Promo-LEX Observation Mission for the parliamentary elections of 28 September 2025: Details of the conduct of the elections

The Promo-LEX Observation Mission for the parliamentary elections of 28 September 2025 informs that, by 14:30, 344 cases with incident status have been processed, of which this press release includes 254 confirmed incidents.  

According to observers, out of the total of 1290 monitored sections, 431 are not accessible for persons with locomotor impairments, and 94 sections do not have any tools for persons with visual disabilities.

In 313 PS of 1300, between 9:30 and 12:30, the Promo-LEX observers reported crowded situations, both inside and outside the PS. Of these, agglomerations were reported in 6 PS of the 12 sections open to voters from the Transnistrian region, as well as in 47 out of 117 PS from abroad, where Promo-LEX observers are present.  Persons were also seen filming voters at polling stations abroad, having uses recording devices. Such cases were reported in 10 PS abroad

Incidents related to the failure to ensure order in the polling station and within 100 m around  

Presence of advertising materials, posters, electoral boards within the radius of the polling station (100 meters from the station) – 5 cases. We remind you that the responsibility to remove advertising materials lies with the LPAs. This measure aims to protect voters from outside influences when casting their ballot papers.

  1. PS 20/50 Hincesti, Obileni. At 07:53, on the information board located 50 m from the PS, electoral advertising materials, in the form of leaflets, of two electoral competitors were detected. After being informed, the PEB president removed them.
  2. PS 21/14 Ialoveni, Costesti. At 08:45, it was found that on the information board located in the immediate vicinity of the PS, electoral posters of an electoral competitor were detected. After informing the PEB president, they were removed.
  3. PS 26/30 Rezina, Pereni. At 08:45, it was found that there were two electoral posters of electoral competitors on the information board in front of the PS. The PEB president was informed and the posters were removed immediately. She said she did not know their removal was necessary.
  4. PS 25/41 Orhei, Jora de Mijloc. At 9:10, it was found that there was a leaflet of electoral advertising of an electoral competitor on the information board located at a distance of about 50 m from the PS. The PEB president was informed and the leaflet was removed.
  5. PS 27/08 Riscani Costesti. At 10:49, leaflets of an electoral competitor were noticed in the PS. The PEB president was informed of this fact and requested the secretary’s support to remove the leaflets, having noted that she had not previously noticed them. The Secretary removed them.

Unjustified presence of unauthorized persons in the polling station or within 100 m – 22 cases. This prohibition is aimed at ensuring the fairness and transparency of the electoral process, without any influence.

  1. PS 08/03 Cantemir, Antonesti. At 08:25, in the PS, the mayor of the village, as an unauthorized person, together with the representative of an electoral competitor carried out works related to improving the brightness in the PS (installed light bulbs).
  2. PS 37/8 Left Bank of the Dniester. One person entered the polling station without presenting herself and tried to film, without confirmatory papers. Although she presented an act, the PEB president specified that it did not constitute a valid authorization. The person was no longer allowed to remain in the section and was asked to leave it. She remained briefly near the station, after which she left.
  3. PS 13/17 Donduseni, Pivniceni. During the observer’s stay in the polling station, two police officers entered one at a time. At 08:05, a policeman entered the station, approached the PEB president, talked with her for about a minute, then left.  At 08:07, a female policeman entered, approached the PEB president, took a bag and left. The whole interaction took about a minute.
  4. PS 01/155 Chisinau, Ciocana. Between 06:30 and 08:00, a car stayed near the entrance to the PS.
  5. PS 01/192 Chisinau, Ciocana. Within 100 m of the PS, at 09:07, a citizen was sitting in car reg.no. LEX 378. The Observer notified the PEB president who reported this fact to the policeman. In the discussion with the policeman, the citizen said that he came to a store (but the store did not operate today). After the discussion with the policeman, the citizen left, but moved to the parking lot not far from the station (in the area of 100 m from the PS), got out of the car and sat in the parking lot.
  6. PS 07/54 Cahul, Rosu. At 9:55, the mayor of the village was present at the entrance to the PS, where he greeted the voters who came to vote. After the objection made to the PEB president, the mayor left the PS.
  7. PS 01/158 Chisinau, Ciocana. At 9:33, it was found that a policeman approached the PEB members, requested the list of observers, photographed it and then left the premises.
  8. PS 02/003 Balti. At about 09:30, the unjustified presence of an unauthorized person in the PS was reported. The PEB president was informed and specified that the person concerned is an employee of the host institution and would be present in the building throughout the day.
  9. PS 08/03 Cantemir, Antonesti. At 08:40, a group of persons was near the PS: the mayor, the policeman, the representative of an electoral competitor and two locals, who sat for more than 30 minutes having talked in Bulgarian.
  10. PS 31/23 Soldanesti, Parcani. Around PS 31/23, about 10 m from the PS, the mayor and a group of persons were talking, the discussion lasted about 15 minutes.
  11. PS 08/04 Cantemir, Leca. At 10:31, it was noticed how two voters, having voted, went to the next room in the PS and took out the speakers to broadcast music outside the PS.
  12. PS 13/20 Donduseni. Rediul Mare. At 08:46, two police officers were near the PS. When they noticed the presence of observers, they entered the premises of the PS.
  13. PS 25/76 Orhei, Trebujeni. At 08:50, a person was found to be within 100m of the PS, having discussed with groups of persons, including voters before and after voting. From the discussions of the Promo-LEX observers with the locals, it followed that the person was a supporter of an electoral competitor.
  14. 35/72 Ungheni, Untesti. At about 11:00, within 100 m of the polling station, three unauthorized persons were identified, including a deputy – candidate from an electoral competitor, and two other persons from the village, who were gathering persons and discussing with them. As soon as the PEB president intervened, persons got into a car and left. They were in the area for about 30 minutes.
  15. PS 18/69 Floresti, Vertiujeni. At 11:00, it was found that after the voters cast their vote, they remained in the PS, having sat on chairs.
  16. PS 25/53 Orhei, Pelivan. At 11:45, in the 100 m perimeter around the PS, a group of about 10 women was noticed sitting on a bench about 20 m from the station, discussing the elections.
  17. PS 02/029 Balti. At about 11:27, a citizen approached the PEB members, having asked if he could attend the voting process without being accredited. He was equipped with a cap and badge with the insignia of a political party that could not be discerned. The PEB president explained the legal procedure to him, and the citizen left the PS.
  18. PS 38/136 Milan, Italian Republic. At 6:55, a woman tried to enter the PS on the grounds that she was an observer. At the request of the PEB president to present an act that she was an observer, the woman had an aggressive behavior and left the PS.
  19. PS 38/169, Ferrara, Italian Republic. At 6:55, the observer reported that two persons tried to enter the PS along with other persons who had devices for photographing and filming. The PEB president did not allow their access because they were not included in the lists of admitted persons. The persons said they were representatives of two electoral competitors.
  20. PS 38/089 Frankfurt am Main, Federal Republic of Germany. An unauthorized person was in the premises of the PS, it was a person with degrees of kinship/affinity of a representative of an electoral competitor. The PEB president allowed the person to be in the PS during the voting, having invoked only the prohibition to assist in the process of counting ballot papers.
  21. PS 38/051 Nice, French Republic. A person who presented himself as a representative of an electoral competitor entered the PS. It turned out that the person did not have accreditation and the PEB president refused him to stay inside the polling station.
  22. PS 07/28 Cahul, Cheoselia Mare. At 10:20 in the PS, a person who introduced himself as Popov Vasile and Promo-LEX Observer talked with the PEB president, after which he left, having noted that he would return later to receive a report. It was later found that the person was not the one he claimed to represent.

Violations of the secrecy of voting (photographing / filming the ballot papers; displaying the ballot paper with the expressed vote; improper location of the voting booths that allow viewing the voter’s option, failure to ensure the conditions for assisted voting, etc.) – 85 cases. Voters are not allowed to take pictures of the completed ballot, show the ballot, and placing them in the ballot box must be carried out in a way that the voting option is not visible.

