The Promo-LEX Observation Mission for the parliamentary elections of 28 September 2025 notes that by 22:30, 1135 cases with incident status were processed, of which this press release includes 194 confirmed incidents.
According to observers, out of a total of 514 polling stations monitored by static observers at closing, only 18 polling stations did not close at 21:00.
Most of the Promo-LEX observers appreciated the general atmosphere in the sections during the election day as good and very good.
Incidents related to the failure to ensure order in the polling station and within 100 m around
Presence of advertising materials, posters, electoral boards within the radius of the polling station (100 meters from the station) – 2 cases. We remind you that the responsibility to remove advertising materials lies with the LPAs. This measure aims to protect voters from outside influences when casting their ballot papers.
- PS 18/41 Floresti Japca. At 17:40 in the 100 m radius from PS electoral advertising materials of MRM were detected on the information panel.
- PS 26/22 Rezina Lipceni. At 19:05 at the Stop which is in close proximity to the PS, posters of approximately A3 size promoting PAS were detected. The PEB president was informed and subsequently removed the advertising materials.
Unjustified presence of unauthorized persons inside the polling station or within 100 m radius – 13 cases. This prohibition is aimed at ensuring the fairness and transparency of the electoral process, without any influence.
- PS 01/311 Chisinau spenders. At 17:10 an unauthorized person was found inside the PS, who presented himself as an observer, but did not have accreditation or did not have it visibly present. The person was making notes in a notepad. The person was there throughout the day.
- PS 21/032 Ialoveni, Puhoi. Around 16:30, an unauthorized person was observed near the polling station. The PAS representative would periodically leave the section and communicate with the person.
- PS 01/256 Chisinau Durlesti. At 17:43 a man dressed as an electrician arrived and asked to be shown the PS in order to check the electrical systems. The PS president showed him with the entire section, including the area immediately adjacent to the safe where the ballot papers were kept. The safe was open.
- PS 32/06 Stefan Voda Antonesti. At 18:00 the mayor of the village was observed greeting voters. She was showing and explaining something to them using her finger on her phone. After the mayor noticed the promo-LEX observer team, she left the location.
- PS 01/88 Chisinau Buiucani. At 17:53, two men were seen outside the polling station writing down information on sheets of paper resembling ballot papers, on which three parties were mentioned.
- PS 29/3 Soroca. A person who was not voting stood 3-4 meters away from the polling station and talked to the person on duty in the room. After 15 minutes, he left. The PEB president saw him but said nothing.
- PS 38/094 Athens, Hellenic Republic. The observer notes that, from 6:30 until the time of writing this report (19:50), there has been an unauthorized person at the entrance of the polling station. The PEB president made several comments to him throughout the day, asking him to retreat to a distance of at least 100 meters from the polling station, in accordance with legal provisions. The person in question refused, claiming that he was not violating the law. During the day, he was observed communicating with several representatives of the electoral competitors. The PEB president did not notify the police, arguing that the authorities would not be able to resolve the situation.
- PS 1/73 Chisinau, Buiucani. At 21:00, at the closing of the polling station, an unauthorized person was detected. This person was responsible for the keys to the institution (Ion Creanga State Pedagogical University). The president of the polling station noted that this person had no direct connection to the vote counting process.
- PS 1/87 Chisinau, Buiucani. At 21:00, when the polling station closed, the driver remained inside the station. The PEB president did not react to the issue.
- PS 36/18 UTAG Ceadir– At 21:00, it was reported that the police officer was inside the PS premises by permission of the PEB president.
- PS 01/100 Chisinău Buiucani. At 21:00, at the closing of the polling station, the PEB president asked all unauthorized persons to leave the room. The driver and the police officer complied, but the security guard returned after five minutes, arguing that he had to be at his workplace and that he would be held responsible if anything happened. The PEB president did not react, as she was already busy counting the ballots. The security guard was in the room where the counting is taking place, at his work computer.
- PS 36/18 UTAG Ceadir-Lunga. At 21:00, it was reported that after the PS closed, the PS driver was still inside. He was helping PEB members gather heavy items.
- PS 01/222 Chisinau, Riscani. At around 18:45, a citizen was observed inside the PS for several minutes. He then left without being noticed by PEB members.
Violations of the secrecy of voting (photographing / filming the ballot papers; displaying the ballot paper with the expressed vote; improper location of the voting booths that allow viewing the voter’s option, failure to ensure the conditions for assisted voting, etc.) – 63 cases. Voters are not allowed to take pictures of the completed ballot, show the ballot, and placing them in the ballot box must be carried out in a way that the voting option is not visible.
- PS 37/1 Chisinau. At 15:01, inside the polling station, a voter decided to take a photo of his ballot after stamping it „voted”. PEB members reacted immediately, calling the police. The voter said he took the photo for himself and, to avoid any negative consequences, deleted the photo in front of the PEB members and the police officer.
- PS 01/089 Chisinau, Buiucani. At 16:20, a voter, after receiving the ballot paper, went behind the booths and called someone to ask who to vote for. PEB members intervened, and the person hung up the phone. Later, the person approached her husband to discuss the voting choice, but PEB members intervened again and did not allow them to consult with each other.
- PS 01/094 Chisinau, Buiucani. At 16:41 a voter took a photo of the ballot paper. The PEB president was notified and when he asked the voter to step out of the booth and show the phone, the voter had already managed to erase the photo.
- PS 01/259 Chisinau, Singera. During voting, a voter used an excessive amount of ink on her ballot paper. To clarify the situation, she presented the ballot paper to a member of the polling station. The ballot paper was then placed in the ballot box, but the PEB member was able to observe the voting option.
- PS 01/259 Chisinau, Singera. At 17:15, a voter attempted to photograph her ballot paper. The president of the polling station intervened promptly.
- PS 01/108 Chisinau, Buiucani. At 18:41, a PEB member noticed a voter who, while in the voting booth, attempted to photograph the ballot paper. The voter was warned that this action is not allowed.
- PS 01/048 Chisinau, Botanica. At 16:40, a voter photographed the ballot paper. PEB members pointed this out to him, and the president approached him and the photo was deleted from his phone.
- PS 35/31 Ungheni Stolniceni. A voter photographed her ballot paper. The PEB president notified the police officer, and the voter deleted the photo from her phone.
