The Promo-LEX Association published Report no. 1 – Civic Monitoring of Police Reform in the Republic of Moldova. The document covers the period of 2016-2018. It represents a post-factum synthesis of the achievements in the implementation of the reform, determined by comparing the content of official police reports with the comments made by the experts of the Promo-LEX Association.
The conclusions of the Promo-LEX Association on the achievement of operational objectives of the reform are drawn up based on the performance indicators and deadlines set out in the relevant program documents. The qualifications used to assess the achievement of the objectives are: fulfilled, partially fulfilled and unfulfilled.
The Promo-LEX Association notes that most of the sub-actions carried out refer to the approval of the legal, normative or regulatory framework, and most of unfulfilled sub-actions account for institutional reorganization. At the same time, at least 5 sub-actions have not been implemented due to delays in the approval of the Regulation on the organization and operation of the General Inspectorate of Police (GIP) and its staff.
With regard to figures, it can be stated that of the total activities planned, 45 sub-actions (54%) were to be implemented by 2018 inclusively. Of these, the Promo-LEX Association found the following: 13 sub-actions are fulfilled (29%) or partially fulfilled (29%); 15 sub-actions are unfulfilled (33%), 4 of which being considered obsolete, inappropriate or formally waived by the implementing institutions, 4 sub-actions (9%) have too general formulations and their indicators are not measurable. Therefore, the Promo-LEX Association could not comment on the degree of their fulfillment.
As the main indicator mentioned in the Police Development Strategy is the degree of public confidence in the police, it was reflected in the report using the data of the Public Opinion Barometer for the period of 2016-2018. Thus, given the reference value of 25,8% as of April 2016, one can notice a slight increase in the level of citizens’ confidence in the police, which reached approximately 34% in January 2019.
The document contains seven recommendations, including: resuming the public consultations on the draft Regulation on the organization and operation of the GIP and its approval in the nearest future. The experts also recommend adapting or adjusting in line with the new developments the Action Plan for the implementation of the Police Development Strategy. At the same time, it is recommended that sectoral policy implementation plans include only actions and activities that are achievable within the expected timeframe, indicating expected results, measurable indicators and concrete implementation deadlines.
The report was carried out as part of the “Civic Monitoring of Police Reform in the Republic of Moldova” project. The project is funded by the European Union, co-financed and implemented by the Promo-LEX Association.