  1. PS 37/5, Causeni. At about 07:20, at the polling station, the Promo-LEX observer, who was near the drivers of cars with Transnistrian registration numbers, heard how one of them admitted that he had photographed the ballot paper.
  2. PS 27/010 Riscani, Costesti. At 07:21, the representative of an electoral competitor collected on paper personal data (name and surname of voters) in the station. Following the objection of the PEB president, the representative did not make such records.
  3. PS 01/216 Chisinau, Riscani. At 08:15, a voter photographed the ballot paper, having reasoned that she wanted to show it to her mother. At the notification of the PEB president and the actions of the policewoman, the photo was deleted.
  4. PS 16/34 Edinet, Gordinesti. At 08:15, it was found that voting booths were installed in the PS premises, having violated the secrecy of the vote. 2 doors were behind the voting booths, one of which was often used by the PEB members while voters were voting. The PEB president was informed, he repositioned the booths, but insufficiently, the voters’ voting option remained visible.
  5. PS 28/57 Singerei, Radoaia. A man was assisted in voting by a woman, most likely his wife, because they came together. She reasoned that she was helping him because of a visual impairment. A PEB member offered the man a magnifying glass, but the woman remained near the voting booth to assist him, despite verbal warnings from PEB members that group voting was not allowed. The man did not expressly ask for the help of another person, and the woman noted that he would not cope on his own.
  6. PS 06/06 Briceni, Balasinesti. At 9:12, it was found that voting booths were located near the window and the voter’s option could be seen from outside through the window. The PEB president tried to make some changes, moving the table for persons with visual disabilities, but visibility through the window remained.
  7. PS 01/022 Chisinau, Botanica. Voting booths were misplaced, so the PEB members could easily spot the voters’ voting option.
  8. PS 21/04 Ialoveni, Ialoveni. At 9:10, it was found that the panel of the video surveillance system of the PS at the security guard of the institution allowed the live viewing of the voters’ option. The PEB president was informed and took action and the video recording ceased at about 09:20.
  9. PS 1/22 Chisinau, Botanica. The voting booth was located so that the PEB members could view the voter’s option.
  10. PS 08/04 Cantemir, Leca. At 9:34, it was found that the voting booths were malfunctioning and may have violated the secrecy of the vote. The PEB president was informed and the voting booths were relocated.
  11. PS 25/01 Orhei, Orhei. At 9:09, a voter, in the voting booth, asked another voter in the adjacent booth who to vote for. The PEB members heard and made objections to him.
  12. PS 18/34 Floresti, Gura Cainarului. At 9:35, a voter tried to photograph the ballot paper. When the PEB members objected, the voter put the phone in his pocket.
  13. PS 08/04 Cantemir, Leca. At around 09:30, the voting booths were placed improperly and the secrecy of the vote was not ensured. After the notification of the PEB president, they were relocated properly.
  14. PS 25/7 Orhei. A voter entered the voting booth talking on the phone. The PEB president made an objection to him. The PEB members did not check the phone to confirm whether the ballot paper had been photographed.
  15. PS 25/6 Orhei. A voter tried to film the electoral process when he entered the station, but the PEB president did not allow it. Later, in the voting booth, he tried to photograph the ballot paper after the stamp was applied. The PEB members noticed and warned him, and the photo was not taken. The police were called, and after the check, the voter left the station and no report was drawn up.
  16. PS 27/23 Riscani. A voter took a photo of the ballot paper. The PEB members noticed him and, at their request, the photo was deleted.
  17. PS 01/076 Chisinau, Buiucani. A voter photographed the ballot paper in the voting booth, which was noticed by the PEB President. The police were called. The person complied and went with the policeman, having noted that she was not allowed to take pictures of the ballot paper.
  18. PS 25/5 Orhei. At 9:00, a voter photographed the ballot paper, and the PEB members intervened and required to delete the photo. No report was drawn up.
  19. PS 02/037 Balti. A voter took a photo of the ballot paper. At the intervention of the PEB members, he deleted the photo.
  20. PS 18/34 Floresti, Gura Cainarului. At 9:23, a voter tried to photograph the ballot paper. The PEB secretary noticed and warned the voter. The voter complied and put the phone in his pocket.
  21. PS 30/6 Straseni. A voter took a photo of the ballot paper. The PEB members noticed him, requested his phone, and the photo was deleted from both the gallery and the Deleted Photos folder. No report of infringement was drawn up.
  22. PS 14/004 Drochia. A representative who refused to specify the electoral competitor he represented, positioned himself too close to the voting booths, at a lateral distance of about 1.5-2 meters, which caused discomfort to some voters, having generated reactions of dissatisfaction from them. Following several warnings from the PEB president, the observer changed his position.
  23. PS 28/11 Singerei, Tipletesti. A voter photographed the ballot paper, having said he couldn’t see it. The PEB president noticed him and asked him to delete the picture.
  24. PS 28/48 Singerei, Iezarenii Vechi. At 10:27, a voter tried to photograph the ballot paper, the PEB members and representatives of electoral competitors noticed, notified the PEB president, who approached him. The voter reasoned that he was telephoned to come to vote but to have his photo with proof of vote. In the end, the voter did not take the photo and did not want to say who he was telephoned by.
  25. PS 01/056 Chisinau, Botanica. At 10:34, a voter photographed the ballot paper. The PEB members did not notice.
  26. PS 01/122 Chisinau, Centru. At 10:26, a PEB member noticed that a voter had photographed a ballot paper. The PEB president was notified and he warned the person who photographed to delete the picture. The voter complied.
  27. PS 01/110 Chisinau, Buiucani. A voter, after exercising his right to vote, went through the back of the voting booth of the person with whom he had come to the PS and whispered to him who to vote for. The PEB members did not notice.
  28. PS 11/001 Cimislia. At 10:17, a voter, having needed more light to examine his ballot paper, broke the secrecy of the vote by positioning himself behind another voter in the booth for persons with disabilities.
  29. PS 1/135 Chisinau, Centru. At 10:09, a voter came out of the polling booth with her ballot paper having shown to her acquaintance, she had come with, as well as the other voters in the station, who she had voted for. The PEB members did not react.
  30. PS 32/18 Stefan Voda, Olanesti. Inside the polling station, a voter was noted taking photo of the ballot paper. He deleted the photo at the request of the PEB president.
  31. PS 18/59 Floresti, Ivanovca. At 08:55, an elderly man with poor eyesight, due to the lack of a specially equipped voting booth, took the ballot paper and went to vote at the window because the light was better. A PEB member made an objection to him but the voter ignored him.
  32. PS 01/225 Chisinau, Riscani. At 10:45, a voter in the voting booth took his phone and tried to photograph it. A PEB member noticed and drew his attention that this was not allowed. The police intervened and the voter said he did not take the photo. According to the information obtained by the Promo-LEX observers on the same day, there were other attempts to photograph the ballot papers in this PS.
  33. PS 7/46 Cahul, Ursoaia. At 8:35, the Promo-LEX observer found upon arrival in the PS that the surveillance camera was located so that it was filming the entire PS. The PEB president, together with a SAIS operator, repositioned and set the camera so that only the ballot box was visible.
  34. PS 25/47 Orhei, Mitoc. At 11:01, a voter entered the voting booth with her daughter, and a representative of an electoral competitor approached and positioned himself behind them. The incident was noted by the PEB president, who made objections to the representative of the electoral competitor and the voter, having asked all three to disperse.
  35. PS 01/091 Chisinau, Buiucani. At 10:50, inside the polling station, a voter photographed the ballot paper, having been in the booth. The PEB president notified the police about this incident.
  36. PS 25/47 Orhei, Mitoc. At 10:54 in the PS, there were cases when voters looked into the neighbor’s booth, in such a way the secrecy of the vote was violated.
  37. PS 25/71 Orhei, Step-Soci. One voter was caught photographing the ballot paper. The police was notified because the voter did not want to delete the photo at the request of the PEB members.
  38. PS 01/098 Chisinau, Buiucani. At 11:15, a voter after voting, before placing the ballot paper in the ballot box, presented the ballot paper with the choice already exercised in front of all those present in the station. When the PEB member objected, she said the stamp was too wet.
  39. PS 28/1 Singerei. A voter was caught by a PEB member photographing the ballot paper in the booth for persons with visual disabilities. The PEB members notified the police, and the policeman found out immediately. The voter deleted the photo on the spot, and a report was drawn up about it.
  40. PS 18/34 Floresti, Gura Cainarului. At 9:06, a voter entered the PS, and sat behind the voting booths. The PEB members insisted that the voter should move away from the voting booths so as not to violate the secrecy of the vote, but he refused.