- PS 37/6 Causeni Hagimus. One voter asked another voter in the adjacent voting booth where to place the stamp. The PEB president noticed the incident and pointed out that this was not allowed, after which the voter returned to her voting booth.
- PS 01/278 Chisinau, Cricova. At 16:30, a voter photographed his ballot. The PEB president noticed the incident and asked the voter to delete the photo. After it was deleted, the voter was allowed to place his ballot in the ballot box and leave the polling station.
- PS 25/55 Orhei Peresecina. A voter photographed his ballot paper, after which the PEB president told him that this was not allowed and he deleted the material. The voter was not penalised.
- PS 01/271 Chisinau, Ghidighici. A voter photographed the ballot paper while in the voting booth and appeared to be attempting to steal it. A PEB member intervened, and a conflict broke out between the two. The police were called, and they found two photographs of the ballot paper, which were deleted later.
- PS 25/49 Orhei Mirzaci. At 18:00, it was found that the voting booths inside the polling station were improperly positioned, allowing the ballot papers to be seen.
- PS 01/255 Chisinau, Durlesti. At around 19:09 and 19:27, two voters while in the voting booths photographed their ballots. After the intervention of the PEB president, they deleted the photos.
- PS 21/032 Ialoveni, Puhoi. At around 18:30, a voter photographed the ballot paper. When the PEB president pointed this out, the voter deleted the photo.
- PS 01/ 259 Chisinau, Singera. At around 17:15, a voter photographed the ballot paper. When the PEB president pointed this out, the voter deleted the photo.
- PS 25/48 Orhei Mirzesti. A member of the commission, Petrascu Galina, was writing down information on sheets of paper. When asked about the purpose of these notes, the member stated that they were for personal use. The PEB president told her that this was not allowed, and she hid the notes. The photo shows the first and last names of the voters who cast their ballots.
- PS 38/022 Limassol, Republic of Cyprus. At 13:08, a voter was observed taking photographs of the ballot paper. The observer asked him to delete the photographs in his presence. The voter complied.
- PS 38/209 Manchester, United Kingdom of Great Britain and Northern Ireland. At 14:40, the PEB president noticed a voter photographing her ballot paper. The president began filming the voter while she was in the voting booth, at which point the voter pushed her away. However, the voter was allowed to cast her ballot, after which she left the polling station. The PEB president did not report the incident to the police.
- PS 38/103 Dublin, Ireland. At 13:50, representatives of the PN and CUB electoral competitors, present at the polling station, deliberately walked around the voting booths, close enough to see the voting process and specifically where voters applied the stamp, and then took notes. The PEB president made a remark, after which the representatives returned to their seats.
- PS 38/226 Portimao, Portuguese Republic. At 14:50, the representative of the PN electoral competitor noticed a voter photographing the ballot paper and immediately notified the PEB president. The president asked the voter to delete the photos in their presence. The voter was allowed to exercise their right to vote. The police were not notified.
- PS 38/163 Parma, Italian Republic. At 16:36, a voter was observed photographing the ballot paper and the PEB members were notified of this. One of the PEB members approached the voter, temporarily confiscated his mobile phone and returned it after he had exercised his right to vote, asking him to delete the photo. The PEB president did not react to the incident and did not notify the police.
- PS 38/253 Moscow, Russian Federation. At 17:47, a voter was observed taking a photo of his ballot paper after stamping it. The PEB president approached him and asked him to delete the photo, and the voter complied.
- PS 38/253 Moscow, Russian Federation. At 17:51, a voter was observed taking a photo of his ballot paper after stamping it. The PEB president approached him and asked him to delete the photo, and the voter complied.
- PS 38/072 Osnabruck, Federal Republic of Germany. At 16:39, a voter was observed taking a photo of his ballot paper after stamping it. The PEB president approached him and asked him to delete the photo, and the voter complied.
- PS 38/072 Osnabruck, Federal Republic of Germany. At 17:05, a voter was observed taking a photo of his ballot paper after stamping it. The PEB president approached him and asked him to delete the photo, and the voter complied.
- PS 38/068 Hamburg, Federal Republic of Germany. At 17:11, a voter was observed taking a photo of their ballot paper after stamping it. The PEB secretary approached and asked them to delete the photo, and the voter complied.
- PS 38/205 Northampton, United Kingdom of Great Britain and Northern Ireland. At 16:20, a voter photographed his already stamped ballot paper. A PEB member noticed this and asked the person to delete the photo from his phone. The PEB president intervened, the person deleted the photo, and left.
- PS 38/182 Bolzano, Italian Republic. At 17:53, a voter took photos of her ballot paper. After a PEB member pointed this out to her, the voter deleted the photo.
- PS 38/254 Moscow, Russian Federation. At 18:23, a voter had a marked ballot on his phone. Before entering the booth, he opened his phone and looked at the photo. When asked where he got this photo, he said that he took it himself and that this was the way he wanted it.
- PS 38/043 Creitel, French Republic. At 17:18, the voter took a photo of the ballot paper. When asked by a PEB member to delete the photo, the voter refused and left the polling station. On his way out, the security guard tried to stop him to delete the photo, but the man refused.
- PS 38/072 Osnabruck, Federal Republic of Germany. At 17:35, a voter attempted to take a photo of the ballot paper, but was seen by a PEB member and pointed out. The voter did not manage to take the photo, but was indignant at the PEB member’s request.
- PS 38/163 Parma, Italian Republic. At 17:13, a voter was observed attempting to photograph the ballot paper. The observer notified the PEB members, who addressed the voter. The voter hid the phone and explained that he was only using it to see the ballot paper better. He was subsequently allowed to exercise his right to vote. The PEB members did not propose him to use a magnifying glass, and the observer notes that the person in question did not show any obvious signs of visual impairment.
- PS 38/194 Stratford, United Kingdom of Great Britain and Northern Ireland. At around 16:43, a voter was caught photographing his ballot inside the polling station. The PEB president reacted promptly and asked for the photo to be deleted.
- PS 38/270 Washington, USA. At 12:58, a voter photographed his ballot, which was immediately reported to the PEB president. Following her intervention, the person in question was forced to delete the photo from his mobile device. At the same time, he was informed that such actions contravene the electoral legislation in force.
