many years in Russia and believed that because of this he was introduced into the lists abroad. After the PEB president in Cobani consulted with the CEC, the citizen was allowed to vote.
  20. PS 33/20 Taraclia Cealic. At 15:15, a voter came to the PS without a visa of residence and without presenting supporting documents on domicile. However, she was issued with a ballot paper and placed in the supplementary list. According to other observers and representatives, it was not the first case of its kind recorded that day in the locality.
  21. PS 19/025 Glodeni, Hisdieni. At around 15:00, a voter domiciled in Hijdieni village was not in the basic list. According to SAIS Elections, she was registered to vote in Russia. She was later added to the supplementary list and voted.
  22. PS 01/259 Chisinau, Singera. At 14:59, in the case of a voter, an inconsistency was observed between the domicile address in the identity document and the domicile according to SAIS Elections data. Thus, the voter was not in the basic lists. In the end, the voter was not allowed to vote at the given section.
  23. PS 01/058 Chisinau, Botanica. At 15:42, a voter photographed the ballot paper in the PS. The reaction of the PEB was prompt, the president asked to delete the photo and explained the seriousness of the violation. As a result, the voter deleted the photo.
  24. PS 07/045 Cahul, Lebedenco. At around 15:45, a voter was not found in the basic list. According to SAIS Elections, she was registered to vote in another country. She was later added to the supplementary list and voted.
  25. PS 16/07 Edinet, Alexandreni. At 15:00 in the PS of the village of Alexandreni, a person who did not reside in the village, with the identity documents of another person from the village of Alexandreni, appeared and asked to vote. The SAIS Elections operator entered the data into the system then the PEB president announced that that person was a bed patient, and he did not submit any application. The police were immediately notified by the PEB president, who intervened. The president of the DEC was also notified and the act of finding was drawn up.
  26. PS 06/017 Briceni, Corjeuti. At around 15:40, two voters, recently released from detention, showed up. According to SAIS Elections, they were not assigned to the PS of Corjeuti. They were not included in the supplementary list and their right to vote was restricted.
  27. PS 19/35 Glodeni Moara Domneasca. At 09:50, a voter came to the PS to vote. Having being checked in SAIS Elections, the operators found that he was not in the electoral lists where he has a residence visa, but he was in the lists in another country.
  28. PS 02/053 Balti. A voter informed the PEB members that her son, who died 2 years ago, was in the basic list. The PEB president and the policeman explained to her the procedure for excluding the deceased from the list.
  29. PS 25/75 Orhei Teleseu. The electoral lists include two persons who have died over 10 years. The PEB president noted that the supporting documents were presented earlier, but the persons were not removed and continue to be included in the lists at each election.
  30. PS 01/044 Chisinau, Botanica. At 16:08, a voter mentioned that a deceased relative was included in the electoral lists, which he warned about several times in the previous elections. According to the secretary and the president of the polling station, relatives lost the act of death, and cannot prove his death.
  31. PS 19/8 Glodeni, Balatina. At 12:20, a voter was not in the basic electoral lists. It was known that the person was there two weeks ago. He was allowed to vote according to the supplementary list.
  32. PS 07/56 Cahul, Slobozia Mare. At 15:50, it was discovered that there were two PSs in the village. In one of these, 68 electors were registered in the supplementary lists, as the PEB members registered in these lists elderly or sick persons, who, although they would correspond geographically to this section, were not included in the basic lists. Of the 68 voters, two voted based on their voting certificate.
  33. PS 01/270 Chisinau, Ghidighici. At 16:30, according to the PEB president, 12 persons who have their residence within the precinct, but were not in the basic lists were registered in the supplementary list.
  34. PS 01/098 Chisinau, Buiucani. At 16:27, two electors were identified who have their domicile within the precinct, but were not in the basic electoral list, and was entered in the additional list.
  35. PS 01/296 Chisinau, Codru. (based on citizens’ notification) at 12:00, a voter showed up with her husband at the polling station to exercise their right to vote. They were told at the polling station that they had to go to another polling station. Arriving at the indicated section, the voter was in the basic electoral list, but her husband was not in the list and he was told that he had to go to another section in Buiucani sector. The voter mentioned that both have the same domicile, which was confirmed by the identity cards. Only after discussions and insistence, the PEB President ordered the inclusion of the spouse in the supplementary electoral list, thus allowing him to exercise his right to vote.
  36. PS 01/104 Chisinau, Buiucani. (based on citizens’ notification) at 16:50, a voter showed up at the polling station to exercise his right to vote. When presenting the identity card, he was informed that the SAIS Elections system indicated that he must vote in his home village, although the address entered in the identity card corresponded to the polling station at which he went. The voter was not allowed to exercise his right to vote.