  41. PS 08/04 Cantemir, Leca. At 10:02, a voter, in a state of intoxication, started to make a commotion because he did not discern the list of electoral competitors in the ballot paper. The PEB president offered him the magnifying glass. The voter continued to make a commotion, having exclaimed that he did not find in the list a certain electoral competitor. He asked for help from PEB members, and they refused, having argued that they did not have the right and asked him to wait until the next voter came. Subsequently, the voter tried to get out the PS with ballot paper. He was stopped by the PEB members, and the PEB president called the policeman. Another voter managed to help him vote for the party he wanted. The voter tried to get out again the PS with ballot paper, and was stopped again. Finally, he put the ballot paper into the ballot box.
  42. PS 11/16 Cimislia, Cenac. At 10:50, it was noticed that the voting booth for persons with disabilities was located in front of a door used for movement, which allowed the voter’s option to be viewed.
  43. PS 02/024 Balti. At about 10:35, a voter was visibly approaching the voting booths and trying to observe their voting options. At the warning of the PEB members, he complied and waited his turn to vote.
  44. PS 01/225 Chisinau, Riscani. At 11:15, a voter took his phone and photographed the ballot paper in the voting booth. A PEB member noticed and told him not to take pictures because he would be fined. The voter said he deleted the photo and put the phone in his pocket. His phone was not checked by the PEB president.
  45. PS 20/050 Hincesti, Obileni. In PS Obileni Hincesti, a representative of an electoral competitor notes on paper the names and surnames of the voters who vote, so that the information was visible. The PEB president warned repeatedly the representative of the electoral competitor but he did not react.
  46. PS 29/15 Soroca, Badiceni. At 11:25, it was found that the voting booth was malfunctioning, which violated the secrecy of voting. When the PEB members were informed, the voting booth was relocated.
  47. 23/42 Nisporeni, Zberoaia. One voter had his ballot paper cancelled after he photographed it. Later, at the request of the PEB president, he deleted the photo. The police were also notified. The voter was allowed to vote a second time.
  48. PS 01/195 Chisinau, Riscani. A voter photographed the ballot paper while voting. The PEB president noticed and warned the voter, he did not recognize and rushed out of the PS. The PEB president called the police, a report was drawn up for the voter.
  49. PS 01/063 Chisinau, Botanica. At 11:53, a voter photographed the ballot paper after the stamp was affixed. The PEB members immediately got involved and requested the photo to be deleted.
  50. PS 21/048 Ialoveni, Vassieni. At 11:05, a voter photographed the ballot paper after the stamp was affixed. At the warning of the PEB president, the voter deleted the photo.
  51. PS 12/025 Criuleni, Mascauti Est. At 10:58, a voter photographed the ballot paper after the stamp was affixed. At the warning of the PEB president, the voter deleted the photo.
  52. PS 01/253 Chisinau Durlesti. At 11:37, a voter was noticed photographing the ballot paper in the voting booth after the stamp was affixed. The PEB president intervened immediately and asked her to delete the photo, and the voter complied.
  53. PS 01/223 Chisinau, Riscani. One voter held out his hand and photographed another voter’s ballot paper from the next booth, as they were friends. The PEB members intervened, but the picture was not deleted.
  54. PS 01/092 Chisinau, Buiucani. At 12:34, a voter photographed the ballot paper. The PEB president told him to delete the picture, and the voter left later.
  55. PS 10/009 Causeni, Cainari. At about 11:20, voting booths were improperly located, too close to each other, allowing free viewing of voting options between booths. Following the warning of the PEB president, they were properly relocated.
  56. PS 35/10 Ungheni. At 10:58, a voter was seen photographing the ballot paper in the voting booth. The PEB president noticed and called the police.
  57. PS 01/187 Chisinau, Ciocana. At 12:30, a voter, who later introduced himself as an influencer photographed the ballot paper. The PEB president called the police, even though the voter said he could delete the photo “without any problems”.
  58. PS 01 / 222 Chisinau, Riscani. At 12:27, a voter photographed the ballot paper, he was required by the PEB members to delete the photo and write an explanation of why he photographed the ballot paper.
  59. 35/10 Ungheni. At 12:06, a voter took a picture of the ballot paper. The PEB president called the police.
  60. PS 07/19 Cahul, Andrusul de Sus. At 11:50, it was found that at the entrance to the PS there was a functioning surveillance camera, which recorded every person entering the PS. The Promo-LEX observer informed the PEB president, and she covered the camera.
  61. PS 01/027 Chisinau, Botanica. At 12:41, the voter photographed the ballot paper. This was noticed by the PEB secretary and the person was immediately stopped. The PEB president called the police, all the pictures were deleted.
  62. PS 01/261 Chisinau, Singera. At 12:45, a voter photographed the ballot paper in the booth. The PEB president intervened and asked the person to delete the picture from the phone.
  63. PS 21/18 Ialoveni Gangura. At 11:43, it was found that the ballot box intended for persons with disabilities was misplaced, having been facing the participants, which allowed noting the voter’s option.
  64. PS 38/094 Athens, Hellenic Republic. At 9:20, 5 voters who intentionally presented their ballot paper with their chosen option after leaving the voting booth were noticed. The PEB president was asked to explain to voters in details that after the vote they should fold the ballot paper and not display it.
  65. PS 38/254 Moscow, Russian Federation. At 8:28, a voter sat in the voting booth for about 15 minutes, talking on the phone and interacting with the other voters in the adjoining voting booths. He did not react to the warning by the PEB members.
  66. PS 38/068 Hamburg, Federal Republic of Germany. A voter took a photo of the ballot paper. Following the notification of the PEB president, the voter deleted the photo. The police was not notified.
  67. PS 38/141 Monza, Italian Republic. A voter took a photo of the ballot paper. Following the notification of the PEB president, the voter deleted the photo.
  68. PS 38/007, Brussels, Kingdom of Belgium. A voter took a photo of the ballot paper. Following the notification of the PEB president, the voter deleted the photo.
  69. PS 38/153 Venice, Italian Republic. A voter took a photo of the ballot paper. Following the notification of the PEB president, the voter deleted the photo.
  70. PS 38/167 Modena, Italian Republic. A voter took a photo of the ballot paper. Following the notification of the PEB president, the voter deleted the photo.
  71. PS 38/072 Osnabruck, Federal Republic of Germany. Due to lack of space, voting booths could not be placed at 45 degrees. But at the same time, a PEB member was present next to the booths and was watching the voters. As a declared purpose was that he follows photographing the ballot papers, but at the same time for him the option of the voter was also visible.
  72. PS 38/118 Pesaro, Italian Republic. A voter took a photo of the ballot paper. Following the notification of the PEB president, the voter deleted the photo.
  73. PS 38/022 Limassol, Republic of Cyprus. A voter took a photo of the ballot paper. Following the notification of the PEB president, the voter deleted the photo.
  74. PS 38/040 Montreuil, French Republic. A voter took a photo of the ballot paper. Following the notification of the PEB president, the voter deleted the photo.
  75. PS 38/223 Lisbon, Portuguese Republic. Two voters photographed their ballot papers. Following the notification of the PEB President, the voters deleted the photos.
  76. PS 38/043 Creteil, French Republic. A voter took a photo of the ballot paper. Following the notification of the PEB president, the voter deleted the photo.
  77. PS 38/008 Anderlecht, Kingdom of Belgium. Two voters photographed their ballot papers. Following the notification of the PEB President, the voters deleted the photos.
  78. PS 38/253 Moscow, Russian Federation. Four voters photographed their ballot papers. Following the notification of the PEB President, the voters deleted the photos.
  79. PS 38/294 Istanbul, Turkey. A voter took a photo of the ballot paper. Following the notification of the PEB president, the voter deleted the photo.
  80. PS 38/194 Stratford, Kingdom of Great Britain and Northern Ireland. A voter took a photo of the ballot paper. Following the notification of the PEB president, the voter deleted the photo.
  81. PS 38/247 Oradea, Romania. A voter took a photo of the ballot paper. Following the notification of the PEB president, the voter deleted the photo.
  82. PS 38/191 Riga, Republic of Latvia. A voter took a photo of the ballot paper. Following the notification of the PEB president, the voter deleted the photo.
  83. PS 38/025 Geneva, Switzerland. At 10:21, a voter filmed and took pictures of the ballot paper. By the time the PEB president was informed and made his objection, it was already late as he left quickly. They recorded the case and made notes in the list next to that person.
  84. PS 38/235 Iasi, Romania. At 12:06, while in the voting booth, a voter photographed the ballot paper after the stamp was applied. Upon leaving the station, a PEB member asked her to delete the photo. The voter complied and deleted the image.
  85. 25/25 Orhei, Ciocilteni. At 13:00, a voter photographed the ballot paper, and at the request of the PEB members, he deleted the photo.