- PS 25/55 Orhei Peresecina. A voter, in the voting booth, stamped her ballot and attempted to photograph it. PEB members intervened and prevented her from taking the photograph.
- PS 01/110 Chisinau, Buiucani. At 17:20, a voter photographed the ballot paper. The PEB president intervened and the photo was deleted.
- PS 25/13 Orhei Orhei. At 19:40, it was reported that the voting booth for persons with disabilities was located in a way that allowed persons voting at the booth not intended for persons with disabilities to see what was happening at the booth intended for persons with disabilities.
- PS 7/4 Cahul. At 20:00, it was reported that the positioning of the voting booths allowed PEB members to see the voter’s choice. The booths are positioned at a 45-degree angle to the wall, with the opening facing the PEB members. The PEB president was notified and mentioned that voters have their backs turned during the voting process, and slightly changed the placement of the voting booths.
- PS 36/18 ATUG Ceadir-Lunga. At 19:56, it was noted that the voting booths were incorrectly positioned. They were not properly oriented, and the distance between them was too small, allowing voters to see each other’s choices and engage in discussions, thus violating the secret ballot procedure.
- PS 07/03 Cahul Cahul. At 20:00, it was reported that voters could be seen from outside the polling station, as the booth was located next to a transparent glass door. Once informed, the PEB president slightly changed the angle of the voting booths. The ballot box was set up this way all day.
- PS 02/122 Chisinau, Centru. At 17:25, a voter photographed the ballot paper. Upon intervention by a PEB member, the voter deleted the photograph.
- PS 08/25 Cantemir Gotesti. At 20:16, it was reported that voters were talking to each other in the voting booths. Later, the PEB president approached them and pointed out that this was not allowed.
- PS 08/25 Cantemir Gotesti. At 19:55, it was found that the voting booths were poorly positioned, allowing one voter to easily see the choice made by another voter.
- PS 11/17 Cimislia, Ciucur- Mingir. At 20:33, a voter placing his ballot paper in the ballot box opened it so that the “Voted” stamp could be seen and was photographed demonstratively by his wife. The PEB president did not react, although the action was seen by all PEB members and everyone present in the polling station.
- PS 38/072 Osnabruck, Federal Republic of Germany. At 17:46, a PEB member noticed a voter taking a photo of his ballot paper. The voter was asked to delete the photo in the presence of the PEB member and the observer.
- PS 38/294 Istanbul, Republic of Turkey. At 19:42, a voter photographed the ballot paper. A PEB member immediately requested removing the photograph.
- PS 38/271 New York, USA. At 12:44, two voters attempted to photograph their ballot papers. The PEB president quickly noticed and pointed this out; one voter did not take the photo, and the second voter deleted the photo.
- PS 38/250 Timisoara, Romania. At 20:11, a voter was observed in the voting booth taking photos of the ballot paper. The PEB president detected that the woman had sent the photo to another person, after which she was asked to delete the photo.
- PS 38/060 Potsdam, Federal Republic of Germany. At 19:25, a person photographed his ballot paper in the voting booth. He was spotted and asked to delete the photo from his phone. The voter complied.
- PS 38/100 Dublin, Ireland. At 18:35, inside the polling station, a voter photographed their ballot paper. The PEB president intervened and the man deleted the photo.
- PS 38/194 Stratford, United Kingdom of Great Britain and Northern Ireland. At around 18:41, inside the polling station, a voter took a photo of his ballot paper. The PEB president asked the voter to delete the photo, and the person deleted the photo from his phone.
- PS 38/001 Vienna, Republic of Austria. At 20:10, a voter in the voting booth asked which party the mayor of Chișinău belonged to. A PEB member intervened and explained that the members of the bureau were not allowed to provide such information. After the voter asked if he could call someone, he was also told that he could not use his mobile phone to consult anyone. The president of the polling station’s electoral bureau explained everything to him and told him that he was not allowed to consult anyone.
- PS 38/067 Koln, Federal Republic of Germany. At 20:23, the PEB president noticed a voter taking a photo of his ballot paper. The president asked him to delete the photo, and after the voter complied, he was allowed to exercise his right to vote.
- PS 01/136 Chisinau Centre. At 19:08, it was reported that a voter had photographed the ballot paper in the voting booth. The PEB president notified the police. The voter deleted the photo in front of the police officers. The police took the voter’s ID details and left to record the case.
- PS 35/72 Ungheni Untesti. The voter photographed the ballot paper. PEB members noticed the situation, and the voter in question was handed over to the police.
- PS 01/138 Chisinau Centre. At 19:46, a voter took a photo of his child while in the voting booth. A small part of the ballot paper, without a stamp, was visible in the photo. The PEB president noticed this and immediately asked the voter to delete the photo. The voter complied with the request.
- PS 25/5 Orhei. At 17:16, a voter photographed his ballot paper in the voting booth. The PEB president requested removing the photo from the phone.
- PS 01/058 Chisinau, Botanica. At around 19:27, a voter photographed the ballot paper. When asked by the PEB president, he deleted it.
- PS 01/255 Chisinau Durlesti. At 20:14, inside the polling station, a voter was caught photographing his ballot paper. The PEB president pointed this out to him, and the photo was deleted from his phone.
- PS 17/001 Falesti. At around 15:35, a voter photographed her ballot paper. At the insistent request of the PEB president, the photograph was deleted.
- PS 01/89 Chisinau Buiucani. At 20:35, a voter entered the voting booth and photographed her ballot. PEB members intervened and explained that this was not allowed. The voter deleted the photo from her phone and apologized for her actions, then left the polling station and went home.
- PS 01/201 Chisinau Riscani. At 20:35, a voter photographed his ballot paper. This was noticed by a PEB member, and in the presence of PEB members, he deleted the photo.
Electoral campaigning or black PR within 100 m perimeter and/or inside the polling station to influence the voters’ choice – 6 cases. On election day, any form of electoral campaigning or promotion of negative information (black PR) is strictly prohibited, so as not to influence the voter’s choice.
- PS 25/21 Orhei, Braviceni. At 15:08, a couple entered the polling station. The wife said, „I’m going to vote for Renato Usatii right now”. The PEB members did not notice this incident.