  37. PS 01/264 Chisinau, Vatra. By 16:30, according to the PEB president, 18 persons who had domicile within the precinct but were not included in the basic list voted according to the supplementary list.
  38. PS 01/071 Chisinau, Buiucani. By 16:32, 2 persons had been identified who were domiciled within the precinct but were not included in the basic list.
  39. PS 01/093 Chisinau, Buiucani. By 16:34, 2 persons had been identified who were domiciled within the precinct but were not included in the basic list.
  40. PS 01/087 Chisinau, Buiucani. By 16:30, it was found that 8 voters were included in the supplementary lists because they were domiciled at one of the addresses assigned to given PS.
  41. PS 01/111 Chisinau, Buiuicani. Two persons were not in the basic list and were placed in the supplementary list, although they were residing within the precinct.
  42. PS 01/085 Chisinau, Buiuicani. By 16:26, a total of 30 electors had voted according to the supplementary lists because they were not in the basic lists.
  43. PS 01/083 Chisinau, Buiucani. By 16:40, a number of 5 voters were registered in the supplementary lists, as they were not in the basic lists, although they have their domicile within the precinct.
  44. PS 01/078 Chisinau, Buiucani. At 16:43, it was found that 3 persons who were domiciled for this section, but were not in the basic list were entered in the supplementary list.
  45. PS 01/076 Chisinau, Buiucani. By 16:30, a number of 6 voters residing in the PS were not in the basic lists and were registered in the supplementary lists.
  46. PS 01/027 Chisinau, Botanica. By 17:20, a voter residing within the precinct who was not included in the basic lists was found and voted according to the supplementary list.
  47. PS 01/258 Chisinau, Durlesti. At 16:43, according to the information provided by the PEB president, in total, there were 10 persons who were not in the basic lists, but appeared in the State Register of voters.
  48. PS 01/134 Chisinau, Centru. At 16:55, a voter saw that his relative who died 20 years ago, but was still in the voter rolls. The PEB members said he must apply to the CEC. He said that applications have been written to the check, but anyway he found each time him in the lists again.
  49. PS 01/086 Chisinau, Buiucani. By 17:05, 7 cases were recorded in which, although according to the data from the ballot paper, the voters should have been assigned to this polling station, they were missing in the basic lists.
  50. PS 01/268 Chisinau, Dumbrava. At 12:57 and 13:57, there were two voters who were domiciled, according to the identity card, in the area of the polling station. However, they were not in the basic lists and were entered in the supplementary lists.
  51. PS 21/42 Ialoveni, Tipala. At 16:50, a voter came to vote to the PS. When he approached the SAIS Elections operator, he was told that he was in the lists of Baltati, but anyway he was allowed to vote according to the supplementary list with the consent of the PEB President.
  52. PS 01/108 Chisinau, Buiucani. At 14:01, a voter showed up who was domiciled, according to the identity document, in the area of the polling station, but did not appear in the basic list. After several consultations with the CEC, the PEB president decided to put him in the supplementary list.
  53. PS 01/081 Chisinau, Buiucani. Between 17:22 and 17:30, two voters registered in the basic electoral list were identified, although they were not domiciled here according to the State Register of voters.
  54. PS 01/089 Chisinau, Buiucani. At 17:35, according to the data provided by the PEB president, there were 18 voters who according to the documents were domiciled within the precinct, but were not in the basic lists.
  55. PS 01/081 Chisinau, Buiucani. At 17:30 a voter, upon receiving the ballot paper, noticed that his father, who had been dead for 15 years, was still on his address. The PEB president said he knew about the case.
  56. PS 01/086 Chisinau, Buiucani. At around 17:35, a voter was informed by SAIS operators that she was assigned to another polling station. However, according to the domicile in the identity card, she corresponded to the area of the current station, although she did not appear in the basic list. The station president included the voter in the supplementary list.
  57. PS 01/267 Chisinau, Truseni. At 17:55, a voter who was domiciled within the precinct, who turned 18 in September, showed up at the polling station but was not in the basic list. The president, after consulting over the phone, decided to put the voter in the supplementary list.
  58. PS 01/108 Chisinau, Buiucani. At 14:47, it was found that one voter, although residing in the area of the polling station, was not in the basic list. Following the notification of the PEB president, he was placed in the supplementary list.
  59. PS 01/103 Chisinau, Buiucani. At 17:50, a voter showed up who was domiciled, according to the identity document, in the area of the polling station, but did not appear in the basic list. In the SAIS Elections system, he appeared as assigned to a polling station in Stauceni. The voter mentioned that he had previously voted at that section, according to the domicile. The PEB president decided to put him in the supplementary list.
  60. PS 01/092 Chisinau, Buiucani. At 17:56, two voters residing within the precinct were not in the basic lists.
  61. PS 16/43 Edinet, Ruseni. At 16:59, five cases were found in which voters were not in the basic electoral lists, but were assigned abroad. The decision was taken to include them in the supplementary electoral lists.
  62. PS 01/75 Chisinau, Buiucani. At 17:10, the PEB president notified that four persons were not found in the basic list, even if the address of residence corresponded to the PS.