Filming of the voting process by representatives of competitors – 10 cases. 

  1. PS 38/033 Paris, French Republic. At 6:45, representatives of an electoral competitor who wanted to install a camera in the PS appeared at the PS. The PEB president did not allow the camera to be installed.
  2. PS 38/70 Munich, Federal Republic of Germany. The observer reported that a person with a camera was noticed at the opening of the polling station, it could be deduced because of the red indicator that the camera was operating. The PEB members were notified. At the request of the PEB members, the person could not present any document by which he would be accredited and left immediately the polling station.
  3. PS 38/139 Brescia, Italian Republic. At 8:45, there were 2 persons who installed a video camera on a pole outside the polling station. The observer notified the PEB president, who in turn notified the police. The video camera has been removed and police were trying to identify the individuals.
  4. PS 38/136 Milan, Italian Republic. The observer reported that, at 8:45, he noticed a person entering the polling station and asked the PEB president for permission to film. The person presented a passport of the Russian Federation. The PEB president refused permission to film and asked him to leave the polling station. The person was in front of the PS for another 5 minutes talking on the phone, then began to film himself having said in front of the camera that he had been expelled from the polling station in an abusive way.
  5. PS 38/141 Monza, Italian Republic. At 7:15, at a distance of 5 m from the PS, a person was filming the PS. The PEB president was informed, and she subsequently notified the police. The person was ordered to delete the video.
  6. PS 38/163 Parma, Italian Republic. At 7:00, a person presenting himself as a representative of an electoral competitor and possessing a video camera, showed up at the PS. The president did not allow him access because the representative did not present any confirmatory document.
  7. PS 38/032 Paris, French Republic. A representative of an electoral competitor showed up at the PS, but she was not found in the CEC lists. The PEB president forbade access.  The representative tried to place the video camera next to the CEC camera installed above the ballot box. Subsequently, the camera was taken by the representatives of the electoral competitor, who left the PS.
  8. PS 38/165 Bologna, Italian Republic. The observer said a representative from an election competitor installed a personal camera just below the camera installed on the ballot boxes. He said he received the camera from the party and was instructed to film the entire voting process. The PEB president did not initially agree, he invoked that he must ask the hierarchically higher bodies if it was allowed. Soon he returned and mentioned that the legislation allows registration only that it was not certain if the whole process without interruptions or periodically because the legislation was not provided for, he said it was a gap. The PEB president informed the PEB members about the presence of the camera, and some members were outraged by this fact. The camera recorded audio / video without interruptions.
  9. PS 38/176 Turin, Italian Republic. At 6:40, a person who owned a video camera came to the polling station and said that she had to install it. She did not know which electoral competitor she represented and insisted that the PEB president should know based on her name. She was told that she was not in the list and must leave the PS, otherwise they will have to call the police. The person went outside, waited for 7:00 when he voted and left.
  10. PS 38/249 Suceava, Romania. At the opening of the polling station, representatives of an electoral competitor started filming the process without the president’s consent, but he intervened and stopped filming.

Electoral campaigning or black PR in the 100 m perimeter and/or in the polling station to influence voters’ choice – 3 cases. On Election Day, any form of electoral campaigning or promotion of negative information (black PR) is strictly prohibited, so as not to influence the voter’s choice.

  1. PS 11/14 Cimislia, Mereni. At 10:15, at the exit of the PS, the representative of an electoral competitor was noticed, talking with a voter and explaining to him why it would be good to vote for this block.
  2. PS 02/024 Balti. At about 11:00, a voter consulted a newspaper of an electoral competitor in the voting booth in the PS, having reasoned that he wanted to check the voting option. After the intervention of the PEB president, he hid the newspaper, voted and left the PS.
  3. PS 05/006 Basarabeasca. At around 09:45, the representative of an electoral competitor was noticed using a pen with the party logo. The PEB members caught his attention, and the pen was replaced.

Unjustified group voting (there are 2 and more persons in the voting booths) or when one and the same person assists several times voters who cannot fill out the ballot papers by themselves – 30 cases. Voting must be secret and freely expressed, and group voting violates these principles and may be a way of controlling the vote or exercising improper influence on the voter.