- PS 14/004 Drochia. At around 15:45, approximately 15 meters away from the PS, a citizen was carrying a sign with accusations against the mayor affiliated with the PN and members of the PN party, whom she called “mafiosi.” Subsequently, the police intervened and the person left the area. The entire incident lasted approximately 15 minutes.
- PS 25/11 Orhei. An unknown woman was observed near the polling station, talking on the phone and instructing someone to vote for the Moldova Mare political party.
- PS 21/42 Ialoveni Tipala. At 17:05, an intoxicated voter campaigned in favour of the PAS political party. The PEB president warned him that this was not allowed and asked him to leave the polling station after voting.
- PS 38/166 Bologna, Italian Republic. At 15:30, a couple entered the polling station and behaved aggressively, insulting PEB members and chanting slogans against the PAS electoral competitor. The PEB president did not notify the police and allowed the couple to exercise their right to vote. The incident lasted about 10 minutes, after which the voters left the polling station.
- PS 01/086 Chisinau, Buiucani. Inside the polling station, a voter announced his choice so that everyone present could hear: “Ghibu votes for PAS” (meaning Ghibu street). The members of the PEB did not react on this.
Unjustified group voting (there are 2 and more persons in the voting booths) or when one
and the same person assists several times voters who cannot fill out the ballot papers by
themselves – 13 cases. Voting must be secret and freely expressed, and group voting violates these principles and may be a way of controlling the vote or exercising improper influence over the voter.
- PS 11/06 Cimislia Cimislia. At 17:25, it was observed that a person entered with a male voter and a female voter, and then entered the voting booth with both of them one at a time and showed them where to apply the stamp. The two individuals did not have any serious health problems that would prevent them from voting independently. The PEB president only noticed the incident when the individuals were leaving the polling station, but by the time she intervened, it was too late.
- PS 02/12 Balti Balti. At 16:40, a person was spotted entering the voting booth without justification, urging the voter to vote for a certain candidate. Although the PEB president intervened and asked the person to leave the booth, the voter had already stamped the ballot as instructed.
- PS 01/255 Chisinau, Durlesti. At 19:14, two voters were observed consulting each other in the voting booth. This incident was not noticed by PEB members and no action was taken.
- PS 01/073 Chisinau, Buiucani. At 16:40, two voters were observed in a single voting booth. PEB members warned them, but they continued their discussion and subsequently placed their ballots in the ballot box.
- PS 01/026 Chisinau, Botanica. Two elderly voters were observed consulting each other at the same voting booth. PEB members did not intervene and no measures were taken.
- PS 11/21 Cimislia Costangalia. At 19:41, a couple arrived at the polling station. The female voter entered the voting booth first and voted alone, then went to her husband’s booth to make sure he voted the same way she did. The polling station president did not intervene, and a PEB member noted that such behaviour is allowed.
- PS 25/6 Orhei. A voter accompanied another person to the voting booth, then took her ballot and voted in her place. The PEB president did not intervene, and the incident unfolded quickly, with the voter leaving the polling station.
- PS 18/02 Floresti Floresti. At 20:10, after stamping his ballot, a voter approached the neighboring booth and had a conversation with another voter.
- PS 08/20 Cantemir Cociulia. At 20:03, inside the PS, two voters without visual impairments entered the voting booth to cast their votes. The PEB president intervened, saying that this was not allowed.
- PS 08/25 Cantemir Gotesti. At 20:16, after applying the stamp, the voter joined another voter in the neighbouring booth, who was his spouse. The spouse was still undecided on whom to vote for. The ballots were placed in the ballot box.
- PS 01/098 Chisinau, Buiucani. At around 17:35, two voters voted in the same voting booth. When the PEB president intervened, they did not react and continued voting as a group.
- PS 01/224 Chisinau, Riscani. At around 18:10, two voters cast their ballots in the same voting booth. PEB members did not react and did not take any measures.
- PS 26/17 Rezina, Horodiste. At 19:50, a voter (mother) was in the voting booth with her daughter, who was voting for the first time, telling her who to vote for. PEB members did not intervene.
Restricted access for observers or obstruction of the free observation process in the polling station – 2 cases. We specify that it is essential that observers can monitor the conduct of elections in order to ensure their transparency and fairness.
- PS 25/13 Orhei. At 19:25, Promo-LEX observers reported that due to the layout of the room and the voting booths, in case of a small crowd forming inside the polling station, they did not have access to the electoral materials and could not observe the ballot box and voting booths.
- PS 06/23 Briceni Grimancauti. At 20:10, Promo-LEX observers reported that they were denied access to relevant information about the electoral lists.
Difficulties related to access of representatives of electoral competitors to the PS – 1 case
- PS 38/286 Seattle, USA. At 7:10, a person identified himself as a representative of the electoral competitor EB Alternativa at the polling station, but the PEB president stated that he was not on the CEC lists. An hour later, it was discovered that the representative was confirmed at another polling station (Washington DC).
Incidents related to the organisation of voting
Ballot papers that were not distributed to the PEB members are not kept in a safe/cabinet inside the polling station – 7 cases. We specify that the storage of the ballot papers that were not distributed must take place in accordance with the legal regulations, in order to ensure the integrity and security of the electoral process.
- PS 11/13 Cimislia, Fetita. At 17:15, it was found that the ballot papers not distributed to the PEB members were not kept in the safe, but in a bag next to the PEB president, who mentioned that he did not have a suitable place for storage. The ballot papers have been kept this way since the opening of the PS. The president stated that the ballots were there and were being supervised by her.
- PS 29/28 Soroca Darcauti. At 17:15, Promo-LEX observers noted that unused ballot papers were being kept in an unused ballot box under the table of the PEB president. He explained that it was not possible to bring a safe or a cabinet to the polling station.
- PS 07/17 Cahul Alexandru Ioan Cuza. At 16:50, it was discovered that the undistributed ballots were not stored in a cabinet or safe, but were kept on the windowsill behind the PEB president.
- PS 08/36 Cantemir Hirtop. At 17:30, it was found that the ballot papers not distributed to the members of the PEB were not kept in the safe or cabinet inside the polling station, but were kept on the window sill behind the desk of the PEB president. The reasons given for this were that the polling station did not have a safe or cabinet for storage. Subsequently, the undistributed ballots were placed under the desk of the PEB president.