Deficiencies in the operation of the SAIS Elections (technical errors, problems related to voter registration, etc.) – 7 cases. If the SAIS Elections becomes unworkable, jams may occur in the process of registering voters who show up to vote. The role of this system is also to prevent multiple voting.

  1. PS 36/51 ATUG Congaz. At 13:48, it was found that from 13:48, SAIS Elections operated with interruptions, which led to the formation of a large queue of voters in front of the PS. The PEB president informed the CEC about the deficiency, and the answer received was that, provisionally, voters should be registered manually and allowed to enter by six persons in the PS, and then the data should be entered electronically. The technical problem was fixed at 14:10.
  2. PS 37/2 Transnistrian region, Gura Bicului. The SAIS Elections program experienced technical deficiencies for about 40 minutes, which blocked the work of the section, and voting was stopped and voters waited outside. After fixing the problem, the operation of the section resumed.
  3. PS 01/157 Chisinau, Ciocana. At 16:07, the system from both computers of SAIS Elections operators did not work for 4 min. When entering the person’s IDNP, the system showed error. After the PEB president reported the problem, the problem was resolved.
  4. PS 01/142 Chisinau, Centru. At 16:07, the SAIS Elections system did not work for 2-4 minutes.
  5. PS 36/43 ATUG Chirsova. Operators encountered a SAIS system failure, indicating that the problem would be related to the internet connection. In this situation, voters were allowed to vote, and the data were manually recorded on paper. This led to the formation of an agglomeration. The incident took place between 13:50 and 14:20.
  6. PS 37/11 Rezina. Between 14:00 and 14:15, the SAIS Elections system experienced a malfunction. Five persons waited in line until the problem was fixed.
  7. PS 25/2 Orhei. A voter, acting as a driver of the polling station, tried to exercise his right to vote. When checking in SAIS, it was found that he was recorded as already voted in Chisinau. The voter was offered to vote according to the supplementary lists, but he refused.
  8. PS 36/50 ATUG Congaz. The connection to the SAIS Elections system was lost at the polling station between 14:21 and 15:01. During this period, only one operator worked.
  9. PS 38/098 Dublin, Ireland. A SAIS operator had disconnections from the VPN which created difficulties with registering persons in the system. The last one was at 13:17 and the reconnection took about 5 minutes. At 8:30, for the same reason, a voter was not entered into the system at the time of voting.  The PEB president was notified and saved the voter’s data that were then entered into the SAIS system.
  10. PS 38/019 Prague, Czech Republic. Between 13:45 and 13:50, an internet connection interruption occurred for SAIS Elections operators. They immediately informed the PEB president, who took the decision to suspend the voting process until the connection was restored.
  11. PS 38/087 Frankfurt am Main, Federal Republic of Germany. From 15:50 to 15:55, the SAIS Elections did not work because of the connection with the internet. The operators resumed their work after 5 minutes.
  12. PS 38/006 Brussels, Kingdom of Belgium. The SAIS stopped operating at 15:38 for a period of about 5-7 minutes. It resumed work after multiple attempts by SAIS operators to reset it.