  1. PS 01/055 Chisinau, Botanica. At about 12:35 in the PS, two voters, husband and wife, who did not show any health problems, voted in the same booth. The PEB members made objection to them, but they voted in the same voting booth anyway.
  2. PS 01/30 Chisinau, Botanica. At 9:02, a voter accompanied by another person entered the voting booth and they were later separated. The accompanying person continued to indicate to the voter how to vote and where to affix the stamp. The voter encountered difficulties, opened the ballot paper showing that she had not applied the stamp and returned to the voting booth. The accompanying person followed her persistently with directions to the box.
  3. PS 36/29 TAUG, Avdarma. At 08:22, two voters were discussing the voting procedure. One of them, coming out of the first voting booth, entered briefly the adjacent booth, where the other voter was, and the discussion lasted about a minute. Afterwards, the two continued to talk near the ballot box, also for about a minute, communicating in a whisper, but the voices were heard. The whole incident lasted about two minutes. The PEB president did not notice the situation and no one in the PEB reacted.
  4. PS 37/6 Causeni. A man, who, although he signed by himself in the electoral lists, was assisted by his wife when the stamp was applied to the ballot paper. It was heard how the wife indicated him as “here”. The PEB president allowed those two persons to enter the voting booth together, having argued that the man was visually impaired.
  5. PS 25/59 Orhei, Podgoreni. At 9:02, it was found that two persons had voted in the group. One person provided guidance to the other, having pointed a finger at the ballot paper. The PEB president intervened immediately and made objection to them.
  6. PS 01/264 Chisinau, Vatra. At 9:45, a voter in the voting booth asked for help from her daughter to vote, having said she couldn’t see. The woman’s daughter approached the booth and told her who to vote for and where to put the stamp. The PEB members warned that she had no right to tell another voter who to vote for, but she insisted until the voter had not voted.
  7. PS 11/36 Cimislia, Mihailovca. At 9:40, a couple of elderly voters, who showed no signs of vision disability, entered the voting booth together. The PEB president intervened verbally, having noted that this was not allowed, but one of the voters had already applied the “voted” stamp on both ballot papers.
  8. PS 01/098 Chisinau, Buiucani. Two voters, presumably husband and wife after receiving their ballot papers tried to discuss whom to vote for. After voting, the husband approached his wife’s booth and gave her a number. When a PEB member objected, they stopped.
  9. PS 06/06 Briceni, Balasinesti. At 08:57, while a voter was in the voting booth, another person entered the same booth, having reasoned later that they were relatives and that he wanted to help her. The PEB president made objection to them, and the second person immediately exited the voting booth and was removed. Both electors were about the same age, and visually did not show any disability to require the presence of the companion.
  10. PS 10/19 Causeni, Cirnateni. At 10:48, there were two persons in a voting booth. The PEB president was informed and argued that she was the mother with her son, but reacted immediately and assigned them to different booths.
  11. PS 01/201 Chisinau, Riscani. At 10:09, a citizen was near the voting booth with a PEB member and was talking to a voter who was about to vote. This citizen did not vote but accompanied and guided the voter.
  12. PS 18/55 Floresti, Cenusa. Two persons entered the same voting booth. The PEB president did not react.
  13. PS 16/47 Edinet, Tirnova. At 10:50, two women were seen inside the PS, who were in the same voting booth, having consulted each other. The PEB president reacted promptly to this action, making objections and separating them.
  14. PS 01/249, Chisinau, Riscani. Inside the polling station at 10:15, two voters, mother and daughter, entered the voting booth together, and the mother voted for both. The incident was not noticed by the PEB president.
  15. PS 25/47 Orhei, Mitoc. At 11:01, a voter entered the voting booth with her daughter, and a representative of an electoral competitor approached and positioned himself behind them. The observer captured the incident in the photo, which was noted by the PEB president, who made objections to the representative of the electoral competitor and the voter, having asked all three to disperse.
  16. PS 01/258 Chisinau, Durlesti. At 10:36, two voters entered the voting room and moved simultaneously to the booths, where they began to consult each other. Both stayed in the booths for about 5-6 minutes, having reasoned that they could not find the competitor to be voted on. The PEB president asked her to clear the booth to allow other voters access, as a line had formed. One voter took the phone out of her bag, talked to someone, then found what she was looking for on the ballot paper and communicated it to the other voter. Both voted concurrently.
  17. PS 01/242 Chisinau, Riscani. A voter, at 11:03, was noticed by the PEB president photographing the ballot paper. The president warned voters about the violation. It was unclear whether or not she deleted the photo.
  18. PS 11/37 Cimislia, Mihailovca. At 8:39, the presence of two persons was noticed in the same voting booth. The PEB president commented that the voter was elderly and probably did not see well.
  19. PS 11/37 Cimislia, Mihailovca. At 08:39, the presence of two persons in the same voting booth was noted. The PEB president commented that the voter was elderly and probably did not see well.
  20. PS 01/267 Chisinau, Truseni. At 11:28, in the polling station, a voter after voting approached her daughter, who was also going to vote, and showed her where to put the ”voted” stamp. The PEB members did not react.
  21. PS 01/224 Chisinau, Riscani. At 11:29, the observer found that 3 voters were in the same voting booth, most likely a family. The wife also voted for the husband because he did not understand how to vote. The voter asked the PEB members if she was allowed to vote instead of the voter (husband) and they confirmed that she could.
  22. PS 01/223 Chisinau, Riscani. At 11:20, a voter came out of the voting booth to consult with her husband. After the warning by the PEB members she returned to the voting booth and voted.
  23. 25/25 Orhei, Ciocilteni. Two persons entered the polling booth at the same time. At the request of the PEB members, voters separated.
  24. PS 01/182 Chisinau, Ciocana. At about 11:10, three persons entered the station: two voters, one of whom was visually impaired and a minor. Even if one of the voters insisted on helping the visually impaired voter, he was refused by the PEB on the grounds that all materials adapted for the visually impaired would be made available. She voted having been assisted by the minor. During discussions with the PEB president, the voter who offered to help adopted an aggressive tone, having refused to leave the station. The situation calmed down only when the president notified that she would request police intervention.
  25. PS 18/48 Floresti, Prajila. At 11:20, two elderly persons voted in the group. At the request of the PEB members to vote separately, the persons refused.
  26. PS 01/032 Chisinau, Botanica. At 12:10, an elderly voter, for reasons of having vision problems, asked a PEB member where a certain competitor was on the ballot paper, to which the PEB member pointed his finger.
  27. PS 01/223 Chisinau, Riscani. It was noticed how two voters discussed with each other in the voting booths, which were very close to each other. The PEB members made an objection to them.
  28. PS 01/157 Chisinau, Ciocana. In the PS, a voter voted in consultation with another voter, having argued that the woman had vision problems, although she signed on the electoral list by herself not having any special needs.
  29. PS 01/249 Chisinau, Riscani. At 11:35, a group of older voters (6 voters) entered the station. A person from the same group approached one of the voters and checked his ballot paper. They left then the polling station together. Another group of older persons was noticed within about 1 hour.
  30. PS 01/201 Chisinau, Riscani. At 12:50, a voter entered the voting booth accompanied by a close person. The ballot paper was filled in and placed in the ballot box by the accompanying person, not the voter.

Restricted access for observers or obstruction of the free observation process in the polling station – 4 cases. It is essential that observers can monitor the conduct of elections in order to ensure their transparency and fairness.

  1. PS 01/224 Chisinau, Riscani. The Promo-LEX observer was treated with hostility and arrogance by the PEB members at the time, at 8:20, when they inquired about the presence at the station of special materials for persons with visual impairment (magnifying glass, template envelope, etc.). The PEB members insinuated that these materials were useless and urged the observer to stay in her place without moving. Later, the PEB president presented to the observer the devices she asked about.
  2. PS 28/48 Singerei, Iezarenii Vechi. At 9:30, at the entrance on the Main Street, about 50 m from the entrance to the polling station, a policeman asked for the identity of the Promo-LEX observers and passed the information to someone. The PEB president was asked if this was the case. The PEB president tried to find out the reason from the policeman, and the latter argued that he requested the information to maintain public order.
  3. PS 30/3 Straseni, Straseni. The Promo-LEX observer addressed the PEB president to ask for information, but he indicated an exact place to stay in order to receive an answer, forbidding him to move freely inside the PS.
  4. PS 01/157 Ciocana, Chisinau. The Promo-LEX observer was restricted from observing by the PEB president who noted that the observer was not allowed to move beyond the video camera. This happened when the observer wanted to see if the ballot paper was photographed.
  5. PS 38/152 Venice, Italian Republic. The observer informed the PEB president that during the day he will eventually need some information, as well as the fact that he had the authorization to make photo/video during the day, if necessary. The PEB president asked to write a request and then communicated that he does not authorize filming in the PS. The observer drew up the request and it was accepted.

Difficulties related to access of representatives of electoral competitors to the PS – 9 cases 

  1. PS 38/072 Osnabruck, Federal Republic of Germany. At around 6:40, three persons who presented themselves as representatives of electoral competitors came to the polling station. They presented only the identity document, without any decision of the electoral body. The PEB president forbade them to attend the electoral process. The individuals said they were awaiting confirmation to be presented to the president. In the end, the persons did not present any supporting documents as declared and left the polling station.
  2. PS 38/255 Madrid, Kingdom of Spain. At 6:40, five persons tried to register in the PS as observers and representatives, but they were not in the official lists from the CEC. Only a few persons managed to get access to the PS when it was opened, the others were to clarify the situation with the PEB President.
  3. PS 38/087, Frankfurt am Main, Federal Republic of Germany. The observer said that, at 6:45, two persons approached the PS and said they were observers. At the request of the PEB president to present credentials or an identity document, they communicated that they do not have such. At the insistence of the PEB President, the persons left the polling station, but were staying outside.
  4. PS 38/006 Brussels, Kingdom of Belgium. At the polling station, from the opening of the polling station until 9:10, a representative from the electoral competitor was present. The PEB president, after certain consultations with the secretary, informed the person that he would leave the polling station. The person returned later to the polling station.
  5. PS 38/102 Dublin, Ireland. One person appeared at the PS as a representative of an electoral competitor. The PEB members checked the CEC list and the person was not found, they also checked in the software and the same was not found, so the person was denied access.
  6. PS 38/255 Madrid, Kingdom of Spain. A person who mentioned that he represents an electoral competitor appeared at the PS. The person waited for a while, then was admitted for a few minutes as a representative. Later, the PEB president called her, told her that she was not in the list and the person left the polling station.
  7. PS 38/043 Creteil, French Republic. Two persons appeared at the PS as representatives of electoral competitors. These persons were not admitted because they were not found in the CEC lists.
  8. PS 38/188 Tokyo, Japan. At 7:00, a person who presented herself as a representative of an electoral competitor appeared at the polling station. The PEB president contacted the CEC, but the woman’s accreditation was not confirmed. The person was not allowed to observe the election.
  9. PS 38/081 Stuttgart, Federal Republic of Germany. The representative of an electoral competitor was not allowed to carry out observation inside the polling station because the PEB president did not find him in the list and did not present a decision in this regard.

Incidents related to the organization of voting  

Ballot papers that were not distributed to the PEB members are not kept in a safe/closet inside the polling station – 6 cases. We specify that the storage of the ballot papers that were not distributed must take place in accordance with the legal regulations, in order to ensure the integrity and security of the electoral process.