- PS 20/08 Hincesti Dahnovici. At 18:48, it was found that during the day, the ballot papers not distributed to PEB members were located on a table behind the PEB president. They have neither a safe nor a locked cabinet.
- PS 04/42 Anenii Noi Larga. At 18:20, it was found that the PS did not have a safe for storing ballot papers, which were kept on the PEB president’s desk.
- PS 20/07 Hincesti Bobeica. At 19:45, it was reported that the ballots not distributed to PEB members were not kept in a safe/cabinet in the polling station. The PEB president claims that he was not provided with a safe, so he keeps them on the table where the secretary and president are seated.
Termination / suspension of voting in the polling station – 1 case. Please note that any interruption of the voting process must be justified and documented by the PS president and communicated to the competent authorities.
- PS 01/264 Chisinau, Vatra. Starting at 18:10, the power supply in the PS premises was intermittently interrupted for approximately 7 minutes. During the interruptions, the computers and the ballot box surveillance camera remained operational. During this period, voters’ access to the PS was temporarily restricted.
Deficiences in electoral lists – 36 cases.
- PS 08/028 Cantemir, Constantinesti. Throughout the day, until 17:40, five voters were observed who were not on the main electoral list. According to SIAS Elections, they were registered to vote outside the country. They were added to the supplementary list, after which they voted.
- PS 07/33 Cahul Crihana Veche. At 17:20, a case was reported in which a person voted twice. The CEC was notified and the voter waited for approximately 30 minutes, after which the voter was allowed to vote.
- PS 35/47 Ungheni Magurele. At 16:45, a voter approached the SIAS Elections operator, presented her ballot paper, and was informed that she was registered outside the country. The PEB president was called, and after a few moments, he allowed the person to vote on the supplementary list.
- PS 06/21 Briceni Crina. At 17:40, it was noted that some deceased persons were included in the electoral list. The PEB president was notified and stated that their deaths were recent and that the death certificates had been submitted one week before election day. The documents were forwarded, but the changes to the electoral list were not made.
- PS 31/5 Soldanesti. PEB members who visited a voter with a mobile ballot box found, after verification, that she was included in the main voter list, but had previously submitted an application to vote abroad, in Moscow. In the end, the voter cast her ballot at her place of residence, being included in the supplementary list.
- PS 01/303 Chisinau Bubuieci. At 12:00, it was found that a voter with a residence visa in Vaduleni, polling station 1/277, had turned up to vote at polling station 1/303 in Bubuieci. When the data was entered by the SIAS Elections operators, it was found that the polling station corresponding to the voter was the one in Vaduleni, no. 1/277. The voter left, but after about an hour she returned to polling station No. 1/303, insisting that she had to vote there. A repeated check in the SIAS Elections system showed that the polling station was still in Vaduleni and that the system already showed that she had voted outside the country. Consequently, the voter was refused the right to vote at polling station no. 1/303.
- PS 27/4 Riscani. When checking a voter in SIAS Elections, he was informed that he had applied to vote abroad, he wrote a sworn statement and was allowed to vote on the supplementary lists.
- PS 08/26 Cantemir Gotesti. At 17:15, it was discovered that the voter, who was a PEB, was not found in the SIAS Elections system or in the main lists. After investigation, it was found that she was listed in the Russian Federation, Moscow, and was registered on 14 August 2025 at around 21:00. The voter reported that she had last been in the Russian Federation in approximately 1984-1985. She filed a complaint with the police. The mayor of the locality encountered exactly the same difficulties.
- PS 27/02 Riscani Riscani. There was a case where a voter who had worked for many years in the Russian Federation, in the city of Moscow, was registered on the electoral lists in the Russian Federation, in the city of Moscow, and was not included on the electoral lists in the Republic of Moldova. He wrote a statement on his own responsibility that he did not vote in Moscow and voted at PV 27/02 on the supplementary list.
- PS 27/53 Riscani Varatic. At 13:45, two voters exercised their right to vote on the supplementary lists, based on a sworn statement. Although they had a residence visa for the village of Varatic listed on their identity cards, they did not appear on the electoral lists in the Republic of Moldova. Both had previously worked in the Russian Federation and were registered on the electoral lists in Moscow.
- PS 27/4 Riscani. One voter wanted to cast her ballot, but the system showed that she had already voted abroad. After filling out a sworn statement, she was allowed to vote on the supplementary lists.
- PS 27/27 Riscani Malinovscoe. At 18:20, at least 16 voters showed up at the polling station and could not be found by SIAS Elections operators in the voter list. It was discovered that there was a prior request to vote in another locality. The persons in question deny having submitted such a request. They completed a sworn statement that they would vote at PEB 27/27.
- PS 01/72 Chisinau Buiucani. At 18:00, it was found that seven voters were not on the main list, even though their home address corresponded to the polling station.
- PS 27/27 Riscani Malinovscoe. At 18:20, it was found that the supplementary list included three persons of a certain religion who did not have identity cards and voted on the basis of provisional certificates.
- PS 27/33 Riscani Pirjota. At 17:00, it was observed that a citizen exercised his right to vote on the basis of a sworn statement, because although he had a residence visa for the village of Pirjota listed in his identity card, he was not in the SIAS Elections system.
- PS 31/29 Soldanesti Samascani. At 18:30, it was reported that during the day, four voters residing in that locality were not found on the main lists. Applications to vote in another country were found. It is not known in which country. The voters were included in the supplementary lists after which they cast their votes.
- PS 34/13 Telenesti Chistelnita. At 19:18, a family arrived at the polling station. The wife was registered at a polling station in Moscow, Russian Federation. Confused, she expressed her concern, noting that she had never submitted such a request. The polling station staff added her to the supplementary list so that she could exercise her right to vote.
- PS 25/12 Orhei Orhei. At 19:20, a voter presented her identity card to the operators, who informed her that she was registered at a different address to exercise her right to vote. The voter became aggressive and insulted the operators, claiming that they were deliberately trying to prevent her from voting, arguing that she had always voted at this polling station.