Voting with non-compliant identity documents (expired identity card, digital identity documents) – 2 cases. Voters must present valid identity documents in order to exercise their right to vote. An exception is allowed in the case of diaspora voters, who can vote with the passport including the expired validity period, if other situations in which, according to the legal provisions, it has become invalid, did not occurred.

  1. PS 23/42 Nisporeni Zberoaia. An attempt to vote with non-compliant identity documents was recorded. A voter showed up at SAIS operators using her father’s ID card. The situation was later detected by the responsible PEB member, who found that the act did not belong to her. The voter was not issued a ballot paper.
  2. PS 02/029 Balti. At 14:40, a voter voted on the basis of a copy of his identity card and driver’s license. The PEB president allowed the exercise of the right to vote with non-compliant acts, following the unanimous decision of the PEB members.
  3. PS 29/39 Soroca, Oclanda. At 14:10, a voter who applied for the mobile ballot box could not find his passport. The PEB member in charge of the mobile ballot box allowed him to vote without ID card. The PEB member also pointed his finger where to affix the stamp because the voter said he did not know who to vote for.

Deficiencies related to mobile ballot box voting in curative institutions (asylums, placement centers) – 9 cases. Voters in curative institutions must be provided with the conditions of direct, secret and freely expressed voting, as well as those who vote in polling stations.

  1. PS 23/28 Nisporeni Milesti. At 12:15, it was found that at the multipurpose community center, the nurse helped and in some cases even voted with the elders because they were blind and unable to speak who they wanted to vote for. The PEB members reacted and members of the institution reasoned that the elders were not able and some of them were blind.
  2. PS 16/22 Edinet, Brinzeni. At 13:04, at the Placement Center in Brinzeni village, the mobile ballot box was too small for so many 183 voters. The stamp had too much ink. Ballot papers were crumpled and pushed into the ballot box.
  3. PS 07/51 Cahul Moscovei. At 13:17, inside the Cahul District Asylum, an elderly voter said she did not know who to vote for. An asylum worker told her to affix the stamp anywhere, and later indicated to the voter where to put it. The voting booth was installed in a way that did not ensure the secrecy of the vote.
  4. PS 01/150 Chisinau, Centru. At 13:55, during the voting process at the Republican asylum for invalids, veterans of labor and war, a person waiting to vote made “pro-EU” electoral campaigning and expressed negative messages towards a competitor. A PEB member asked him to keep quiet and stop political discussions, but the voter did not comply. The person was invited to vote outside the formed line, and after exercising the vote left the space.
  5. PS 25/73 Orhei Susleni. At 14:30, after moving with two PEB members to the nursing home in Susleni, in the arranged polling hall, it was found that the voting booth was not located in such a way as to ensure the secrecy of the vote. At the same time, one of the voters approached three other voters in succession, indicating which candidate to vote for, namely an electoral competitor. Later, in the wards of the immobilized patients, they verbally expressed their option, and an employee of the asylum affixed the stamp to the ballot paper instead of the voters.
  6. PS 25/73 Orhei Susleni. At 14:15, during the trip with the mobile ballot box to the nursing home in Susleni, together with the PEB members, it was noticed that the representative of a competitor repeatedly suggested voters to vote for a competitor.
  7. PS 25/73 Orhei Susleni. At 14:05, in the nursing home in Susleni, a voter, after affixing the stamp, failed to put the ballot paper in the ballot box. At that moment, the representative of a competitor approached and, having taken the ballot paper, put it in the ballot box.
  8. PS 12/02 Criuleni, Criuleni Centru. At 15:04, during the mobile ballot box trip to the Placement Center for elderly and disabled persons, it was found that the head of the Center omitted the inclusion of a beneficiary in the electoral list, and he could not exercise his right to vote.
  9. PS 25/8, Orhei. At 15:20 in a private asylum, most of the beneficiaries of the institution were guided by attendants (who presented themselves as social workers) to affix the voting stamp to the ballot paper, although at least 10 could exercise their right to vote without being assisted.