  1. PS 21/14 Ialoveni, Costesti. At 08:50, it was found that the ballot papers that were not distributed were not kept properly, having been left on a table in the PS. The PEB president was informed, who said that he would organize their storage in a closet.
  2. PS 08/047 Cantemir, Visniovca. At 08:40, it was found that the ballot papers that were not distributed were kept improperly, on a table next to the president and secretary of the PEB.
  3. PS 25/76 Orhei, Trebujeni. At 8:25, it was found that the ballot papers that were not distributed were kept in the drawer and under the table of the PEB President. When asked by the PEB president about the place of storage, she replied that they do not have safes and they have to keep them in the drawer and under the table.
  4. PS 01/165 Chisinau, Ciocana. At 10:20, it was found that the ballot papers that were not distributed were not stored in the safe, but on a chair next to the PEB president.
  5. PS 20/52 Hincesti, Pascani. At 11:10, it was found that the ballot papers that were not distributed were on the window near the PEB president. The PEB president explained that there was no safe or closet in the PS.
  6. PS 30/37 Straseni, Romanesti. At 11:15, it was found that the ballot papers were not kept in the safe. When informing the PEB president, she said that the PS does not have a safe, it was located at the city hall.
  7. PS 36/32 TAUG, Baurci. At 9:58, several ballot papers were found packed on the table of the PEB president and next to the secretary. They had originally been kept in the safe of the secretary of the gymnasium, but in the morning they were taken out and put on the table of the president and the secretary of the PEB. The PEB president said that only he and the secretary have access to the ballot papers.
  8. PS 22/15 Leova, Cociulia noua. At 10:10, at the appearance at the PS, the PEB president informed the observer that the PS was not equipped with a safe.
  9. PS 04/36 Anenii Noi, Telita. At 10:35, it was found that the ballot papers were kept on the table of the PEB President, and he reasoned that the safe was heavy and cannot be brought to the PS.
  10. PS 28/62 Singerei, Taura Noua. At 11:15, it was found that the ballot papers were kept in the safe from another SP in the neighboring village of Taura Veche. The decision was taken by the PEB President.
  11. PS 22/41 Leova, Tomaiul Nou. At 10:55, it was found that the ballot papers that were not distributed were not kept in the safe or closet in the PS, but were on the desk where the president and Secretary of the PEB were. They argued that the ballot papers were kept in the safe of Tomaiul Nou City Hall and were brought in the morning to the PS (cultural center).

Termination / suspension of voting in the polling station – 2 cases. Please note that any interruption of the voting process must be justified and documented by the PS president and communicated to the competent authorities.

  1. PS 01/222 Chisinau, Riscani. The observer, at 8:20, reported the SAIS Elections malfunction. The cause mentioned by the PEB members was the overload of the program. The SAIS operator and PEB president called the technical support but on the phone they could not solve the fault and a technical support programmer came within 5-10 minutes and the problem was solved and the voting resumed. Due to the malfunction, the voting process was stopped for a period of about 10-15 minutes, the line was made up of about 10 voters.
  2. PS 38/224 Cascais, Portuguese Republic. The polling station was opened late, at 8:18, due to the problem of the internet connection and the platform, SAIS Elections.

Deficiencies in electoral lists – 26 cases.  

  1. PS 01/157 Ciocana, Chisinau.  One voter did not appear in the SAIS nor in the electoral lists. However, the citizen had the residence in the identity card at the address assigned to the PS. The PEB president recommended that voter to contact the CEC. The voter left, after about 10 minutes he returned accompanied by a relative, who persuaded the PEB president to vote according to the additional list. The voter exercised his right to vote in the supplementary list.
  2. PS 07/31 Cahul, Colibasi. At 08:05, it was found that, a voter does not appear at any polling station in SAIS Elections, although she has not changed her residence visa in the last at least 50 years. She showed up with an old ID card and voted according to the supplementary list.
  3. PS 01/288 Chisinau, Bacioi. At around 08:30, a voter found that a foreign person was listed in the electoral list at his home address. As a result, he called 112 to report the situation.
  4. PS 01/135 Chisinau, Centru. At 9:30, a voter showed up who was residence according to the ID card in the area of the polling station, but was not in the basic list. After several consultations with the CEC, the PEB president decided to register him in the supplementary list.
  5. PS 01/219 Chisinau, Riscani. At 9:59, address discrepancies were found: two voters were not in the electoral lists and were included in the supplementary lists.
  6. PS 01/164 Chisinau, Ciocana. A voter noticed that the husband who died in April 2025 was also present in the list.
  7. PS 01/165 Chisinau, Ciocana. At 10:50, a voter informed the PEB president that two more persons with different surnames, whom he did not recognize, were in the basic list at his apartment address. The PEB president recommended him to contact PSA to resolve the situation.
  8. PS 8/3 Cantemir, Antonesti. At 8:43, a voter has an address in Antonesti, Cantemir in ID card, but she was not found in the basic lists. The SAIS Elections showed the woman did not have a residence visa. The PEB secretary added her to the additional list and the voter exercised her right to vote.
  9. PS 23/5 Nisporeni. At 09:55, two voters, during the verification carried out by the SAIS operators, did not have indicated their residence visa and assignment to the respective station. After the PEB president checked the documents, it was decided to include them in the supplementary lists, because the identity cards indicated the address located in the area of the section. Citizens have exercised their right to vote.
  10. 28/11 Singerei. A voter from the locality was not found in the electoral lists and the database, although he was in the list at the previous election. The PEB president contacted the CEC to verify the situation, and the voter was placed in the supplementary list and was able to exercise his right to vote.
  11. PS 21/005 Ialoveni. At 10:45, a voter was not found in the basic electoral list and was included in the supplementary list. The reason for his absence from the base list was unknown.
  12. PS 01/247 Chisinau, Riscani. At about 11:01, a voter who had come to the polling station was not allowed to vote on the grounds that he was not in the electoral lists or in SAIS. The president contacted the CEC. The voter waited about 8 minutes and then voted according to the supplementary lists.
  13. 32/3 Stefan-Voda. One voter did not find himself in the basic electoral list, although he had a residence visa in the city. Eventually, the voter was included in the supplementary list and exercised his right to vote.
  14. PS 01/134 Chisinau, Centru. One voter was not in the basic lists, and in SAIS Elections had the mention “no residence”. According to the domicile of the identity card, they would vote at the given station. He was placed in the supplementary list.
  15. PS 01/247 Chisinau, Riscani. At 11:01, a voter was not allowed to vote because he was not in the electoral lists or in SAIS Elections. The PEB president consulted on the phone and, after 20 minutes, the voter voted according to the supplementary lists.
  16. PS 02/009 Balti. One voter was not in the basic electoral list. According to SAIS Elections, he was assigned to a PS in mun. Chisinau, although he had a residence visa in Balti. After verifying that he had not previously voted, he was placed in the supplementary list and exercised his right to vote.
  17. PS 01/247 Chisinau, Riscani. Two voters, family, were not in the electoral lists and in SAIS Elections. They claim that they have been living here for 5 years and constantly have problems with identification in lists. They showed up with ID cards where the domicile was not indicated and this delayed the settlement. They voted eventually in the supplementary list.
  18. PS 01/017 Chisinau, Botanica. At 11:30, a voter showed up to vote, having arrived to the table she saw that her son who died 3 years ago was in the list. The outraged voter mentioned that she always came with the death certificate, but he remained in the list. The PEB president reacted immediately and made a copy of the death certificate, having stated that last year, however, this copy was not presented, and a decision will be made in this regard.
  19. PS 08/40 Cantemir Stoianovca. At 11:27, a voter was not in the basic voter rolls. The PEB members added him to the supplementary lists.
  20. PS 1/179 Chisinau, Ciocana. One voter was not included in the electoral lists nor in SAIS Elections, even if according to the domicile from the identity card she would be assigned to the respective PS. The voter voted according to the additional lists, having noted that she had the same situation in the past election.
  21. PS 04/36 Anenii Noi, Telita. At 11:27, a voter showed up to vote having a residence visa in Telita village, Anenii Noi district in the ID card, but he was recorded in the SAIS Elections as residing in mun. Chisinau. The PEB president contacted the competent authorities and was consulted to include the person in the supplementary list, while enclosing the copy of the identity card.
  22. PS 01/077 Chisinau, Buiucani. At 12:57, a voter who was not identified in the basic electoral lists from this station showed up, and he must vote at another station according to SAIS Elections. The voter mentioned that he voted permanently at this station. The PEB president allowed him to vote in the supplementary list.
  23. PS 36/35 TAUG, Beschioz. At 12:53, a voter showed up at the PS 36/35, where she always voted according to her residence visa. In SAIS Elections, however, it appeared that she was registered for voting in the Russian Federation, and she did not have a local domicile at that time, although she was constantly in the basic lists of the section previously. The PEB secretary checked the printed list and found her inscribed at her home address. After which the PEB members decided to include her in the supplementary list so she was able to vote. The voter mentioned that she was permanently with this residence visa, and was surprised by the situation created.
  24. PS 01/268 Chisinau, Dumbrava. At around 12:57, a voter approached the station who identified discrepancies between the de facto address where he lives and the one mentioned in SAIS Elections. The PEB president recommended to include him in the supplementary list.
  25. PS 06/29 Briceni, Larga. At 12:00, there were cases when voters were not in the electoral lists. The PEB members offered explanations, but voters were dissatisfied. Many of them, especially elderly persons who moved with difficulty, revolted, and some said they would no longer go to vote. It was also reported the case of a couple, husband and wife, who had the same home address, but appeared in different lists, one was registered at a PS, the other at the other. The PEB president spoke kindly with the voters and redirected them to the neighboring polling station.
  26. PS 07/61 Cahul, Valeni. At 12:05, three persons with the corresponding PS residence visa were not in the SRV or in the basic electoral lists. After checking the data at the PSA, it was confirmed that these voters were domiciled in Valeni and voted according to the additional lists.