- PS 25/13 Orhei Orhei. At 19:40, a group of people (a family) expressed their dissatisfaction with the presence of a deceased family member on the electoral list. PEB members tried to explain that the lists had been finalized well before the elections, but the relatives refused to listen and took a photo of the part of the list where the deceased person’s name appeared. The PEB president did not react because he was not present at the time.
- PS 27/25 Riscani Hiliuti. At 19:05, it was reported that six people voted on the supplementary list at the polling station in the village of Hiliuti without submitting a sworn statement, even though they were not on the main lists, but had a residence visa for the village entered in their identity cards. Notified of this, the PEB president allowed them to vote, and they signed the list twice: once to cast their vote and a second time to confirm that they would not vote again.
- PS 01/112 Chisinau, Buiucani. Two voters were not found on the main list. They were included on the supplementary list and subsequently cast their votes.
- PS 27/4 Riscani. One voter was initially unable to vote because the system showed that she had requested to vote abroad. After completing a sworn statement, she was allowed to vote on the supplementary lists.
- PS 27/09 Riscani Costesti. At 19:50, a voter could not find his name on the main electoral roll. He voted on the supplementary electoral roll because he was found to have submitted a request to vote abroad. He stated that he had not submitted it.
- PS 06/24 Briceni Grimancauti. At 20:20, it was reported that approximately 70 voters had been incorrectly assigned to polling station 6/23 in Grimancauti. Members of one family, who live in the same household, were assigned to different polling stations. These individuals expressed their dissatisfaction because they were not included in the supplementary lists and were forced to go to the other polling station.
- PS 36/18 ATUG Ceadir-Lunga. At 20:33, two female voters arrived. During verification by SIAS Elections operators, it was found that one of the elderly voters was registered to vote abroad without her knowledge. The other voter, who was accompanying her, expressed her dissatisfaction, mentioning to the president that the woman in question had always voted at this polling station, according to her place of residence, and that it was unclear how she had been assigned to vote abroad. The president of the polling station assured them that they would be able to vote there, as they were registered on the supplementary lists.
- PS 27/1 Riscani. One voter was registered abroad, but stated that she had never been abroad and had not registered. She said that she would not vote in another polling station and voted on the supplementary lists.
- PS 27/1 Riscani. A voter was listed as registered abroad, but stated that she had not made this registration. She submitted a sworn statement and voted on the supplementary lists.
- PS 27/1 Riscani. One voter appeared to be registered abroad, but stated that she had not made such a registration. She completed a sworn statement and voted on the supplementary lists.
- PS 27/1 Riscani. A voter could not find himself on the main electoral list, but was found to have applied to vote abroad. The voter stated that he had not submitted this application.
- PS 27/4 Riscani. One voter was initially unable to vote due to an application to vote abroad. He completed a sworn statement confirming that he would not vote at another polling station and subsequently voted on the supplementary lists.
- PS 01/76 Chisinau Buiucani. At 17:33, it was reported that two voters had been included on the supplementary lists because, when consulted in the SIAS Elections system, it appeared that they did not have a residence visa. They presented identity cards that did not indicate a residence visa.
- PS 01/112 Chisinau Buiucani. At 18:25, a voter had a temporary residence permit for this sector until 2022 and had always voted at this polling station. When he showed up to vote, the system said he had to vote at his permanent address. The PEB president called for a meeting and decided to send him to the polling station on Asachi Street, since it was assigned to his premises in Tiraspol/Dubasari.
- PS 02/057 Balti. A voter showed up by invitation, but was not found on the main list. She was included on the supplementary list and voted.
- PS 27/13 Riscani Alunis. At 20:50, a voter cast her ballot on the supplementary list, as she was not included on the main list.
- PS 27/4 Riscani. A voter voted on the supplementary lists because she was registered abroad. She states that she did not register abroad.
- PS 01/45 Chisinau Botanica. At 20:30, a voter arrived at the polling station and expressed her desire to vote. Upon verification of her identity card by SIAS Elections operators, it was found that she had already voted in Floresti, in the village of Stefanesti. The polling station president called the polling station in Stefanesti, where she was informed that the voter had shown up there but had not voted, as she had been issued a certificate of voting rights, but had been entered into the system as if she had voted.
Deficiencies in the functioning of SIAS Elections (technical errors, problems related to voter registration, etc.) – 11 cases. If SIAS Elections becomes inoperable, there may be delays in the registration process for voters who show up to vote. The role of this system is also to prevent multiple voting.
- PS 36/58 UTAG Dezghingea. Between 14:12 and 14:28, SIAS Elections operators encountered technical difficulties related to the internet connection. Both operators restarted the system, after which activity resumed. During this interval, a small line of voters formed at the polling station.
- PS 37/6 Causeni Hagimus. During the day, 10 voters were not found in the SIAS system lists. The PEB president and SIAS operators advised voters to go to the Causeni PSA to obtain a certificate of voting rights.
- PS 36/43 UTAG Chirsova. SIAS did not work again, and PEB members again allowed voters to vote without using the program, but by recording the data on a piece of paper. The incident took place between 15:20 and 15:27. The PEB president did not give permission to photograph the list of people who were admitted to vote during this period.
- PS 38/061 Leipzig, Federal Republic of Germany. At 14:30, a voter was denied the right to vote due to an error in the SIAS system. The exact cause of the error has not been determined. The voter, visibly indignant and angry, requested, after consulting with her lawyer and negotiating with the PEB president, that a report be drawn up regarding the incident. The document is to be countersigned by the PEB president.
- PS 36/16 UTAG Ceadir-Lunga. At 17:50, there was a malfunction in the SIAS Elections system, and for 10 minutes the situation did not improve. A crowd gathered inside the polling station, and the PEB president took steps to inform voters and urge them to remain calm. However, two voters—a man and a woman—destabilized the situation and reproached the president. Taking advantage of the fact that the SIAS Elections system was not working, the two voters continued to accuse the president of incompetence.
- PS 07/045 Cahul, Lebedenco. At 16:45, a voter was unable to vote because, according to SIAS Elections, he had already voted in France. The PEB president contacted the police. No other measures taken are known.
- ECEC 31 Soldanesti. Following checks carried out on persons not included in the main lists, it was found that at least 17 persons had previously been registered in the Russian Federation. Voters are assigned to polling stations in Kaluga (3 voters), Kursk (2 voters), and Moscow (14 voters).