Incidents related to voting influence 

Rumors, attempts or even situations of material or monetary rewards offered to voters in the perimeter of 100 m of the polling station to determine the voters’ vote – 3 cases. These practices, the purpose of which is to influence the vote, are strictly prohibited and endanger the integrity of the electoral process.

  1. PS 02/48 Balti. At 13:05, a group of seven persons were heard saying they had been sent from work place to vote with a competitor. The incident happened outside the polling station.
  2. PS 23/11 Nisporeni Bolduresti. At 16:02, it was discovered how the representative of an electoral competitor was surprised how he communicated on the phone and called persons to vote and told them that he remunerated them and they must come to vote, having a notebook with notes. The person was unidentified. The PEB president has been informed.
  3. PS 37/5 Transnistrian region Copanca. The Promo-LEX observer noted one person passing money to two voters after they left the polling station. The person was next to a vehicle with Transnistrian number T657, parked opposite the polling station. The currency of the transmitted amounts could not be identified.

Organized transportation of voters (buses, minibuses, or other transport units that would normally not be around the polling station) – 2 cases. Compliance with this prohibition is aimed at maintaining the integrity of elections.

  1. PS 11/7, Cimislia. At 11:16, persons were seen getting in an organized manner into a car.
  2. PS 20/001, Hincesti. At about 12:00, a bus with the registration number IL 05 PET (occasional trip) was noticed, from which several dozen voters descended, who formed a line at the PS. The Promo-LEX Observer asked the driver for what purpose this trip was organized, he said it was an organized trip from Chisinau for a visit to Manuc Bei Mansion.
  3. PS 36/36 ATUG, Bugeac. At 12:04, a driver with a red car of the old type was noticed, and he brought voters twice. The first time, around 12:05, he brought one person to vote, and about 15 minutes later he returned with another person. At the second arrival, a policeman approached him and told him not to come back.
  4. PS 38/248 Romania, Sibiu. In front of the polling station, there was noticed a large group of young persons who were transported in an organized manner in a black bus with Moldovan registration number KHC 029.
  5. PS 01/237 Chisinau, Riscani. At 14:13, a group of 11 older voters, who arrived in an organized manner at the polling station in three cars entered the polling station. In the section, they were discussing among themselves the option of voting. The president objected them.
  6. PS 07/37 Cahul, Doina. At 11:25, it was discovered that around 11:25-12:00, the inhabitants of the village of Iasnaia Poleana were brought in an organized manner by a local leader of agricultural land to the PS from the village of Doina. According to the findings of the Promo-LEX observers, such cases repeated approximately every year.

Cases of intimidation or acts of violence involving participants in the voting process (voters, observers, mass media, PEB members, etc.)–4 cases. Intimidation can take various forms, from verbal threats to physical violence, and can have a significant impact on participants in the electoral process.

  1. PS 11/36 Cimislia, Mihailovca. Following the finding of the presence of the candidate for the position of deputy from a competitor in the polling station, she was photographed by the Promo-LEX observer, and as a result – the Promo-LEX Observer was threatened, a fact witnessed by a present policeman. Later, a patrol car intervened, to which the incident was described, and the policeman at the scene confirmed that the woman was seen several times coming and leaving the polling station.
  2. PS 21/29 Ialoveni, Nimoreni. At 10:22, the representative of a competitor from the section walked out of the PS to the outside. The observer from the UJM followed her, accusing her of making electoral campaigning. There was a brief exchange between them in a high tone, after which the situation calmed down. The PEB president failed to intervene during the incident.
  3. PS 38/176 Turin, Italian Republic. The Observer said that at 11:50, a voter tore up the ballot paper, having reasoned that he had done so as no one else could use it. During the incident, he manhandled the PEB president. The Carabinieri were called to the scene, and the voter left with them.
  4. PS 01/120 Chisinau, Centru. By 16:05, a person, possibly a representative of a competitor, was restricting the PEB activity through quarrels, permanent inquires and questions, taking pictures in the polling station. The PEB asked for the intervention of the higher electoral bodies, who after discussions of about 15 minutes forced the person to leave.