Deficiencies in the operation of the SAIS Elections (technical errors, problems related to voter registration, etc.) – 7 cases. If the SAIS Elections becomes unworkable, jams may occur in the process of registering voters who show up to vote. The role of this system is also to prevent multiple voting.

  1. PS 01/157 Chisinau, Ciocana. From 9:31 to 9:40, in the case of one of the SAIS operators, the voter registration system did not work. When entering IDNP, it showed error. Voters were redirected to the other operator, where it was still working well. The issue was fixed and voting was not suspended.
  2. PS 35/71 Ungheni, Graseni. At 9:35, it was found that, since the opening of the PS, a SAIS Elections operator had no internet connection. The PEB president contacted the internet provider “Moldcell”, but the problem was not solved. Currently, only one SAIS Elections operator operates.
  3. PS 4/24 Anenii Noi, Gura Bicului. At 08:20, only one SAIS operator was receiving citizens for verification. The second operator did not work, since the internet was only available on one of the computers. Around 9:00, a team from Moldtelecom arrived at the station to fix the problem.  By 9:00, the incident had not been resolved and the Moldtelecom workers were still carrying out the work.
  4. PS 04/24 Anenii Noi, Gura Bicului. At 08:20, it was found that only one SAIS Elections operator was receiving citizens for verification. The second operator did not work, since the internet was only available on one of the computers. Around 9:00, a team from S.A. “Moldtelecom” arrived at the PS to fix the problem. By 9:00, the incident was not resolved and the workers of S.A. “Moldtelecom” were still carrying out the work.
  5. PS 01/203 Chisinau Riscani. At 11:45 in the PS, at the request of the Promo-LEX observers to present the total number of persons who voted this morning, they were informed that SAIS Elections was not working, and the operator noted who came to vote on a sheet. The PEB president noted that problems of this kind have been since the morning and have not yet been solved.
  6. PS 25/6 Orhei. As of 11:00, the internet connection of the SAIS operator, provided through the Orange provider, was interrupted. The problem was fixed at 12:05. During this period, the activity was carried out by a single SAIS operator.

Voting with non-compliant identity documents (expired identity card, digital identity documents) – 2 cases. Voters must present valid identity documents in order to exercise their right to vote. An exception is allowed in the case of diaspora voters, who can vote with the passport including the expired validity period, if other situations in which, according to the legal provisions, it has become invalid, did not occurred.

  1. PS 01/192 Chisinau, Ciocana. At about 11:45, a voter with an expired identity card approached the PS. The PEB president informed initially him that he could not vote. The voter, however, said he had filed to change his ballot paper with the PSA. The PEB president telephoned the CEC where he was informed that the voter can vote, and a statement of findings was drawn up! The voter voted.
  2. PS 01/188 Chisinau, Ciocana. At 12:14, one of the SAIS operators voted in the supplementary list having presented the documents in electronic format. The PEB president also had a copy of his identity card on paper. The operator had not the physical document with him.

Deficiencies related to mobile ballot box voting in curative institutions (asylums, placement centers) – 1 case. Voters in curative institutions must be provided with the conditions of direct, secret and freely expressed voting, as well as those who vote in polling stations.

  1. PS 29/15 Soroca, Badiceni. In the PS, a person (resident of the curative institution) assisted several times voters who cannot apply the stamp by themselves, the person brought reasons such as that the voters were visually impaired. No voter requested that they would like to be assisted/helped in voting. The resident person assisting voters put at least three times the stamp, where he considered it necessary. The PEB president did not react.

Incidents related to voting influence 

Rumors, attempts or even situations of material or monetary rewards offered to voters in the perimeter of 100 m of the polling station to determine the voters’ vote – 3 cases. These practices, the purpose of which is to influence the vote, are strictly prohibited and endanger the integrity of the electoral process.

  1. PS C37 / 009 Sanatauca, Floresti. According to the Promo-LEX observer, at 10:03, in the Sanatauca village, Floresti district, when he drove along the route between polling station no. 37/9 and the customs post, he heard voters discussing that they were brought to the customs post on the Left Bank of the Nistru River, from where they were to walk to the polling station.
  2. PS 20/050 Hincesti, Obileni. At 10:52, the Promo-LEX observer found that in the PS, some voters were initiating discussions with the representative of an electoral competitor, during which the expression “I’m waiting for the money at home” was heard. Also, the representative of the electoral competitor noted the name and surname of the voters on a paper, and the list was visible.
  3. PS 09/45 Calarasi, Valcinet. At 11:50, at the entrance to the PS territory, two elderly persons spoke that they had been given money in the amount of 600 MDL for voting and when the observer approached them to enter into discussions, the women stopped and left.

Organized transportation of voters (buses, minibuses, or other transport units that would normally not be around the polling station) – 2 cases. Compliance with this prohibition is aimed at maintaining the integrity of elections.

  1. PS 37/5, Causeni. At about 07:50, about 10 voters were brought back to the polling station, transported in two cars parked opposite the station. The incident lasted about 15 minutes. Drivers stayed to wait and did not vote. A local observer said he recognized among the voters some persons he knew as doctors from Tiraspol.
  2. PS 37/5, Causeni. At 07:55, an organized group of about seven voters who arrived by three cars entered the polling station. After they voted, they left, but, from the discussions captured by the Promo-LEX observer, it emerged that an additional transport would be waiting for them at the station in Bender. At the same time, the observer reported the presence of a woman who had a list and checked carefully the persons in the group, having stated “mine” or “not mine”, which indicated that she was monitoring their presence.
  3. PS 37/5 Copanca, Causeni. At about 09:20, the observer noticed two Toyota cars with registration numbers T954MP and T203OX arriving at the PS, each carrying five persons. They did not seem like a family. The observer also noted that there were other persons who came and went to the polling station by cars or taxis, and when crossing the Nistru River they took other means of transport.
  4. PS 37/5 Causeni. At 10:07, a man returned, a driver who had already been to this station previously, accompanied by a group of 4-5 persons, with a gray Toyota car, reg. no. A592 EP. The driver did not vote, and remained to wait for voters outside. The group was briefly followed and found to have travelled together to the back of the polling station, where they discussed and exchanged objects. Due to low visibility, it could not be confirmed if it was money. The man, dressed in a blue jacket, noticed the Promo-LEX observer, and, at that moment, the whole group approached the car and drove off together. The observer noted that the man collected the voting stickers from the others, and, in the discussions held in Russian, it was heard that “they also have work to do at another station”.
  5. PS 37/5 Copanca, Causeni. At 11:35, two minibuses with voters arrived, each carrying five persons, including drivers, who also stood in line to vote. The first minibus, white, with the registration number C723CB, brought voters who headed immediately to the polling station, while the driver stayed behind, talking on the phone. The observer heard the phrase “who is to be vote for?”. Having watched the voters, he heard them saying to a person in the back: “5 more persons have to come here”. After about two minutes, a black minibus with the number YMM122 arrived, of which five other persons joined the first group, greeting each other. In the discussions held in Russian, they mentioned: “we were all supposed to come in a bus, but we failed”. Persons continued to speak in whispers, and no details were heard. The entire group left the area at 12:00.
  6. PS 38/005 Minsk, Republic of Belarus. At 10:50, the observer said that a group of about 50 persons came to vote at the gate of the Moldovan Embassy. They have 2 flags of the Republic of Moldova and one regional Russian flag. He spoke to three persons in the group and learned that the persons came from Kursk, Russia.
  7. PS 38/063 Dusseldorf, Federal Republic of Germany. The observer reported that, at 9:50, he noticed two minibuses coming in 5 minutes apart, with 7 persons each. Most of the persons knew each other and were coordinated towards the entrance of the polling station.