- PS 37/2 Transnistrian Region. A computer malfunction was reported at the polling station, caused either by the improper functioning of the SIAS system or by a lack of internet connection. This slowed down the voting process and resulted in a queue of approximately 80 people. The malfunction was fixed after about 15 minutes.
- PS 38/072 Osnaburck, Federal Republic of Germany. At 17:00, a voter from the diaspora was initially denied the right to vote because the SIAS system showed that he had already voted in the Republic of Moldova, in the town of Horasti. The PEB president took note of the situation and, following a check, it was found that the error belonged to the SIAS operators in Horasti. The voter was allowed to vote on supplementary lists.
- PS 01/126 Chisinau, Centre. At 16:58, a voter arrived to vote based on his voting certificate. According to SIAS Elections, the voter had already voted at the polling station in the district of Stefan Voda. The PEB president verified the information, and following this verification, the voter was allowed to vote.
- PS 38/032 Paris, French Republic. At 20:05, a voter arrived to vote with her passport. When checked on the SIAS platform, she already appeared to have voted elsewhere. The voter stated that she had not voted elsewhere. SIAS operators are currently trying to clarify the situation.
Voting with non-compliant identity documents (expired identity card, digital identity documents) – 2 cases. Voters must present valid identity documents in order to exercise their right to vote. An exception is made for diaspora voters, who may vote with a passport, including with expired validity, if no other circumstances have arisen in which, according to legal provisions, it has become invalid.
- PS 11/040 Cimislia, Satul Nou. At 16:55, a voter cast her ballot based on her marriage certificate and an invalid identity card. The PEB president allowed her to vote.
- PS 25/7 Orhei. One voter was allowed to vote with his driving licence instead of his identity card. All PEB members and the president agreed and drew up a report.
Deficiencies related to mobile ballot box voting in healthcare institutions (nursing homes, placement centres) – 4 cases. Voters in healthcare institutions must be guaranteed direct, secret, and freely expressed voting conditions, just like those who vote in polling stations.
- PS 20/57 Hincesti Sarata Galbena. Between 15:04 and 16:50, it was observed at the SAREPTA Christian Centre that an employee of the Centre was helping voters to vote, asking them who they wanted to vote for and voting on their behalf, thus violating the secrecy of the vote. At the same time, voters did not know how the voting process worked. Leaving the asylum, a man in the lobby asked, “Can I vote too?” to which he received the answer, “What? You, also want to vote?”.
- PS 09/36 Calarasi Saseni. At 16:45 at the nursing home in the village of Saseni, the voting process could not take place as scheduled. The reason was the absence of the institution’s administrator, who was supposed to facilitate access for the mobile team, as well as the fact that most of the beneficiaries did not have identity documents, as these were locked in his office. Thus, the elderly residents of the nursing home were deprived of their right to vote, as it was not possible to identify them. Finally, PEB members will return with the mobile unit in a while when the nursing home administrator is present on site.
- PS 26/05 Rezina Rezina. At 18:22, it was reported that during mobile voting at the nursing home, it was found that not all voters had been explained the voting procedure, only the first two voters who voted at the beginning. Most people with disabilities did not understand what to do. Based on the findings of the Promo-LEX observers, the PEB president ordered that voters be assisted by a nursing home employee to help them vote. The nursing home employee did not ask voters with disabilities who they wanted to vote for, but simply stamped the ballot for them.
- PS 20/57 Hincesti Sarata Galbena. At 15:22, it was reported that employees at nursing homes were stamping ballots on behalf of voters.
Incidents related to influencing the vote
Organized transportation of voters (buses, minibuses, or other means of transport that would not normally be found in the area) – 1 case. Compliance with this prohibition is aimed at maintaining the integrity of the elections.
- PS 38/253 Moscow, Russian Federation. At 17:40, a group of around 30 voters were transported by bus from Rezani. They carried the PPS flag with them.
Cases of intimidation or acts of violence involving participants in the voting process (voters, observers, media, PEB members, etc.) – 6 cases. Intimidation can take various forms, from verbal threats to physical violence, and can have a significant impact on participants in the electoral process.
- PS 01/271 Chisinau, Ghidighici. At around 19:20, a voter photographed the ballot paper while in the voting booth and appeared to be attempting to steal it. A PEB member intervened, and a conflict broke out between the two. The voter threatened the PEB member. The police were called to intervene.
- PS 01/089 Chisinau, Buiucani. At around 16:00, a female voter in the voting booth made a phone call to ask for instructions on how to vote. When PEB members intervened and asked her to end the call, she reacted aggressively, raising her voice and behaving in an intimidating manner.
- PS 37/5 Transnistrian Region Copanca. At 18:20, the ballots ran out. Voters from the left bank of the Dniester expressed their dissatisfaction, demanding that ballots be brought in from other polling stations and hurling insults at the PEB president. The president tried to calmly explain the situation to them, but she was visibly upset, even breaking down in tears.
- PS 38/235 Iasi, Romania. Two minibuses stopped at PS, from which several people got out. According to the information provided by the drivers and the documents presented, these were tours organized by Panda Tur. One of the people filmed by the observer during the documentation process harassed the Promo-LEX observer at the entrance to the polling station, saying, “Promo-LEX! Did you take pictures of us getting out? Send them to Maia Sandu to see.”
- PS 38/169 Ferrara, Italian Republic. At 18:00, a voter entered the polling station behaving aggressively, insulting PEB members and accusing them of corruption. The PEB president allowed him to vote on the condition that he left the polling station immediately after casting his ballot. The conflict inside the polling station lasted about 10 minutes. After leaving the polling station, the individual stood about 10 meters from the entrance and continued to incite conflict. The police intervened at 18:30. After the intervention of law enforcement authorities, the person remained near the polling station until the time of reporting (19:50), without causing any further incidents.
- PS 01/182 Chisinau, Ciocana. At around 20:05, a voter asked the representatives present in the polling station to photograph her as she placed her ballot paper in the ballot box. The PEB president informed her that photography was prohibited inside the polling station and asked her to show the last photo on her phone. The voter refused and requested police intervention. She then became verbally aggressive towards the president. Even in the presence of the police officer, she was difficult to calm down and was asked to leave the polling station to clarify the incident.