Bomb alerts and suspension of voting process – 9 cases. 

  1. PS 38/007 Belgium, Brussels. The observer said the polling station was bomb-alerted at 13:37. People in the premises were evacuated, and the police intervened and blocked the entire boulevard. Ballot papers and electoral lists were stored in a closet/safe, and the video camera was not disconnected and continued to operate.
  2. PS 38/266 Kingdom of Spain, Alicante. At 14:15, the information came to the DEC no. 38 about a bomb alert at the polling station. Voting was suspended, the entire hotel (where the PS was located) had been evacuated.
  3. PS 37/2 Transnistrian region Gura Bicului. At 16:30, the election process was suspended due to a bomb alert. At 16:45, the process resumed and continues according to established procedures.
  4. Rezina – Ribnita Bridge. At 16:45, the police blocked the traffic on the Ribnita bridge in both directions because there was a bomb alert in the PS.
  5. PS 37/6 Causeni. At 16:10, the voting process was suspended due to a bomb alert. Police and fire crews intervened at the scene and the polling station was evacuated. At 19:02, the voting process had not resumed, and about 50-60 voters were waiting in front of the station.
  6. PS 37/10 Transnistrian region, Rezina. At 16:45, the electoral process was suspended due to a bomb alert and resumed at 17:15. During this time, a large line of voters was formed.
  7. PS 37/9 Transnistrian region Sanatauca. At 16:07, the voting process was stopped due to a bomb alert. At 19:15, the process resumed.
  8. PS 38/113 Rome, Italian Republic. The Observer reports that at 13:10, the carabinieri crew came on the grounds of the alert about the placement of an explosive device at the polling station. After checking the perimeter of the polling station, the decision was taken not to interrupt the voting process. Police will continue patrolling the street to rule out any danger.
  9. PS 38/006 Brussels, Kingdom of Belgium. The observer noted that at 13:30, the suspension of the voting process took place in two polling stations located at the same address due to a bomb alert. The call was made to the emergency number 112, from a telephone number registered in Lithuania. The voting process resumed at 15:19.

Others – 4 cases. 