Cases of intimidation or acts of violence involving participants in the voting process (voters, observers, mass media, PEB members, etc.)–8 cases. Intimidation can take various forms, from verbal threats to physical violence, and can have a significant impact on participants in the electoral process.

  1. PS 01/216 Chisinau, Riscani. At 08:40, it was found that the representative of a competitor addressed to the observers provocative lines, manifesting a vocal behavior that disrupted their activity.
  2. PS 01/023 Chisinau, Botanica. At 9:00, in the PS premises during the next 7 min, an aggressive voter intimidated the PEB members by invoking various contradictory claims that he had no one to vote for. He was moving aggressively through the PS with his ballot paper and stamp. Subsequently, the PEB president called the police, and the voter exercised his right to vote and left the PS.
  3. PS 25/52 Orhei, Nicolaieuca. At 8:20, the Promo-LEX observer asked the PEB president how many party representatives were present in the PS, and she said there were four. A representative who did not wear the identification card refused to present the identification card at the request of the observer, having argued that he was not a control body.
  4. PS 27/39 Riscani. The PEB member from the PSRM moved in the polling station and talked with voters, including in a whisper, accompanying some of them to the exit. At the warning received from the PEB president, he answered inappropriately and in a raised voice.
  5. PS 16/47 Edinet, Tirnova. At 10:30 in the PS, a representative of a competitor addressed the PEB president with a verbal complaint about the Promo-LEX observer team’s car, which was parked near the PS. According to the representative of the competitor, the vehicle had no right to be parked within 100 m from the polling station. The PEB secretary confirmed the violation, having argued that the Promo-LEX observer did not know the legislation. The PEB president took the decision to allow the car to remain parked at the old site.
  6. PS 01/297 Chisinau, Codru. A PEB member does not comply with the president’s requirements by causing a tense situation in the PS and intimidating authorized persons in the PS. The case was notified by the PEB president to the CEC in order to take action.
  7. PS 25/53 Orhei, Pelivan. At 11:30, a verbal conflict took place between a voter and the representative of an electoral competitor. The voter approached the representative and initiated a discussion about the elections, mentioning positive assessments of a party. The representative of the electoral competitor replied that he did not know who it was. Subsequently, those two persons left PS, where the voter used uncensored words at the representative of the electoral competitor.
  8. PS 38/152 Venice, Italian Republic. A voter showed up at the polling station with an expired identity card. After he was denied access to the vote, the discussion escalated into conflict between the voter and the PEB members. The voter hit one of the PEB members and the Carabinieri were called, who arrived at the scene in 20 minutes and fined the voter. The PEB president and other members tried at the same time to manage the situation.

Others – 19 cases. 

  1. PS 05/03 Basarabeasca, Basarabeasca. At 9:30, it was found that a voter had affixed erroneously the vote stamp, as a result of which the ballot paper broke. He requested later the issue of another ballot paper. The voter was offered a new ballot paper. The PEB president called the police, and a report was drawn up on the incident.
  2. PS 01/223 Chisinau, Riscani. The Promo-LEX observer found at 07:55 that the representative of a competitor, during the voting process, was located very close to the voters and the voting booths (less than 1 meter). The PEB secretary requested not to stay next to voters. The representative complied and sat down. This behavior lasted about 10 minutes.
  3. Ribnita-Rezina Bridge. The observer said that, at 08:30, on the Ribnita–Rezina bridge, a congestion of about 35 cars was noticed, with about 4-5 persons in each, which formed a traffic jam on the bridge. All cars were moving towards Rezina. Also, about 10 persons got off the transport and crossed the bridge walking to avoid the roadblock.
  4. PS 37/6 Causeni. At the polling station, voters in line to vote examined the model of ballot paper displayed at the station premises, checked the position of some electoral competitors in the list and indicated that they intended to vote for them.
  5. PS 01/202 Chisinau, Riscani. At 9:17, it was found that the representative of an electoral competitor, who hid her identification badge, was actively involved in the voting process, having intervened in the arrangement of the booths and directed the voters to enter the booth, even if the PEB members made objection to her. The PEB president did not react.
  6. PS 11/29 Cimislia, Marinfeld. At 9:43, it was found that, after exercising the right to vote, a voter invited the PEB president to a discussion, having asked how many persons were in the electoral list and whether at least 100 voters will be present by the end of the day. The voter also noted that he plans to contact local persons by phone to encourage them to take part in the vote.
  7. PS 37/6 Transnistria. Four persons were examining the model of the ballot paper displayed at the polling station, and the Promo-LEX observer noted that a man pointed his finger at the position of a party and told them to vote for a particular competitor if they want the Russians not to come.
  8. PS 07/011 Cahul. At 10:05, a voter tore up the ballot paper and inserted part of it into the ballot box.
  9. PS 36/67 TAUG, Tomai. The observer stated that there was a woman who presented herself as an observer from the Promo-LEX Association in the PS 36/67. Later, it was found that she had no accreditation and the Union of Jurists of Moldova was an observer. Asked about the basis of this person’s presence in the section, the PEB president replied that she “forgot her accreditation at home”. At 10:22, a photo of the accreditation was sent to the person on their phone.
  10. PS 01/225 Chisinau, Riscani. At 10:50, a voter tore up the ballot paper. The PEB president noticed and took the ballot paper. The ballot paper was annulled and placed in the safe.
  11. 32/28 Stefan Voda. A voter tried to vote for his wife, who was not present, but the PEB members did not allow it.
  12. PS 10/37 Causeni, Saiti. At 9:45, a PEB member handed accidentally two ballot papers to a voter. When the voter was noticed to have two ballot papers, the PEB president notified publicly what had happened and cancelled one ballot paper, the second ballot paper was given to the voter to vote and placed in the ballot box.
  13. 25/11 Orhei. One voter (mother) voted using her daughter’s ballot paper, which was initially unnoticed by SAIS operators. After voting, the PEB members found out the situation. The voter drafted an explanation, and the case was documented, copies of both ID cards were made. The PEB members have drawn up a report on this situation.
  14. Ribnita-Rezina Bridge. At 10:36, a significant congestion and traffic jam was noticed on the Ribnita–Rezina bridge. Drivers said they were forced to wait over an hour to pass customs. Several of them left their cars on the bridge and continued on foot, expressing dissatisfaction that they could not freely exercise their right to vote.
  15. PS 01/274 Chisinau, Goianul Nou. The observer of a competitor sat in discussions with the PEB secretary, got involved in the process by suggestions such as “it would be better to move the voting booths further back”. And at 11.30, he “shook” the ballot box to make room for other ballot papers in the ballot box.
  16. PS 11/36 Cimislia, Mihailovca. At 10:30, the PEB president discussed with the secretary of the PS 11/37 from the same locality. The PEB 11/36 president allowed a voter assigned to Section 11/36 to vote in the PS 11/37 according to the supplementary list, having reasoned that it was closer to the voter’s domicile. In a further clarification, the PEB president noted that she did not consider this a problem.
  17. PS 18/61 Floresti, Prodanestii Vechi. At 11:40, it was found that the mobile box had not been sealed.
  18. PS 18/064 Floresti, Trifanesti. At around 11:05, SAIS Elections operators registered a voter with an identity card that did not belong to her. This error was detected by a PEB member, who stopped the process and did not allow her to vote. The voter left the PS and the PEB president informed the Promo-LEX observer that he would draw up a statement of findings.
  19. PS 38/094 Athens, Hellenic Republic At 10:46, a voter tore up the ballot paper. The ballot paper was cancelled by the PEB president and a report was drawn up.