Bomb alerts and suspension of voting – 10 cases.
- PS 26/05 Rezina. Between 16:05 and 17:15, there was a bomb alert at PS. PEB members stayed outside for 1 hour and 15 minutes, during which time the PS did not work. Subsequently, at 18:10, another bomb alert was recorded at the same PS. The police were called.
- PS 37/4 Anenii Noi Varnita. At 16:24, a bomb alert was announced at the polling station. Voters and PEB members were evacuated, and police and fire crews checked the premises. The incident lasted approximately 15 minutes, after which voting resumed. During this time, the PEB president ensured that the ballot boxes were sealed.
- PS 37/11 Rezina. At 16:35, following a telephone call regarding a bomb alert, voters and PEB members were evacuated from the polling station. The electoral process was suspended and resumed after approximately 35 minutes.
- PS 37/11 Rezina. At 18:07, the polling station was evacuated again following a telephone call reporting a bomb threat. Voting resumed at 20:40.
- PS 37/10 Rezina. At 16:40, voting was suspended due to a bomb threat, resuming at 17:07.
- PS 37/10 Rezina. After an hour of work, there was a second bomb alert at 18:10. The people in the PEB were evacuated. At 20:40, the voting process resumed.
- PS 36/16 ATUG Ceadir-Lunga. At 17:50, there was a malfunction in the SIAS Elections system, and for 10 minutes the situation did not improve. - PS 15/1 Dubasari, Cocieri. At 16:40, a bomb alert was announced and everyone was evacuated outside. The police surrounded the PS with yellow tape and employees from the Emergency Situations Service arrived. At 16:40, a bomb alert was announced and everyone was evacuated outside. - PS 38/272 USA, Asheville, NC. Voting at the PS in Asheville, NC, USA, was suspended due to a bomb alert, which turned out to be false. The duration of the suspension is unknown.
- PS 38/132 Italian Republic, city of Genoa. There was a bomb alert at the polling station, but authorities later said it was a false alarm and the station resumed operations.
Others – 16 cases.
- PS 25/11 Orhei. A voter accidentally placed his ballot in the mobile ballot box. After consulting with party representatives, PEB members removed the ballot without damaging the seals and placed it in the stationary ballot box.
- PS 29/11 Soroca Soroca. At 17:15, an intoxicated voter began shouting profanities about the PN candidate. The incident lasted approximately 15 minutes until the police intervened. The PS did not interrupt its activities.
- PS 30/4 Straseni. At 15:45, inside the polling station, due to carelessness, a voter was given two ballots, which he stamped. After leaving the voting booth, the voter noticed the situation and informed a PEB member. The case was reported to the PEB president, who drew up a statement of findings and cancelled one of the ballots.
- PS 36/16 ATUG Ceadir-Lunga. At 17:29, a voter came to the polling station and met an acquaintance, a PEB member. The two discussed the voting process and electoral options. Despite the PEB president’s remarks, the discussion continued near the voting booth, with the presentation of the ballot, and the voter asked the PEB member who to vote for. Due to the crowd, the PEB president did not notice them, and the two withdrew only after being photographed by the observer.
- PS 35/12 Ungheni. A voter registered on the electoral rolls of another polling station refused to go to that station and demanded to be allowed to vote on the spot or to have the police called. After the PEB president explained the situation to her, the voter was allowed to vote on the supplementary lists.
- PS 38/114 Rome, Italian Republic. At 11:41, after casting her vote, a voter attempted to leave the polling station with her ballot paper. Following a warning from representatives of the electoral competitors, she placed the ballot paper in her bag. When questioned by the PEB president, the voter denied that she had the ballot paper with her. The voter subsequently handed over the ballot paper, which was cancelled. PEB members also notified the local police.
- PS 25/6 Orhei. In the voting booth, a voter took out a black-and-white leaflet with electoral content to decide who to vote for. The PEB president intervened, the material was removed, and the voter completed the voting process. (It was not clear which electoral candidate the leaflet belonged to).
- PS 23/23 Nisporeni Cristesti. During mobile ballot box voting, two people with the same first and last names but different personal details were registered. One of them had submitted a request for the mobile ballot box to be brought to their home, while the other had not. Both individuals voted, and the situation was observed by the mobile team upon arrival at the polling station. The PEB president reported the incident to the CEC, and the person who did not submit a request was asked to come to the polling station for clarification.
- PS 37/5 Transnistrian Region Copanca. At 17:50, the ballots ran out. Voters from the left bank of the Dniester expressed their dissatisfaction, demanding that ballots be brought in from other polling stations and hurling insults at the PEB president.
- PS 38/292 Stockholm, Kingdom of Sweden. At 17:28, a person was entered into the electoral roll without being previously registered by the SIASA operator. PEB members noticed the discrepancy between the physical and electronic records approximately 20 minutes later. After identifying the situation, they contacted the person to return to the PS.
- PS 08/25 Cantemir Gotesti. At 21:02, it was reported that the police officer was outside the polling station. When the polling station closed, the president called her inside. The police officer initially refused, but PEB members and party representatives told her that she had to be inside. The police officer entered. After a short time, the police officer stood up and said that she was not allowed to be inside and asked to be let out.
- PS 1/29 Chisinau, Singera. Following a notification from the Promo-LEX observer at 18:46, a PEB member found that a voter had stamped her mother’s ballot paper, violating the electoral procedure. Subsequently, the same voter placed the ballot paper in the ballot box.
- PS 37/2 Transnistrian Region. At around 18:30, a queue of approximately 70–100 voters had formed, with the flow continuing. The cause was the malfunctioning of the SIAS system. For this reason, a PEB member urged voters to go to other polling stations in Anenii Noi, noting that not everyone would be able to vote in a timely manner.
- PS 38/102 Dublin, Ireland. At 18:55, a voter arrived at the polling station with a Moldovan passport. When his data was entered into the system, he was denied permission to vote. PEB immediately contacted the CEC for verification. Subsequently, the CEC found that a relative of the voter had voted with his ballot at a polling station in Stauceni, Republic of Moldova.
- PS 25/60 Orhei Pohorniceni. At 21:10, it was found that the unused ballots had not been counted, only sealed. They were taken from the PEB president’s table, placed in foil and sealed, and subsequently were never returned to.