  1. PS 29/59 Soroca, Tatarauca Veche-Decebal. At 12:00, it was found that at the entrance to the PS there was no information board as it was a polling station, the PEB President did not react.
  2. PS 37/10 Transnistria, Rezina. Inside the polling station, a voter addressed a woman (presumed to be his wife) by saying “You know whom to vote for,” without explicitly mentioning an election competitor. At the objection of the president and members of the PEB, the voter left the section without offering any reply.
  3. PS 16/48 Edinet, Trinca. In the PS in the interval 11:45-13:00, the Promo-LEX observers were monitored by the observer of the public Association “Union of Jurists of Moldova”. He was always around the Promo-LEX observers, monitoring reports, and finally asked the Promo-LEX observers what purpose he was taking pictures for.
  4. PS 36/36 ATUG, Bugeac. At 12:14, it was found that in front of the PS, between 12:05 and 12:20, about six persons who were discussing in Gagauz gathered. It emerged from their conversations that they were talking about how to vote and which candidate to vote for.
  5. PS 27/44 Riscani Saptebani. At 14:45, it was discovered that the operators of SAIS Elections, were writing down the name, surname and IDNP of the voters manually on the sheets. When asked if they were drawing up a list of persons who voted, they confirmed, noting that it was necessary in the event of a possible power outage. The PEB president had no reaction to this situation.
  6. PS 25/83 Orhei Zorile. At 14:45, it was found that after returning from moving with the mobile ballot box, along with the PEB member and the driver, the representative of a competitor returned as well. He got out of the car with the mobile ballot box in his hands.
  7. PS 12/10 Criuleni Cimiseni. At 14:08, two persons were heard talking to each other that they had managed to photograph the ballot paper. From the discussion with them, it was understood that they were supporters of an electoral competitor.
  8. PS 37/5 Causeni, Copanca. At 14:30, a crowd was found at the polling station, with about 100 voters in line. At the same time, there were very few voters at other polling stations in the area.
  9. Crossing post Bender-Varnita. At the Bender-Varnita checkpoint, around 12:20, a line of about 30-40 cars was formed in the direction of Varnita. This situation continued to persist until the time of reporting.
  10. Internal customs post from Sanatauca, Floresti district. At 14:25, in Sanatauca village, Floresti district, a queue of cars and voters that moved on foot formed at the internal customs post. Checking documents took between 30-40 minutes, as passenger cars were allowed to pass ahead of persons who crossed on foot.
  11. PS 37/2 Transnistria Gura Bicului. At 13:58, a crowd of voters was found, forming a line of about 60 persons. This situation persisted for at least an hour.
  12. PS01/308 Chisinau, Budesti. At 15:16, it was found that the driver designated for moving with the mobile ballot box, before setting off, took the list and signed that he had already visited all the voters included, although the movement had not yet begun.
  13. PS 18/12 Floresti Bahrinesti. At 15:17, a voter refused to present his identity card because he wanted to vote with a document from the Soviet Union.
  14. PS 27/06 Riscani Porumbeni. At 15:30, it was found that a voter, resident of Druta village, declared on his own responsibility that he did not have a residence visa in any locality in the Republic of Moldova. At the first attempt, he was denied the right to vote. Subsequently, after the voter had a telephone conversation (the interlocutor was not identified), the PEB president was contacted by the CEC, which asked to be allowed to vote based on a request. Finally, the voter exercised his right to vote.
  15. PS 38/044 Villeneuve-Saint-Georges, French Republic. The Observer reported that, at 11:22, a ballot paper was found in the voting booth in the hole of the side handle. The PEB members took out the ballot paper and put it in the ballot box through a voter who subsequently voted. After that, the holes were covered with glue to prevent similar situations.
  16. PS 38/153 Venice, Italian Republic. The representative of an electoral competitor was involved in directing voters inside the polling station. She was seen this morning handing out “Voted” stickers when voters were leaving. The PEB president did not take any steps to discuss directly with the representative of the electoral competitor.
  17. PS 38/058 Berlin, Federal Republic of Germany. The observer reported that, in the first part of the day, a person accompanied a blind person to the voting booth, he returned later at 12:00 with another woman, also blind, without presenting any supporting documents. The situation created confusion among the PEB members and the voter was eventually accompanied to the voting booth by the observer from the Association Union of Jurists of Moldova, with the consent of the PEB President.
  18. PS 38/114 Milan, Italian Republic. At 8:35, a representative from an electoral competitor placed a video camera inside the polling station, filming the ballot boxes and voting booths. The president allowed it.
  19. PS 37/7 Dubasari Cocieri (relocated to Chisinau). At 14:50, a voter showed up to vote in the polling station. She passed to the operators, but reaching the members of the polling commission to register and receive the ballot paper, the woman had questions about taking personal data. After the necessary explanation, the woman offered the documents to the members to fulfill duties for the voting list, but refused to sign with the pen offered by the member of the voting commission. She resisted physically and signed with her personal pen (red pen) on the list, refusing to listen to the rules announced by the members. The voter did not take the ballot paper, the members of the polling commission contacted the police officer. It was found that the woman filmed everything from the beginning secretly with her personal phone. The police officer quickly intervened and removed the woman from the station.
  20. PS 14/39 Drochia Sofia. At 16:35, an intoxicated voter came out of the PS with his ballot paper. He walked down the road and tore it up. This fact was noticed and filmed by the policeman.
  21. PS 08/009 Cantemir, Iepureni. During the voting days, the representative from a competitor addressed the voters in the PS. Following repeated warnings from the PEB president, she stopped the interactions.
  22. PS 18/19 Floresti Cosernita. At 15:25, it was found that persons who applied for the mobile ballot box voted without ID cards, even if voters held them. The PEB members argued that it was not necessary because their data has been thoroughly checked by the PEB President.
  23. PS 38/155 Verona, Italian Republic. At 15:00, a voter tried to vote using an expired passport. Following the checks, it was found that the person had already exercised his right to vote in another polling station. As a result, he was banned from voting. The voter complied with the PEB decision.
